1. CALL TO ORDER AND ROLL CALL
Vice Chairman Todd Goulding called the meeting to order at 4 PM. A roll call was taken and Board members
present were Dave Dantas, Chris Evans, Jennie Fancher, Todd Goulding, Buz Reynolds and Jake Wolf. Both
Buz Reynolds and Rich Carroll arrived a few minutes after roll call. Also present were Town Manager Virginia
Egger, Town Attorney Eric Heil, Assistant Town Manager /Town Clerk Patty McKenny, Police Chief Bob Ticer,
as well as other staff members and the public.
2. APPROVAL OF AGENDA
There were no changes to the agenda.
3. PUBLIC COMMENT
There were no public comments.
4. RENEWAL LIQUOR LICENSES
4.1. Applicant Name: China Garden, Inc. d /b /a China Garden
Address: loo W. Beaver Creek Blvd.
Owner: Sharon Mou
Type of License: Hotel and Restaurant Liquor License
Patty McKenny noted that the renewal application was in order and noted the two violations that occurred
in the past year. The most recent incident occurred on May 16, 2013 with a violation for a State Liquor
Enforcement Division's compliance check, and the other occurred on September 14, 2013 as a result of an
Avon Police Department compliance check. The sanctions imposed were outlined in the board packet
memo. Police Chief Bob Ticer noted that there were no other issues at the establishment and noted that
Sharon Mou owner has been a responsible license holder. Several members of the public spoken on the
owner's behalf as follows:
✓ Kathy Olsen, community member, spoke on the owner's behalf in support of her character
✓ Rob Sperberg, attorney representing China Garden, indicated that there were violations the owner
admitted and took responsibly for with the sanctions imposed by the State and the Town.
✓ Michael Cacioppo, Avon resident, spoke in support of the owner and her operations of the business for
many years. He noted his concerns in general for these kinds of compliance checks occurring in their
communities.
Sharon Mou was present to confirm her TIPS training and responded to the violations by taking full
responsibility for the incidents. Board member Evans moved to approve the renewal of the Hotel and
Restaurant Liquor License for China Garden, Inc. d /b /a China Garden; Board member Reynolds seconded the
motion and it passed unanimously.
5. MINUTES
5.1. Action on Minutes from June 17, 2013 Meeting
Chairman Carroll moved to approve minutes from August 13, 2013; Board member Evans seconded the
motion and it passed unanimously.
