Nottingham Park – South Trail Design – Soils Investigation & Landscape This Task Order pertains to the On-Call Agreement by and between the Town of Avon (“TOWN”), and Stolfus and Associates (“CONTRACTOR”), dated On-Call Contract Execution of September 3, 2021 (“the Agreement”). CONTRACTOR shall perform services as provided herein and in the Agreement. This Task Order shall not be binding until it has been properly signed by both parties. Nottingham Park – South Trail Design Dear Eva: The Town of Avon has identified a need to improve a portion of existing Nottingham Trail as well as to construct a proposed extension of the existing trail (see attached exhibit). This task order identifies the scope of work necessary to perform a geotechnical investigation, design the trail improvements / extension, and prepare construction documents. Please note that proposed deletions in scope are shown in strikethrough font while additions are shown in green highlight. SCOPE OF WORK Work Element 1 – Project Administration / Review (Stolfus & Associates, Inc.) Stolfus & Associates, Inc. (Stolfus), will review/process invoices, as well as provide other project administration/ management services (coordination and product review) throughout the duration of the project. Stolfus will be responsible for day-to-day management and coordination of the work elements included in this scope of work. Stolfus will work with the Town’s project manager to establish a schedule of activities for each task element, as appropriate. Design survey needed to complete design of the trail has been provided through a previous task order. We have assumed that additional survey will not be required for development of the construction documents for Nottingham Trail. Stolfus will participate in a maximum of two project meetings at the Town of Avon. One of the meetings will be combined with a field visit. In addition, as-needed virtual meetings and teleconferences will occur between Stolfus and the Town of Avon to coordinate project activities. Work Element 1 Deliverables: • Monthly invoices and progress reports • Meeting documentation Work Element 2 – Geotechnical (Yeh and Associates, Inc.) Yeh and Associates, Inc. will conduct a limited geotechnical evaluation for the project. A subsurface exploration program consisting of soil borings is presented below in the proposed scope. 1. After right of entry is granted, Yeh will arrange for the underground utilities within the vicinity of the proposed borings to be located and marked by the Utility Notification Center of Colorado (UNCC). A private utility locator and survey of boring locations and elevations are not included in the proposed services. Work permits will be obtained, if necessary, from the Town of Avon. Drill up to four (4) borings up to 10 feet in depth adjacent to the existing recreation trail and along alignment of proposed recreation trail connector. Asphalt concrete and aggregate base thickness will be measured. Borings will be performed with a rubber tracked all‐terrain drill rig. It is assumed access to the site will be from the northern end of the existing trail adjacent to the parking lot and nearby tennis courts. 3. A representative of Yeh will be on site to perform general site reconnaissance and record visual observations of soil materials retrieved from the borings. Select bulk soil samples will be recovered for laboratory testing. 4. Representative soil samples will be delivered to our laboratory for testing. 5. Borings will be backfilled with soil cuttings upon completion. 6. Conduct laboratory testing on recovered samples as needed to classify the subgrade soils. An R‐Value test will be performed on a representative sample of the subgrade soils. 7. Verify suitability of minimum flexible pavement sections for recreational trails prescribed in local standards. Pavement section design recommendations will be provided based on the subsurface conditions encountered in the borings and assumed minimum traffic loading. Conditions encountered during construction should be confirmed to validate the assumed subsurface conditions and the associated recommendations. 8. An electronic copy of the geotechnical report will be provided. The report will include a description and results of the field activities and laboratory tests performed, exploration location map, a description of subsurface conditions, recommended minimum pavement sections, and subgrade preparation considerations. Yeh and Associates will notify UNCC to obtain site utility clearances once the Notice to Proceed (NTP) is provided. We estimate that the field investigation will take one (1) site visit for utility locates, one (1) day to complete site observations and borings, and approximately one (1) to two (2) weeks for laboratory testing to be completed. We anticipate a report will be provided approximately 3 to 4 weeks following completion of the fieldwork. We currently anticipate performing the fieldwork in March or April 2023 weather dependent and subject to drill rig availability. Work Element 2 Deliverables: • Pavement section recommendations • Electronic copy of the geotechnical report Work Element 3 – Nottingham Trail Conceptual Design (15% Design) Stolfus will complete a preliminary design of the Nottingham Trail extension and replacement of the existing trail. Except for the tie-ins at the parking lot and dam trail, it is assumed that the existing trail is to be removed and replaced in kind. At the northerly trail tie-in at the parking lot, alternative horizontal and vertical alignments will be evaluated to improve ADA accessibility. Similarly, the slope of the existing trail will be evaluated where it ties into the dam trail for opportunities to lessen the grade along the existing alignment to make the trail ADA accessible. The investigation may determine that these improvements are not practicable. For the trail extension, multiple alignment alternatives or design iterations are not included in this scope of work. The intent is to connect the existing trail with the existing sidewalk along Beaver Creek Boulevard and a simple, rather than complex, alignment is anticipated. Improvements to existing curb ramps along Beaver Creek Boulevard are not necessary or included. DocuSign Envelope ID: C3AD9337-65A7-43C7-8BAD-A99A832C2C82 Proposal for Design of Nottingham Trail February 21, 2023 Page 3 Designs will be developed based upon applicable Town, County, and AASHTO standards, specifications, and guidance as well as the current state-of-the-practice around accessibility design within the public right-of-way. We will assume PROWAG guidance applies to designs for the project. Prior to development of final design plans, Stolfus will prepare a design roll plot that includes path alignment, grading and toe of slope for the purpose of identifying the area of disturbance and confirming the project meets accessibility design requirements and is within available ROW. Estimated quantities of major items and a conceptual-level Engineers Opinion of Probable Cost (OPC) with contingencies for minor items will be provided. Prior to submittal to the Town of Avon, Stolfus will perform a quality control (QC) review of deliverables for completeness, accuracy, and appropriateness. The Stolfus Project Manager will be responsible for scheduling QC reviews with senior technical staff. Work Element 3 Deliverables: • Conceptual design roll plot • Conceptual OPC Work Element 4 – Nottingham Trail Final Preliminary and Final Design Preliminary design plans shall include cover sheet, removal plans, typical sections, geometric control plans, and trail / grading plans. Estimated quantities and an Engineers Opinion of Probable Cost (OPC) with contingencies for minor items (such as construction traffic control, stormwater management, etc.) will be provided for town review. Two interim review submittals shall be completed, corresponding with 60% and 90% levels of design. At the conclusion of the 90% review, final Plans, Specifications, and Estimate (PS&E) will be submitted. Final plans will consist of (as appropriate): cover sheet, removal plans, typical sections, geometric control plans, trail plans and profiles; trail connection details; construction details; stormwater management, and project special provisions amending the Standard Specifications for Road & Bridge Construction (CDOT). Stolfus will develop bid items and project quantities based on the final design. Items and quantities will be in CDOT format, documented in a spreadsheet, and submitted electronically. Opinions of probable cost are not intended as guaranteed maximum prices but as estimates of construction cost based on historical data. Actual construction prices are subject to market conditions. Prior to submittal to the Town of Avon, Stolfus will perform a quality control (QC) review of deliverables for completeness, accuracy, and appropriateness. The Stolfus Project Manager will be responsible for scheduling QC reviews with senior technical staff. Work Element 4 Deliverables: • 60% Preliminary Design • 90% Final Design • Final Plans, Specifications, and Estimate • Opinions of Probable Construction Cost (OPC) Work Element 5 – Landscape and Irrigation Design (DHM Design) Plans would include: (1) planting beds including Aspen trees between the trail and Harry A. Nottingham Park to the north. (2) creation of a bio-swale in the north segment of the trail, between the trail and the building/tennis courts within an existing ditch (optional task). This is an area the town has had difficulty in getting anything established. Irrigation would be provided to all new landscape areas. Our understanding is that the town would like to see an attractive landscape that is water efficient with low maintenance and year round color. DHM will utilize available digital aerial maps and CAD files provided by Stolfus & Associates to prepare plans. DHM would request any existing as-built irrigation plans to assist with design connections and capacity of existing system. We have included time for a site meeting to review the existing system. DHM has included time for one on site meeting with Town staff and two virtual follow up meetings to review landscape concepts and construction plans. DHM has also included a soils analysis test for the area along the railroad. DHM will collect up to 3 soils samples and have analyzed by CSU with recommendations on soil amendments to help ensure a successful planting approach.
