MINUTES OF A SPECIAL MEETING
OF THE TOWN OF AVON, COUNCILMEMBERS
HELD NOVEMBER 4, 1981 - 7:30 P.M.
The special meeting of the Town Councilmembers of the Town of Avon, Colorado was held
in the Municipal Building in the Council Chambers.
The meeting was called to order by Mayor Alpi at 8:45 p.m. A roll call was taken with
the Councilmembers in attendance with the exception of Allan Nottingham who was absent.
Also present were the Design Review Board Members, Town Attorney John Dunn, Town Planner
Terrill Knight as well as members of the public.
First and only item on the agenda was the discussion of the preliminary revised Ordinance
No.#81-22, Series of 1981, AN ORDINANCE ADOPTING A ZONING CODE FOR THE TOWN OF AVON;
PROVIDING FOR ZONE DISTRICTS AND AN OFFICIAL MAP; PROVIDING DEFINITIONS AND REGULATIONS;
ESTABLISHING A DEVELOPMENT REVIEW BOARD, OUTLINING ITS FUNCTION IN RELATION THERETO
AND REQUIRING OFF-STREET PARKING; REGULATING SIGNS; PROVIDING FOR NON-CONFORMING USES
AND STRUCTURES; WITH PROVISIONS FOR INTERPRETATION, REVOCATION AND INVALIDATION OF
PERMITS; PROVIDING PENALTIES FOR VIOLATION THEREOF; AND SETTING OUT ADDITIONAL DETAILS
IN RELATION THERETO.
Bill Pierce asked Terrill Knight if it was the ultimate goal to dissolve the Design Review
Board guidelines.
Mr. Knight stated that his point of view was that there were some immediate changes to
the Ordinance to clear up some discrepancies and some technical problems, then at that
point try to put together an overview of which would be a combination of the two documents.
A lengthy discussion followed.
Page 5, delete a comma.
Page 11, a typographic error.
A unbuildable area was discussed. It was agreed to have Norm Wood Town Engineer look into
this part of the Ordinance and get back to Terrill with a certain % of building grade.
Page 15,(60)Signs, delete the sentence which reads,"for signs which consist of individual
letters, characters, numbers of figures, the sign area shall be measured by calculating
the surface area within a single continuous perimeter enclosing the extreme limits of
each individual figure. The sum of the area for all of the figures shall be considered
the total sign area".
Councilman Kumpost suggested to set up a Zoning Adivsory Committee that would be made up
of two DRB Members and two Town Council Members and the new full time planner and to
go through the Otdinance and get into the Ordinance page by page.
Larry Kumpost so moved, seconded by A.J. Wells and was unanimously carried.
After discussion of the SPA Area it was agreed to delete all numbers from that SPA Area
on the Chart of Area and Bulk Requirements, page 24 of the Ordinance.
Time-Sharing was discussed.
The building heights were discussed.
Steve Erickson moved approval for the Town to send a letter to Ken Hardwick thanking him
for his services on the Design Review Board and thanking him for a great job he has done.
The motion was seconded by Bill Doyle and was unanimously carried.

There being no further business Steve Erickson moved to adjourn and Bill Doyle seconded
the motion. The meeting was adjourned by Mayor Alpi at 11:05 p.m.
