Avon Rd Rapid Rectangular Flashing Beacon: Design Services During
Construction
This Task Order pertains to the On-Call Agreement by and between the Town of Avon
(“TOWN”), and Stolfus and Associates (“CONTRACTOR”), dated On-Call Contract Execution
of September 3, 2021 (“the Agreement”).
CONTRACTOR shall perform services as provided herein and in the Agreement. This Task
Order shall not be binding until it has been properly signed by both parties. Upon
execution, this Task Order shall supplement the Agreement as it pertains to the project
described below.
Project Description: Avon Road traverses north-south through the center of Avon, CO.
The CONTRACTOR and the Town have identified Nine (9) pedestrian crossings on or
adjacent to Avon Road to be upgraded with flashing beacon pedestrian crossing signs.
Further, these upgrades require ADA compliant curb ramps for accessibility. Six (6) of the
crossings are located on CDOT maintained infrastructure, while three (3) of the crossing
including ten (10) curb ramps are part of the Town of Avon infrastructure. The
CONTRACTOR shall provide design support to the Construction Management team
throughout construction of the project, a thorough scope of services are detailed in
Attachment A.

Dear Mr. Kearney,
The Avon Road I-70 & US-6 Crosswalk Improvements project is located on Avon Rd in the Town
of Avon. The project installs rectangular rapid flashing beacons at nine crossings along Avon Rd
and reconstructs curb ramps at the associated crossings to meet ADA compliance requirements.
Through a previous contract with Stolfus & Associates, Inc. (Stolfus), final design was completed
at the following locations:
· Beaver Creek Blvd – South Crossing – East, West, and Median Curb Ramps
· Benchmark Place – South Crossing – East, West, and Median Curb Ramps
· Hurd Lane – South Crossing – East and West Curb Ramps
Stolfus is pleased to provide services for the Avon Road I-70 & US-6 Crosswalk Improvements
construction project. The following services are included in the scope:
· Design Services During Construction
The following describes the proposed scope of services necessary to accomplish the above task:
SCOPE OF SERVICES
Project Administration/Management
Stolfus will review and process invoices monthly and provide other project
administration/management services (coordination and product review) throughout the duration
of the project. Stolfus will be responsible for day-to-day management and coordination of the
work elements. This will include coordination on Requests for Information (RFIs), plan revisions,
and submittal reviews. The Stolfus project manager will be the primary point of contact
throughout construction.
Roadway and Traffic Design Services During Construction (Stolfus)
Construction Meetings and Field Visits
It is assumed that Stolfus will attend the following meetings:
· Pre-construction meeting – one (1) (virtual)
· Project team coordination meetings – up to two (2) (virtual)
Requests for Information
Stolfus will review and respond to the Contractor’s requests for information (RFIs). All RFIs must
be submitted by the Contractor in writing. Stolfus will review and respond in writing within one
week after receiving a written RFI. It is assumed that up to five (5) RFIs will be submitted related
to roadway and traffic elements.
Construction Conflict Resolution and Plan Revisions
Stolfus will prepare design plan revisions for conflicts that occur during construction, including
unknown or changed conditions which require additional analysis, design, and/or plan revisions.
Stolfus will provide and seal the revised plans, as necessary and requested by the Town. This
scope of work includes:
· Plan Revisions – up to three (3) sheets
· Specification Revisions – up to three (3) specifications
Exclusions
The following items are excluded from this scope of work and are expected to be completed by
others.
· Permitting
· Public Involvement
· Value Engineering services
· Inspection Services
· Construction Management
· Construction As-builts
· Weekly Construction Meetings
· Utility coordination, support, and inspection
· SWMP support / Erosion Control Supervisor
· Surveying
· Schedule Reviews
Schedule and Estimated Fee
We are available to begin work on this project immediately upon Notice to Proceed. We will
provide the services described above on a Time and Materials basis at our Standard Hourly Rates
with a “Not to Exceed” limit which we will not charge beyond with prior written approval. Stolfus
has estimated that the above scope of services could be completed for a “Not to Exceed” budget
of $10,000.
Invoices for professional services rendered and expenses incurred will be prepared monthly.
Invoices will include a detailed description of meetings attended, work in progress, and tasks
completed.
