b. Ordinance No. 09-15, Series of 2009, First Reading, Ordinance Approving the Water Easement
to Upper Eagle River Water Authority, Tract A, Riverfront Subdivision (Justin Hildreth, Town
Engineer) Propose granting a water line easement to the Upper Eagle River Water Authority for a water
line that was constructed as part of the Riverfront Subdivision
8. RECOMMENDATIONS OF PLANNING & ZONING COMMISSION
a. Public Hearing on Ordinance No. 09-14, Series of 2009, First Reading, Ordinance approving a
Planned Unit Development (PUD) application for the Gandorf Planned Unit Development
(“PUD”), Tract B, Block 1, Wildridge Subdivision, Town of Avon, Eagle County, Colorado (Matt
Gennett, Planning Manager) A request for review of an amendment to the Wildridge PUD to remove the
“Light Commercial” land-use designation from Tract B, and replace the currently allowed “4 apartment”
residential designation with the allowance for two duplex structures. The dwelling units are proposed to
contain between 1,500 and 1,900 sq. ft. of living area

a. Upper Eagle Regional Water Authority Proposed Base Rate and Plant Investment Fee Increase
for January 2010 (Becky Bultemeier, ERWSD, Customer and Financial Services Manager) UERWA
proposed January 2010 rate increase of $3.91/SFE (or 9% increase in average customer bill) and 3%
increase in plant investment fee rates
c. Intergovernmental Agreement between Town of Avon, Beaver Creek Resort Company and
Beaver Creek Metropolitan District for Avon – Beaver Creek Shuttle Bus Funding Agreement for
2009-2010 (Jenny Strehler, Director PW&T) IGA addressing skier shuttle services and funding /
Requires 2/3 majority vote
10. RESOLUTIONS
a. Resolution No. 09-27, Series of 2009, Resolution supporting Ballot Question 1A: Energy Smart
Local Improvement District FAQ’s (Brian Sipes, Mayor Pro Tem) Review November ballot question
initiative to create an Energy Smart Local Improvement District to create a financing pool to fund energy
efficiency and renewable energy improvements within the county; discuss supporting the ballot question
proposal
