To give recognition and to increase public awareness of volunteerism, we ask that as Mayor, you proclaim Colorado Volunteer Week in your city. The Office of Volunt- eerism will honor thirty outstanding volunteers at an Awards Banquet and ceremony to be held April 28th at the Marriott Southeast in Denver in conjunc- tion with Colorado Volunteer Week. We ask that you encourage individuals and agencies in your community to participate in Colorado Volunteer Week. Examples of activities include traditional recognition ceremonies, parades, contests, receptions and broad media coverage urging people to get involved in a volunteer activity of their own choosing. Now more than ever we need people helping people in all areas of life whether it be health care, the arts, education or politics. The rewards are great for both the volunteer and those who reap the benefits of these efforts. We sincerely hope you will join us in saying thank you to those volunteers who have given freely of themselves and hope your local activities will inspire many others to get involved in your community. WHEREAS, volunteers, working in partnership with government, business and industry, fulfill many needs and perform numerous tasks that would otherwise remain incomplete; and WHEREAS, dedicated volunteers in state programs for the mentally and physically handicapped, and for the elderly and the young, as well as those volunteers who serve on state and local boards and commissions, deserve to be recognized for their many hours of service; NOW, THEREFORE, I, Richard D. It is also a concept supported by the White House, and the theme of an important statewide con- ference being held in Denver, September 30th - October 2nd. This conference will challenge everyone to take an active part in reducing and preventing drug abuse among our youth. State, county and municipal officials are being asked to help this effort by proclaiming the week of September 26th - October 2nd, 1982 "Drug Free Youth Week" across the state. Governor Lamm and Mayor McNichols have already agreed to sign such a proclamation. The goal of the organizers is to get all counties and municipalities to sign a similar proclamation, which will then be announced and posted at the conference. For the past several months a group of approximately fifty parents, law enforcement, medical, drug abuse, religious, educational, and state officials have been working together to plan a statewide Conference on DRUG FREE YOUTH -- see enclosed brochure. As we get closer to the Conference, we are trying to build a network of support for this idea across the State. A major part of this network is the local municipalities. We have, therefore, initiated a process to have the week of September 26- October 2nd declared "Drug Free Youth Week" in all Colorado counties and municipalities, as well as in the State of Colorado by Governor Lamm. Your help is requested in this process. Won't you join us. All you have to do is sign the enclosed proclamations and return one copy to us at the Prevention Center. Their natural curiosity, combined with the ever - increasing number of poisonous products found in the home, makes them the primary victims of accidental poisonings. The nurses at the Rocky Mountain Poison Center handled 73,774 cases last year and approximately 66 percent of the cases involved this age group. "Children Act Fast ... So Do Poisons" is this year's theme for National Poison Prevention Week, March 20 -26, 1983. What theme could more adequately express the need for us to join together to prevent poisonings? We at the Rocky Mountain Poison Center ask that you support this week by joining President Reagan, Governor Lamm and other officials nationwide in proclaiming this week Poison Prevention Week. In this year of the Bicentennial of the signing of the Constitution, it is fitting that we celebrate our heritaae of freedom under law that was granted by this national charter. In 1787, the United States was a nation of 13 sovereign states, independent of each other, aligned along the eastern seaboard, from New Hampshire to Georgia. They were the United States in name only, barely held together by the Articles of Confederation. Only six years after the War of Independence, the new experiment in democracy was in danger of collapse. Most of the states had their own armies, printed their own currencies, and charged tarrifs to other states for using their ports and roads. A Convention was called in Philadelphia, for the sole purpose of making revisions to the Articles. But national leaders like Madison, Hamilton and Franklin feared that unless a strong central government was created, the country would fall apatt, forming independent republics, or coming under the control of foreign powers once again. Despite the odds against success, the writers of the Constitution were able to reach compromise after compromise, until they fashioned a blueprint for a new government - -a government of the people. In the 200 years since that Convention, WE THE PEOPLE have been fine tuning that concept of republican government. Today, our Constitution is the oldest written instrument of national government in the world. We will be celebrating the Bicentennial of the Constitution's signing on September 17, 1987, and the establishment of the new government under the Constitution in later years, through the commemoration of the ratification of the Bill of Rights in 1991. All Americans can participate in this celebration on September 16, during A CELEBRATION OF CITIZENHIP. On this day, millions of students, across the country and in American schools abroad, will learn about the blessings of liberty bestowed by our Constitution. This is not a fundraiser. We will not solicit or accept public donation on this walk. "Walking Willie" has a very simple message for the citizens of Colorado and your city, that the cure rate for cancer is very high if caught in its early states. Get a cancer check -up. Willie is a world class endurance walker, who walks to create publicity in order to get his message to the people through the media. On April 21, 1989, at the conclusion of a 66 day 3300 mile walk from Seal Beach, California to Washington, D.C., he met with President George Bush in the oval office. This was his second coast to coast walk in three years. His determination to fight cancer is not motivated by money, but the loss of his parents and sister to this disease. In each case, there death would have been prevented through early detection. Our organization, the Cancer Awareness Foundation, believe that the millions of dollars that are spent each year in the fight against cancer are important, but no amount of money will do more for you and your family then the time you spend each year getting a cancer check -up. We will be walking through only forty of the 264 cities in the state. In order for our efforts to be statewide we are asking your help and support. The walk will start in Grand Junction August 26, 1989, and end at the Governor's Office Septemner 16, 1989. (Map Enclosed) I am asking your help as one Mayor to another. We would also like a Mayor's proclamation or letter from your city supporting our cause. This should be sent to "Walking Willie" in care of the Governor's Office in Denver. They will be presented to Willie at the ceremonies at the end of the walk. We would like a committment, that a Cancer Detection Health Fair will be held in your community in the near future, offering free or low cost cancer testing. We have found that a Health Fair, held in a shopping center with the volunteer help of your local medical people is an excellent way to help a large group of people.
