TC Minutes 11-24-1998i 0 MINUTES OF THE REGULAR MEETING OF THE TOWN COUNCIL HELD NOVEMBER 24, 1998 - 5:30 PM A regular meeting of the Town of Avon, Colorado was held in the Municipal Building, 400 Benchmark Road, Avon, Colorado in the Council Chambers. The meeting was called to order by Mayor Judy Yoder at 5:30 PM. A roll call was taken with Councilors Jim Benson, Debbie Buckley, Rick Cuny, Mac McDevitt, Mayor Protein Bob McIlveen, and Buz Reynolds present. Also present were Town Manager Bill Efting, Town Attorney John Dunn, Assistant Town Manager Larry Brooks, Town Clerk Kris Nash, Engineer Technician Anne Barsch, Transportation Director Harry Taylor, Fire Chief Charles Moore, Public Works Superintendent Bob Reed, Community Development Director Mike Matzko, Executive Assistant Jacquie Halburnt, Planner George Harrison as well as members of the press and public. Citizen Input: Introduction of New Town Employees and Fire Academy Graduates Fire Chief Moore introduced Kevin Rindy as the newest full. time firefighter. He also explained how the Fire Academy works. Jayman Cook and Jim Cune were introduced as Fire Academy Graduates. Citizen Input: The Appeal of Planning & Zoning Decision, Lot 42, Block 1, Wildridge was pulled from the agenda. Ordinances: Second Reading of Ordinance No. 98-22, Series of 1998, AN ORDINANCE ALLOWING CHRISTMAS TREE SALES AS A SEASONAL USE ON LOT 1, WILDWOOD RESORT PUD; TOWN OF AVON, EAGLE COUNTY, COLORADO Mayor Yoder stated this is a public hearing. Community Development Director Matzko stated that the purpose of this ordinance is to avoid renewing the request every year. It was stated that the previous operator had Christmas tree sales as well as a landscaping business. The new operator just has the Christmas tree sales. There were no comments and the public hearing was closed. There was some concern on the letter of credit for the cleanup. Mr. Matzko stated they expected to get a new letter of credit for the next season. There being no further comments Mayor Yoder asked for action from the Council. Councilor Reynolds motioned approval of Ordinance 98-22. Councilor Cuny seconded the motion. There being no further comments from Council, Mayor Yoder asked for a roll call. The motion carried unanimously. Ordinances: First Reading of Ordinance No. 98-23, Series of 1998, AN ORDINANCE APPROVING A ZONE CHANGE FROM TC TO PUD, ESTABLISHING DEVELOPMENT STANDARDS AND APPROVING A DEVELOPMENT AGREEMENT, LOT B, AVON CENTER AT BEAVER CREEK SUBDIVISION, TOWN OF AVON, EAGLE COUNTY, COLORADO Community Development Director Mike Matzko stated this Ordinance is for rezoning and approval of development standards on a preliminary development plan. Councilor Reynolds questioned if the parking regulations would be based on the Town's. regulations. Mr. Matzko stated we would start with our existing regulations and make changes to the regulations on a case by case basis. Parking is probably the most important issue in this development. Councilor Cuny questioned the value that was set on the parking spaces. Mayor Yoder asked for action from the Council. Councilor Benson motioned to approve Ordinance No. 98-21 Councilor Buckley seconded the motion. There being no further comments, Mayor Yoder asked for a roll call. The motion carried unanimously. Town Manager Report: Town Manager Elting stated that an ordinance is needed for the parking situations created by Lot B and that the new Town Attorney should work on it. He also stated that it could possibly be ready by the beginning of the year. Burt Levin and Jeff Layman were announced as the new Town Attorney and Police Chief. Mayor Report: Mayor Yoder stated that there is no meeting planned for December 22, 1998. Consent Agenda: Councilor Reynolds motioned approval of the Consent Agenda. Councilor Benson seconded the motion. The motion carried unanimously. There being no further business to come before the Council, Councilor Reynolds motioned to adjourn. Councilor Cuny seconded the motion. The motion carried unanimously.
