On-Call Agreement for Professional Services
TASK ORDER 1 -2024 -2
Avon Road Rapid Rectangular Flashing Beacon Design
This Task Order pertains to the On -Call Agreement by and between the Town of Avon
(“TOWN”), and Stolfus and Associates (“CONTRACTOR”), dated On-Call Contract Execution
of September 3, 2021 (“the Agreement”).
CONTRACTOR shall perform services as provided herein and in the Agreement. This Task
Order shall not be binding until it has been properly signed by both parties. Upon
execution, this Task Order shall supplement the Agreement as it pertains to the project
described below.
Project Description: Avon Road is located through the center of town. The CONTRACTOR
and the Town have identified Nine (9) pedestrian crossings on or adjacent to Avon Road to
be upgraded with flashing beacon pedestrian crossing signs. The CONTRACTOR shall
develop plans for the installation and wiring of those crossing signs.

Dear Eva:
Please find below a proposed Scope of Services for Stolfus & Associates, Inc. (Stolfus) to provide final
construction plans, specifications, and estimate for construction of the Town’s Rectangular Rapid Flashing
Beacon (RRFB) Highway Safety Improvement Program project. It is our understanding that the Town would like to
advertise the project in 2024 and have construction completed in 2025.
Improvements to intersection curb returns, curb islands, ramps, drainage system, and resurfacing of the
intersections are not anticipated or included in the scope of services. Utility specifications and/or agreements are
not anticipated or included in the scope of services. The proposal assumes all RRFBs will be solar powered, and
therefore no electrical design services are included.
SCOPE OF SERVICES
The anticipated scope of services and deliverables for this project include:
1.Provide Design and Construction Plans
a.CDOT Scoping Meeting (kick-off)
b.Preliminary (75%) Design Plans (Combined FIR/FOR)
c.Conduct a Preliminary Design Review meeting (virtual)
d.Final Construction Plans and Specifications
ELEMENTS OF THE SCOPE OF SERVICES
A. PROJECT MANAGEMENT
In addition to the CDOT Scoping Meeting, Stolfus will participate in one (1) virtual design review meeting to
coordinate comment resolution with Avon and CDOT staff; prepare meeting minutes; and submit monthly
schedule, budget, and project status reports. Status reports will be submitted electronically via email.
B. UNDERSTAND AND ASSESS EXISTING CONDITIONS AND CONCERNS
Immediately after notice-to-proceed, Stolfus will have a Scoping meeting with Town of Avon and CDOT staff to
discuss project scope, schedule, and to gather available information related to the project. We will walk the site
with Town staff (including the Town’s electrician) to finalize RRFB locations.
C. DESIGN
A combined FIR/ FOR design review will be completed for the project. See Section D for information on what will
be provided at the submittal.
Scope of work assumes the following improvements:
•Solar powered RRFB installations at the following locations:
o I-70 Westbound Ramp & Avon Road (West Crossing)
o I-70 Eastbound Ramp & Avon Road (East Crossing)
o Beaver Creek Blvd & Avon Road (South Crossing)
o Benchmark Blvd & Avon Road (South Crossing)

o Hurd Lane / Riverfront Lane & Avon Road (South Crossing)

•Signing & pavement markings associated with the above RRFBs
No other design activities are anticipated or included in the scope of work.
D. CONSTRUCTION PLANS AND SPECIFICATIONS
Stolfus will prepare project documentation including development of plans and specifications, and product cut
sheets as appropriate.
The general expectations for each submittal are defined below:
- Preliminary (75%) Design –Engineering Plans demonstrating RRFB placement. An anticipated list of
sheets includes: Title Sheet, General Notes / Details, Intersection Details, Signing & Pavement Markings,
and Stormwater Management Plan / Erosion Control Plans. List of Standard Special Provisions amending
standard construction specifications, draft Project Special Provisions, and Opinion of Probable Cost
(OPC) will be provided with the Preliminary Design submittal.
- Construction Bid Documents -Final documents with all previous comments resolved.
E. TOWN OF AVON PLAN REVIEW/APPROVAL
Stolfus will submit plans to the Town and CDOT for formal review when they are approximately 75% complete.
Reviews are approximately two (2) weeks and will be followed by a virtual design review meeting.
F. DESIGN STANDARDS
All drawings and designs will be in accordance with CDOT Standard Specifications for Road and Bridge
Construction, M&S Standard Plans, the Manual on Uniform Traffic Control Devices (MUTCD) and the National
Electrical Code (NEC) and any other standards that apply.
G. SURVEY
Design / topographic surveys will not be completed for this project. All improvements will be depicted on available
aerial photography, supplemented with called out dimensions to known features where appropriate.
H. RIGHT OF WAY
Based upon our understanding of the project scope, and available information from Eagle County GIS, all project
work can be completed within existing rights-of-way for Avon Road. Right-of-way plans, exhibits, and legal
descriptions are therefore excluded from the scope of services.
I. UTILITIES
Our proposal presumes that proposed construction does not meet the thresholds requiring Subsurface Utility
Engineering (SUE). SUE is therefore excluded from the scope of services. The scope of work assumes no new
utilities or utility relocations are required to accommodate the project.
J. DRAINAGE AND WATER QUALITY
The scope of services assumes that existing drainage patterns will be maintained, and that the project will not
increase impervious area or affect existing curb inlets. A stormwater management plan will be developed with the
assumption that project disturbance will be under one acre.

K. CONTRACT TIME
Stolfus will complete all drawings and specifications and documents to permit advertisement of the project in
November 2024 with Construction occurring in 2025. The above time includes time for review and approval by the
Town of Avon and CDOT.
L. DESIGN SUPPORT DURING CONSTRUCTION
Up to 4 hours of design support during construction is included in this scope to assist the Town with any questions
that might come up. Field meetings are excluded.
DELIVERABLES
Deliverables expected for this project include meeting notes; design calculations; Preliminary (75%) plans;
approved construction plans; and final specifications; in electronic format.
FEE
Stolfus will perform these engineering services for a total fee of $32,000. We appreciate the opportunity to work
