Public Comments, Avon Downtown Development Authority Simplified Rules of Order 970-748-4065 ddempsey@avon.org TO: Downtown Development Authority & CASE Committee FROM: Eric Heil, Town Manager Danita Dempsey, Chief Cultural Officer RE: The Summit Project & Community Workshop Space DATE: January 23,2026 SUMMARY: The purpose of this DDA and CASE Committee joint work session is to discuss the proposed public amenities for The Summit project. The public amenities elements include a 4,000 sq.ft. commercial space, which would include a coffee/ice shop, public restrooms, community workshop, and south-facing outdoor plaza/gathering spaces. The concept is to create a flexible, multipurpose community space that can be used primarily for culture and arts activities and will provide activation and place-making on the Avon Pedestrian Mall. Discussion topics include but are not limited to space layout, build out needs, operational details, programming and activation concepts, etc. Staff requests direction and input on the various design and operation details of this potential commercial space. BACKGROUND: The DDA Board of Directors reviewed The Summit apartment project public amenities during the December 1, 2025, meeting to determine if the DDA Board of Directors was supportive of the proposed public amenities and willing to pledge tax increment financing funds. The DDA Board of Directors agreed “…they are generally favorable and agree it is worth looking into further.” Moreover, the CASE Committee reviewed initial project renderings and discussed potential uses for the community workshop space during a January 8, 2026, meeting. The CASE Committee was unanimously enthusiastic about leveraging this site to create a vibrant cultural and community hub in the heart of Avon for several reasons. (1) The concept is well aligned with Avon’s cultural and activation goals. (2) The space fills a long-standing need for indoor cultural programming. And (3) the south facing exposure, pedestrian connectivity, and versatility make the site a highly valuable community asset. If The Summit apartment project moves forward with this concept for the commercial space, then there will be numerous details to sort through including financing, contracts and a development agreement, in addition to collaborating with Avon DDA to determine programming and operating details. COMMERCIAL SPACE USES: The Summit development offers a unique opportunity, and last opportunity, for a public facing development along the Avon Pedestrian Mall that can create year-round activation and place making. The total area of the commercial space is approximately 4,000 sq.ft. The commercial space is designed to avoid interior support columns to provide the most flexibility for interior configuration. The following uses are proposed for discussion in the Commercial Space. 1. Coffee/Ice Cream Shop: A coffee shop/ice cream shop is proposed on the east side of the commercial space, which would have high visibility and activation on the Lettuce Shed Plaza and intersection of the Avon Pedestrian Mall with Lettuce Shed Lane and the pedestrian path connecting to West Beaver Creek Boulevard. A liquor license and light snacks may also be appropriate. The Town has been sensitive to not creating food and beverage operations that 970-748-4065 ddempsey@avon.org compete with existing restaurants and businesses, so a minimal and simple operation is contemplated for this space. A minimal and simple food and beverage business would also reduce the overall space needed for counter, storage and back-of house operations. The coffee/ice cream shop is intended to provide a casual and inviting space to linger and meet. Such spaces foster connections by providing convenient and accessible “third spaces” to home and work. The coffee/ice cream shop space, with seating, counter, storage and back-of-house is roughly estimated to be 1,200 to 1,500 sq.ft. 2. Public Restrooms: Public restrooms are proposed which would serve the coffee/ice shop, community workshop space and the general public. Two unisex restrooms are proposed which would meet the expected minimum demand. Separate male and female restrooms with two to three fixtures per restroom may be preferrable to better serve larger gatherings in the community workshop space and the general public on the Avon Pedestrian Mall. The public restrooms with the adjacent connecting hallway is estimated to be 500 sq.ft. 3. Connecting Hallway: A connecting hallway between the coffee/ice cream shop and the community workshop space in front of the restrooms is proposed to allow flexibility for entrances for different uses and to potentially serve as a vestibule during the winter to minimize cold air blast for patrons. This connecting hallway can provide a doorway into the Community Workshop Space for privacy during events. 4. Community Workshop: The community workshop concept provides a flexible, multi-purpose space that can host events and activities by various culture and arts-based community groups. In order to provide flexibility in use of this space, ample storage is anticipated for tables, chairs, and mobile walls. Configurations of this space could include “classroom” set-up with tables and chairs facing one direction, “workshop” setup with tables and chairs on both sides, “theater seating” with rows of chairs facing one direction, “theater in-the-round" with four sided or three sided seating for small theater performances or improve comedy, “reception” setup with serving and display tables and limited high-top tables, “media” setup with chairs and backdrop for mobile broadcasting, and “art gallery” setup using mobile walls to create more art display space. A clean-up sink and counter is included in the design. The draft design depicts a central divided wall, which may or may not be needed depending upon the intended programming. This space is approximately 2,000 sq.ft. 5. Trash/Janitorial: We are still reviewing potential locations for a trash chute and janitorial station to serve the restrooms or the entire commercial space. 6. Patio Space: An outdoor space is designed for the entire south facing frontage of this commercial space which would be slightly elevated from the Avon Pedestrian Mall. There may be opportunities for wall systems that can open during good weather, which could allow the Community Workshop space to open onto the patio for receptions or other events. The patio design allows for flexible flow to the three distinct use areas – i.e. the coffee/ice cream shop, public restrooms and community workshop space. 970-748-4065 ddempsey@avon.org DESIGN DETAILS: The following interior design details will need more attention and refinement based on the scope of intended uses and functions and direction on operations. Note that operation of the entire Commercial Space by one entity, whether by Town or a third party, will simplify several operational details, including cleaning, trash removal, security and scheduling. 1. Ceiling: The design includes a taller ceiling to allow a 10’ floor to ceiling height for movement. Interior finish details will need to address acoustic treatments and sound baffling and lighting grids. 2. Storage: Storage is expected to include both closet spaces that can hold tables, chairs, modular walls, signage, and other furniture, equipment and accessories to serve different functions and room configurations. Additional cabinet space may be desired to support regular use by different community groups. 3. Refuse and Janitorial: Trash, recycling, and composting management should be easy to access either in the space or in the underground parking lot. Mop and or slop sinks will support the coffee/ice cream shop, workshops, and general janitorial duties. PROGRAMMING AND ACTIVATION: The goal would be to use this community workshop space as follows: 1. First priority would be culture and arts activities open to the general public, whether as an open event or a sign-up event with limited capacity. 2. Inclusion in larger culture and arts activities on the Avon Pedestrian Mall, such as an art fair. 3. Private event reservations would be allowed, which could potentially include reservation of the entire commercial space to include the coffee/ice cream shop area. 4. Art display utilizing mobile walls when this space is not in active use. OPERATIONS: An overarching operational question is whether this would be operated as a Town of Avon function with Avon employees or if the commercial space would be leased to a third-party private party for operations. Staff is researching the parameters for tax exempt bond financing, which typically require local government ownership and operation. Staff already administer several activities which include scheduling and reservation of space and already maintain buildings and facilities. The following outlines the essential components of the operations model for the facility. It provides discussion topics to ensure smooth and effective daily functioning. 1. Define operating hours – days of the week and hours (i.e., Tues. – Sat. 9am to 9pm) 2. Staffing requirements and roles (Town staff or contractor, mix of full time and part time) 3. Key stakeholder groups and responsibilities (VVAG, High Five and Vail Valley Theatre Company, others) 4. Staff scheduling approach 5. Access control and structure 970-748-4065 ddempsey@avon.org 6. Strategy for revenue reinvestment (how income generated will be allocated) FINANCIAL: No budgets for operations have been prepared yet. The construction of the commercial space and adjacent patio is expected to be paid for by tax increment financing revenues generated from The Summit project. It is roughly anticipated that a coffee/ice cream shop business should generate enough revenues to pay for staffing, supplies, utilities, and owner association dues. ECONOMIC VITALITY: Creative placemaking—integrating arts and cultural spaces into development—is directly tied to stronger local economies and job creation. 1. The National Endowment for the Arts reports that creative placemaking strengthens local economies by promoting investment, job creation, and revitalizing commercial districts. [arts.gov] 2. Urban Land Institute (ULI) research emphasizes that integrating arts into development improves business viability, boosts public safety, and transforms underutilized areas into economic hubs. [americas.uli.org] 3. Creative placemaking projects have been shown to animate public and private spaces, rejuvenate streetscapes, and attract both locals and visitors, enhancing commercial vitality. [americas.uli.org] 4. Colorado’s arts and culture sector produces $19.7 billion in economic impact, representing 3.7% of the entire state economy, supporting over 121,000 jobs. Creative Districts in Colorado have increased jobs and tourism, with examples like Trinidad where creative jobs grew by 10% and Main Street experienced significant commercial resurgence post Creative District certification. [oedit.colorado.gov] RECOMMENDATION: Staff recommend that the use of this commercial space is focused on community gathering and providing convenient space for culture and arts activities. We expect that there will be some evolution of programming through trial and error. We are also mindful that food and beverage operations should be simple and minimal to avoid expensive complications in design and operations. REQUESTED DIRECTION: Staff requests direction and input from the DDA Board and CASE Committee in order to bring a unified recommendation to Council. DDA MEETING MINUTES MONDAY, JANUARY 12TH, 2026 HYBRID MEETING, IN PERSON AND VIRTUAL VIA MICROSOFT TEAMS Page 1 1. ROLL CALL The meeting was called to order at 3:01 p.m. DDA Board Chair Tony Emrick presided over the meeting. There was quorum with seven Board Members present at the time. Present in Person: Board Members Tony Emrick, Wayne Hanson and Chris Neuswanger. Present Virtually: Board Members Lisa Mattis, Rob Tartre, Scott Tarbet, and Marcus Lindholm. Absent: Board Members Brandt Marott, Matthew Fitzgerald, Gregg Cooper and Councilor Chico Thuon. Staff: Town Manager Eric Heil, Deputy Town Manager Patty McKenny, Town Attorney Nina Williams, Chief Finance Officer Paul Redmond, Community Development Director Matt Pielsticker and Chief Administrative Officer Ineke de Jong. 2. APPROVAL OF AGENDA Board Member Lisa Mattis motioned to approve the agenda. Board Member Wayne Hanson seconded the motion. The motion passed unanimously by those present. 3. DISCLOSURE OF ANY CONFLICTS OF INTEREST RELATED TO AGENDA ITEMS DDA Board Chair Emrick asked if there were any conflicts of interest and there were none. 4. PUBLIC COMMENT No public comments were made in person nor virtually. 5. BUSINESS ITEMS Executive Session Only 6. MINUTES Board Member Lisa Mattis motioned to approve the Minutes from Avon DDA Board Meeting held December 1st 2025. Board Member Rob Tarte seconded the motion. The motion passed unanimously by those present. 7. EXECUTIVE SESSION DDA Board Chair Tony Emrick asked for a motion to move into executive session for the purpose of purchase, acquisition, lease, transfer or sale of real estate pursuant to CRS 24-6-402(4)(a) and for the purpose of determining negotiating positions, developing strategy for negotiations, and instructing negotiators pursuant to CRS 24-6-402(4)(e)(i) concerning development of real property. Board Member Wayne Hanson seconded that motion. All members present were in favor. None had any objections. The board took a very short recess to meet on a new Teams link for the Executive Session.
