Just a reminder that Town Hall will be closed Monday in honor of Dr. Martin Luther King. 2. The Town of Avon has been formally contacted by Kersten Sharrock of the American Lung Association after reading the article concerning smoking in Avon in the Vail Daily. She has offered to give you a presentation on the advantages for a town considering a smoking ban in bars and restaurants. If Town Council is serious about this issue I would first suggest we talk to our bar and restaurant owners before proceeding any further. This could be scheduled for a future work session. 3. Judy and I will be attending a CAST Meeting in Crested Butte on the 24"' and 25"' of January. The following week I will be gone from Wednesday, January 30"' - Monday, February 4"' for my annual golf and super bowl trip to Las Vegas. Larry will be Acting Town Manager. Memo To: Honorable Mayor and Town Council Thru: Bill Efting, Town Manager From: Norm Wood, Town Engineer'. /'CV i` Date: January 17, 2002 Re: Barrancas PUD - Metcalf Road Access / Turn Lanes Summary: Concern was expressed regarding left turn movements from Metcalf Road into the proposed Barrancas Residential Development during the Town Council review and approval process for the PUD. One of the conditions in Ordinance No. 01-12, approving the PUD is, "Provide left turn lane for major access points." Fieldstone Development, LLC has submitted the attached Left Turn lane Analysis for the proposed Barrancas Residential Development on Metcalf Road in response to this condition. This analysis indicates that only 0.02 of a vehicle stacking space is required, based upon Metcalf Road traffic and projected turning movements. From this, the traffic engineer has recommended one stacking space (25 feet) at the entrance to the southern site and at the primary entrance to the upper site. This also conforms to CDOT State Highway Access Code for left turn lanes with fewer than 30 turning vehicles per hour. Fieldstone Development, LLC has submitted schematic drawings showing the proposed access and turn lane layout. This submittal shows stacking space for two vehicles (50 feet) at both of the above referenced driveways. This schematic submittal exceeds the recommendations of the traffic engineer and seems to comply with the related condition in Ordinance 01-12. Based upon the concerns expressed during this review and approval, we would like to present the schematic access drawings during the council work session to confirm that they generally conform to the intent of council as expressed in the approval of the PUD Ordinance. Co?,mU??ty D Per our contract, Washington Infrastructure Services, Inc. (WIS) has prepared a traffic analysis of the left turn lanes being required by the Town of Avon at the primary access points to the above referenced development proposal. The purpose of this analysis is to recommend the length that should be provided for vehicle storage in the left-turn lanes. Following is a summary of the traffic analysis conducted. Introduction Fieldstone Development, LLC proposes to construct an affordable housing residential development on property west of Metcalf Road, in Avon, Colorado. The proposed development would consist of two separate residential complexes, the first containing 18 dwelling units (located at the lower end of the property), and the second containing 27 dwelling units (located at the upper end of the property). Vehicle access to the lower complex would be from a single driveway from Metcalf Road. Vehicle access to the upper complex would be from two driveways from Metcalf Road. The Town of Avon is requiring that left-turn lanes be provided on Metcalf Road at the driveway to the lower complex, as well as at the primary (lower) driveway to the upper complex. In order to identify the existing traffic volume on Metcalf Road, AM and PM peak period manual traffic counts were conducted on Thursday December 13, 2001 (4:00 to 6:00 PM) and Friday December 14, 2001 (7:00 to 9:00 AND at the site of the proposed development. From these counts it was determined that peals hour traffic in this area occurs between 7:30 and 8:30 AM and between 4:45 and 5:45 PM. The 2001 existing peak hour traffic volumes are shown in Table 1. Development The Barrancas housing development will consist of one complex of 18 connected residential units and a second complex of 27 units. The number of trips that these units will generate was estimated based on data contained in the Trn Generation manual (b' Edition) published by the Institute of Transportation Engineers. The estimated number of site-generated trips are summarized in Table 2. I Townhomes, Assignment of Site-Generated Trips The lower complex of residential units will have a single driveway which will be used by all vehicles. The upper complex will have two driveways and it has been assumed that 80% of vehicles to the upper complex will use the lower of these two driveways and 20% will use the upper of the two. All vehicles are assumed to be destined to/from the south on Metcalf Road (Avon and 1-70). The trip distribution patterns developed for this study is shown in Figures 1 and 2. The site-generated trips were distributed to the roadway network in accordance with the trip distribution pattern. These trips were then combined with the existing traffic volume resulting in the build traffic volumes shown in Figure 3. The analysis worksheets are included in Attachment 1. This analysis concludes that there will be virtually no queue occurring on the northbound left-turns into the subject site driveways (calculated maximum left-turn queue of 0.02 vehicles). Therefore, it is concluded that storage for only one vehicle (25 feet) is necessary at the subject site driveways. This conclusion is reinforced by Table 4-8 of the State of Colorado State Highway Access Code, which requires a storage length of 25 feet for left-turn lanes with fewer than 30 turning vehicles per peak hour, as is the case for both driveways analyzed in this study. The next step in the process for ultimate project approval is to conduct a thirty-day public comment period, which includes a public hearing. As supporters of this new interchange, we believe it is important for the council to attend this public hearing in order to have your positive comments recorded for the record. This public hearing, and the comments that the Federal Highway Administration receives during the comment period, will significantly influence their ultimate decision. We believe it is important that the FHWA understand the value of this project to the Town of Avon, and that your participation in this meeting is an excellent way to demonstrate your support. CDOT is seeking approval for a privately-funded full-diamond interchange (Mile Post 168.2) and access road improvements to I-70 located approximately 1 mile east of the existing Avon interchange. The construction of this project will also include an intersection re-alignment at US 6 and bridge replacement over the Eagle River. A Public Hearing is being held at the above referenced date, time and location, to address received comments. Representatives from CDOT and the consultant team will be present to answer questions. If a participant desires, formal verbal comments may be submitted to a court reporter who will be present at the meeting. The comments will be considered by the Federal Highway Administration in the determination of whether the proposed action will result in a Finding of No Significant Impact (FONSI). Ruth Borne, Director of Community Development Tambi Katieb, Planner I Date January 3, 2002 Re: First Reading of Ordinance 02-01, An Ordinance Amending the Wildridge PUD for Lot 25, Block 2, Wildridge Subdivision Summary The applicant, Stephen Kaloz, owns Lot 25, Block 2 in the Wildridge Subdivision. He is seeking a PUD amendment in order to create two single-family lots, thus removing two development rights from this lot that is currently zoned for four units (a fourplex). The applicant has stated that the proposed single-family lots will be identical to the RSF zone district as they relate to development standards (building height, lot coverage, setbacks). The Planning and Zoning Commission recommended approval of this PUD Amendment on December 18, 2001 with three conditions as attached on Resolution 01-22. Accompanying this PUD amendment is an amended final plat, which will create the two single-family lots and identify the new proposed access easement. The plat will be brought to Council concurrently with the second reading of Ordinance 02-01. Recommendation Staff recommends that the Town Council pass Ordinance 02-01, amending the Wildridge PUD to decrease the development rights for Lot 25, Block 2, Wildridge Subdivision from four units (fourplex) to two single-family units.
