Summary
The applicant for the Lot 61 development application is requesting that the public hearing be
continued to the December 18, 2012 regular PZC meeting. After the introductory presentation
on November 14, 2012, Staff provided the applicant with comments on the complete submittal.
Staff recommends a continuation to afford the applicant with sufficient time to address initial
comments.
Process
The review process requires a public hearing with the PZC, and recommendation to Town
Council. Council will take action on the application after holding another public hearing.
Staff Recommendation
Staff recommends that the PZC continue the Public Hearing to December 18, 2012.

Summary of Requests
The Applicant, YESCO, representing Winner Storage (the Owner), has submitted a Sign Design
application for the Self -Storage Building at 850 Nottingham Road, also described as Lot 25, Block
1 of the Benchmark at Beaver Creek Subdivision (the Property).
At the October 2, 2012 meeting, the PZC approved the building mounted double -sided blade sign
as proposed. The applicant has subsequently received a sign permit for the installation of this
approved sign. They also discussed the freestanding sign and had concerns with the illumination,
lack of clarity regarding the landscaping, and the materiality of the proposed sign. Ultimately, the
PZC approved tabled the freestanding sign to allow the applicant to make revisions. This report
will focus solely on that freestanding sign.
Property Description
The Property is located on the north side of Nottingham Road, just west of the intersection with
Metcalf Road. The Property is developed with a self -storage facility consisting of three (3)
separate buildings. The main building is located closest to Nottingham Road and currently
contains a building mounted sign. A vicinity map is attached (Exhibit A).
Planning Analysis
As stated above, this commercial building contains a single tenant and does not currently have an
approved Master Sign Program (MSP). As such, the governing sign regulations are the Sign Code
(Chapter 15.28, Avon Municipal Code).
As presented at the October 2, 2012 meeting, the proposed freestanding sign and approved blade
sign total thirty-six and two-thirds (36.66) square feet in total area as only one -side of double -sided
signs are counted towards sign area. The Sign Code allows individual business lots to have a
maximum of one (1) square foot of signage per lineal foot of building front. The Property's main
building contains approximately forty-two feet (42') of building front and the proposed signage
complies with the maximum allowed by code.
The applicant has revised the freestanding sign, by modifying materials, colors, and sizes of
portions of the sign as discussed below. The sign is located adjacent to Nottingham Road which is
proposed as Sign B and best presented in Exhibit B. The sign contains a wood sided base with an
internally illuminated double -sided cabinet sign. The cabinet sign measures eighty-five inches
(85") by forty-five inches (45"), or twenty-six and one-half (26.56) square feet. The cabinet sign sits
on a fifty-four inch (54") by twenty-seven inch (27") base, for a total sign height of six feet (6). The
applicant has revised the type of sign face material from a polycarbonate to routed aluminum with
acrylic backer panels and vinyl applied to the faces. The sign will only allow illumination to emit
from the routed letter; whereas the previous proposal allowed the entire sign face to be illuminated.

As seen on page 3 of Exhibit B, the sign will be located in front of the main building and will be
setback ten feet (10') from the property line, which complies with the code requirement. The site
plan also indicates a landscape island with a five foot (5) perimeter around the sign which
complies with the code requirement. The applicant has further clarified the landscaped area by
calling -out nineteen (19) juniper shrub plantings.
Staff is concerned with the materiality of this sign as an interior -lit box -type plastic signs is
discouraged by the Sign Code (§15.28.060(c)). Although the proposed sign is not a plastic sign,
the intent of the sign code is to discourage interior -lit box type signs, which is being proposed. The
applicant has addressed the sign illumination concerns raised by Staff and PZC by only allowing
illumination through the letters on the sign. Staff believes that the interior -lit box type sign should
be revised to a different type of sign to fully comply with the Sign Code.
The proposed freestanding sign is dissimilar from other freestanding signs in the area as most of
the adjacent properties in the IC zone district either do not have freestanding signs, or have ones
that utilize external illumination. In addition, most adjacent properties do not use cabinet box type
signs with the exception of the Mountain Center Building to the west and only for tenant
identification signage.
Review Criteria
§15.28.070, Design Review Criteria. The Planning and Zoning Commission shall consider the
following items in reviewing proposed designs:
(1) The suitability of the improvement, including materials with which the sign is to be
constructed and the site upon which it is to be located;
(2) The nature of adjacent and neighboring improvements;
(3) The quality of the materials to be utilized in any proposed improvement;
(4) The visual impact of any proposed improvement, as viewed from any adjacent or
neighboring property;
(5) The objective that no improvement will be so similar or dissimilar to other signs in the
vicinity that values, monetary or aesthetic, will be impaired;
(6) Whether the type, height, size and/or quantity of signs generally complies with the sign
code, and are appropriate for the project;
(7) Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the
sign is appropriate for the determined orientation.
Staff Recommendation
Staff recommends that the Sign Design application be denied with the following findings:
1. The proposed freestanding sign does not meet the intent of the §15.28.060(c), Sign
Materials, as it is similar to an interior -lit box type plastic sign which is discouraged in the
Sign Code;
2. The freestanding sign is not approved due to a lack of compliance with the Review Criteria
as listed in §15.28.070.
