25.04.16 SCA R&M Contractors - Change Order 2 CO-1 CHANGE ORDER Order No.: 2 Date: 7/25/2025/25 Agreement Date: 4/16/2025 NAME OF PROJECT: Eaglebend Park Improvements OWNER: Town of Avon, Colorado CONTRACTOR: __ R&M Contractors Inc_____________ The following changes are hereby made to the CONTRACT DOCUMENTS: JUSTIFICATION: CO2 New Curb Stop & 1” Copper Service Line ($12,600): Curb stop Replacement Labor & Materials ($6,500): During the application process with Eagle River Water and Sanitation (ERWSD) Avon was informed that the existing curb stop along the existing 1” copper service line would need to be brought into compliance with ERWSD’s current standards. Their current standards require the curb stop to be located within 1’ of their easement’s boundary and 10’ of their main water line. The locations of the existing curb stop, and new curb stop can viewed in Exhibit B. The installation of a new curb stop was not included in R&M Contractors’ original bid, thus is eligible for additional compensation. The required work to remove the existing curb stop and install the new curb stop consists of excavation, removal of the existing curb stop, installation of the new curb stop, new curb stop materials and the freezing of the service line. The service line is buried 8’ below grade requiring the Contractor to excavate to this depth, expose the entirety of the 30’ service line and slope the trench walls at a 2:1 for worker safety. Freezing the service line is the required process by ERWSD when installing a new curb stop on an existing water line. To install the new curb stop and remove the existing curb stop, the Contractor will need to freeze the existing 1” service line so the 16” water main does not discharge and depressurize the water system. The process of freezing water lines consists of wrapping approximately 5’ of the service line with dry ice upstream of the new curb stop location for 24hrs, freezing the water solid. While the service line is completely frozen, the Contractor can install the new curb stop and remove the existing curb stop. Installation of new 1” Copper Water Line ($5,500): Once it was decided that a new curb stop would need to be installed, it was determined that the best practice would be to install a new water service line from the water main to the existing meter. In order comply with the existing meter pit size regulations, the water service line would need to have a maximum outer diameter (O.D.) of 1”. The total flow rate demand on the service line dictated that the minimum internal diameter (I.D.) of the service line be at least .995”. These two requirements ruled out the possibility of using a 1” HDPE service line because the I.D. of this type of pipe is .875”. Considering these constraints, a 1” copper service line (I.D. .995”) was specified. The price to install the new 1” copper service line includes the material cost of the copper pipe, removal of the existing service line, labor to sweat the copper pipe & fittings to both the new CO-1 curb stop & pressure reducing valve, pipe bedding material, trench backfill, compaction, additional compaction testing and new tracer wire. OH&P ($600): R&M has included 5% Overhead & Profit (OH&P) for the additional administrative effort required to complete this work. A summary of these costs can be viewed in Exhibit A. The total Change Order price is considered reasonable and acceptable to Avon.
