TC Minutes 06-22-1999MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL
HELD JUNE 22, 1999 -
A regular meeting of the Town of Avon, Colorado was held in the Municipal Building,
400 Benchmark Road, Avon, Colorado in the Council Chambers.
The meeting was called to order by Mayor Judy Yoder at 5:30 PM. A roll call was taken
with Councilors Jim Benson, Debbie Buckley, Rick Cuny, Mac McDevitt, Buz Reynolds,
and Mayor Protem Bob McIlveen present. Also present were Town Manager Bill Efting,
Town Attorney Burt Levin, Assistant Town Manager Larry Brooks, Town Clerk Kris
Nash, Deputy Town Clerk Cait Hilmer, Public Works employee GaryPadilla,
Transportation Director Harry Taylor, Marketing Specialist Michelle Frongillo, Police
Chief Jeff Layman, Town Engineer Norm Wood, Fire Chief Charlie Moore, Community
Service Officer Steve Hodges,. Community Development Director Mike Matzko, Special
Events Coordinator Dana Maurer; as well as members of the press and public.
Citizen Input:
Salute to the USA Update
Special Events Coordinator Dana Maurer updated the Council on the Salute to the USA
scheduled for July 4, 1999 in Nottingham Park. Ms. Maurer stated Hazel Miller will
perform at 5:00 PM and Lindesfame will perform at 7:45 PM. There will be no beer
sal es and the open container law will be in effect. There will be food vendors. Fireworks
will be set off at 9:45 PM.
Citizen Input:
Animal Leash Law
Mr. Mark Chernow, resident of Lakeview Condominiums, approached the Council. Mr.
Chemow stated the lease law in Avon is very strict and he would like Council to consider
changing the law to a voice command law, such as Vail does.
Mr. Chernow also commented that there is a large amount of trash in the park.
Town Manager Efting stated every park in the United States has a litter problem. If our
police officers see someone littering they issue a ticket. Assistant Town Manager Brooks
previously spoke with Mr. Chernow regarding the trash and-now we do a litter sweep
between 8:00 PM and 9:00 PM daily. He stated our crew does a better job keeping our
park cleaner than most other parks he has seen. The Parks department has adapted a
schedule to address Mr. Charnow's concerns. We will never alleviate the problem, but
we can improve upon it.

Town Manager Elting next addressed the leash law. He stated be the neighborhood
meetings and the town-wide survey, animal control in the park and Wildridge is one of
the top areas we get complaints. This problem is only going to get worse with growth. It
is the obligation of the Town to protect children against all dogs. Council can look at
different variations of the leash law, but if you want to be as sure as you can of the one
accidental bite then a stronger lease law will do that. That is the side that the staff has
been on especially in the park.
Mr. Chernow stated maybe there could be a more restrictive leash law after 8:00 AM, but
if you want to go out at 6:00 AM with- your dog in the park, you could. Mayor Yoder
stated that is something we could look at in Council's upcoming retreat.
Councilor Cuny questioned what Vail's lease law is. Community Service Officer Steve
Hodges stated the Village, Lionshead and'all parks and bike paths have a leash law. They
have a 10 foot voice command law along the streets of the neighborhood.
Mr. Elting stated staff is looking for an area where people can let their dogs run, which
will give people an option.
Town Manager Report:
Town Manager Elting stated the CML conference is being held in Vail this Wednesday
through Friday. The Governor will be speaking at the lunch on_ Thursday. If any Council
members want to attend any of the lunches, we can make arrangements.
Mayor Report:
Mayor Yoder stated a neighborhood meeting will be held on June 29, 1999 at the
Wildridge fire station from 5:30 PM - 7:00 PM. Refreshments will be served.

Mayor Protem McIlveen motioned approval of the Consent Agenda Councilor Benson
seconded the motion. The motion carried unanimously.
There being no further business to come before the Council, Councilor Buckley motioned
to adjourn the meeting. Councilor Benson seconded the motion. The meeting was
adjourned at 5:41 PM.
