The text amendment promotes the health, safety and general welfare of the Avon community by focusing on compliance with State bill S624-005; 2. This text amendment promotes and strengthens the implementation of the updated goals and policies of the Avon Comprehensive Plan and supporting plans; 3. The text amendment consistently promotes or implements the purposes stated in this Development Code with the new language completing compliance with the State; and 4. The text amendment is necessary or desirable to respond to changed conditions as they pertain to water conservation in the State of Colorado. GENERAL CRITERIA FINDINGS: 1. The development application is complete; 2. The development application provides sufficient information to allow the reviewing authority to determine if it complies with the relevant review criteria; 3. The development application complies with the goals and policies of the Avon Comprehensive Plan; and 4. The demand for public services or infrastructure exceeding current capacity does not require mitigation as there is no development application accompanying the Code Text Amendment that results in a physical project that utilizes public services or infrastructure.
