WHEREAS, Alcohol and other drug abuse in this
nation has reached epidemic stages, and the 15 -24 year
old age group is dying at a faster rate than any other
age group; and
WHEREAS, it is imperative that visible, unified
prevention education efforts by community members be
launched to reduce the demand for drugs; and
WHEREAS, the Colorado Federation of Parents for
Drug Free Youth and Drug Free Eagle County are sponsoring
the National Red Ribbon Campaign, offering citizens the
opportunity to demonstrate their commitment to drug free
lifestyles; and
WHEREAS, the National Red Ribbon Campaign will
be celebrated in every community in America during "Red
Ribbon Week ", October 20th to October 28, 1990; and
WHEREAS, President George Bush and Mrs. Barbara
Bush are the National Honorary Chairmen, and Governor Roy
Romer and Mrs. Romer are the State Honorary Chairmen to
provide this community focus on a Drug Free America; and
WHEREAS, business, governments, law enforcement,
schools, religious institutions, service organizations, youth,
physicians, senior citizens, military, sports teams, and
individuals will demonstrate their commitment to drug free,
healty lifestyles by wearing and displaying red ribbons
during this week -long campaign; and
WHEREAS, the community of Avon further commits its
resources to ensure the success of the Red Ribbon Campaign.

The Colorado Federation of Parents for Drug Free Youth
is launching its third annual Red Ribbon Campaign
scheduled for October 20 -28, 1990. The red ribbon is
used as a symbol for intolerance to drugs and a commitment
to a healthy, drug -free lifestyle.
Enclosed is a Red Ribbon brochure and sample proclamation.
We would like to ask you to participate in the Red Ribbon
Campaign by signing a proclamation supporting Red Ribbon
Week and by asking your community members to become
involved and be committed to having a drug -free Colorado.
Our goal is to coordinate the activities of many cities
and towns across the state who will be simultaneously
participating on Red Ribbon Rally Lay (October 24).
A local rally would be an ideal media event to publicize
your stand for a drug -free community.

As President of Western Slope Association for the Education
of Young Children (WSAEYC) and the local coordinator for this
years Week of the Young Child activities I would like to solicit
you help in bringing recognition to young children.
April 1 -7 is Nationally known as Week of the Young Child.
We are fortunate in Colorado to have a Governor who along with
his wife is very supportive of issues concerning Young Children.
He has made this clear through his initiative program First
Impressions. We are fortunate locally to have a Town Council
recognize child care as a priority in their annual goal setting
session. This excited local teachers who have struggled for
public support.
The activities that we have planned for the Vail -Avon area
are: a children's art show hosted by First Banks of Vail and
Avon, our third annual county wide party for children in local
schools and programs ages (0 -8), Casino 90- a fundraiser
benefitting seven children's programs and a balloon day.
We would like the town of Avon to officially recognize Week
of the Young Child in a proclamation or resolution. We would
also like to invite you and Mrs. Nottingham as well as any
council members to join us at Battle Mountain High School on
April 4th, from 5:30 - 7:30 for our Week of the Young Child
party.

Last year the Mayors of more than 60 cities and towns in Colorado
supported Recycling Month by signing an official proclamation
and sending it to Recycle Now!, the nonprofit educational
organization promoting recycling in Colorado.
Again this year June will be Recycling Month and we are
requesting your support and cooperation. I have enclosed a
proclamation which you can use as a guide in creating your own,
or you can just fill in the blanks and sign. In either case,
please mail your signed document to Recycle Now!. We would like
to receive all proclamations by May 25 to coordinate media
coverage during June.
The interest in recycling in our state has grown tremendously
in the past year. Your support in this way helps us in our
efforts to increase public awareness of and participation in

The Colorado observance of national Victims' Rights Week is planned for April 26 - May 2.
During this special week, violent crime victims, their advocates, and organizations which serve
them will join together to educate our citizens about crime and victimization, and encourage
support to improve victims' rights.
The Colorado Organization for Victim Assistance (COVA) would be honored if you could
sponsor a proclamation to recognize April 26 - May 2, as "Victims' Rights Week." Such a
proclamation will publicly reaffirm the efforts of those who serve violent crime victims in your
community.
I have enclosed a sample proclamation which you may wish to use to compose your proclama-
tion.
In order to create community awareness about Victims' Rights Week, we would ask you to
announce the issuance of your proclamation at a press conference. Your local Victims Witness
Coordinator from the District Attorney's Office would be pleased to assist you with this effort.

BICENTENNIAL COMMUNITY APPLICATION
The Commission on the Bicentennial of the United States Constitution takes great pleasure in extending
to you and your community a cordial invitation to participate in the 200th anniversary of the writing of
this historic document.
The creation and development of our representative government from Revolution through
Independence and to the present is a remarkable story that is best commemorated through local
observance. The Bicentennial Community Program enables citizens of large cities and small towns alike
to participate in this recognition of American history. We sincerely urge you to join this program by
completing the enclosed application.
REGULATIONS ON DESIGNATING BICENTENNIAL COMMUNITIES
The Commission encourages local governing bodies to establish Bicentennial Communities. The term
"community" includes all political subdivisions having an elected government, such as a city, county,
town, village, municipality, township, borough, any Native American tribe or reservation, or any
combination thereof. Unincorporated areas which have an established identity of their own also may
apply for designation.
A Designated Bicentennial Community is one which (1) has established a Bicentennial Committee
broadly representative of the Community; (2) has developed and approved plans for a commemorative
program that will educate its residents about the meaning and significance of the Constitution; and, (3)
has received an official designation from the federal Commission.
To be considered a Designated Bicentennial Community, a community should submit a completed
application form to its State Bicentennial Commission. Upon approval by the State Commission, the
application with the State Commission's approval noted will be sent to the federal Commission for its
review and decision. Notification of approval as a Designated Bicentennial Community then will be
forwarded to the local Bicentennial group by the federal Commission.

the theme for National Consumers Week, 1987 shall be, "Consumers

(NCW). It is the week President Reagan sets aside each year to
highlight the importance of consumer rights, education and
protection and the vital role that consumers play in the economic
health of our nation.
The President's official 1987 National Consumers Week
proclamation set this year's slogan as "Consumers Celebrate the
Constitution." We hope you will join in this consumer event by
issuing an appropriate proclamation of your own.
Building on the Bicentennial of the U.S. Constitution theme, the
President cited the Constitution as creating the
". principles of freedom and fairness (that) are the
basis for consumer rights in the marketplace: the right to
choose among products, services, and suppliers; the right to
adequate information about what we buy; the right to expect
that products offered for sale will conform to reasonable
safety standards; the right to be heard; and the right to
consumer education."

In the bicentennial year of the Constitution of the United States, it is appropri-

Two hundred years ago, a group of patriots conceived the Constitution and
thereby created the political, economic, and social framework for our Nation.
As a result; many precious freedoms have been guaranteed to American
citizens. Inherent in these is the freedom to produce, to• sell, and to buy or not
to buy.
Our competitive marketplace has flourished and become the most productive
in the world, providing American consumers with unparalleled choices and
opportunities. The goal of the Constitution's framers was to provide a free
market in goods and services marked by creativity, by invention, and by the
productivity of American workers.
We can be thankful today for the wisdom of our Founders. A functioning
national market for goods and services with common money, standard
weights and measures, reliable legal procedures respecting honest contracts,
freedom from oppressive taxation, the encouragement of invention, and a
dependable postal system were commonly recognized as needs in the debates
of the Constitutional Convention. The resulting document, signed in Philadel-
phia in 1787, so effectively addressed those concerns that the same principles
guide our modern economy.
These principles of freedom and fairness are the basis for consumer rights in
the marketplace: the right to choose among products, services, and suppliers;
the right to adequate information about what we buy; the right to expect that
products offered for sale will conform to reasonable safety standards; the right

interfaith Holocaust Remembrance Program at the Vail Interfaith Chapel on Saturday,
