SUMMARY: This report provides a recap of the October 8, 2024, Avon Town Council and CASE
Committee work session and post-meeting updates. And a brief overview of third party produced events
including the event producer/organization, event brand/name, year over year dates, Town cash and/or in-
kind contributions, and attendance numbers, and is provided as Attachment A.
Additionally, this report provides (1) update on 2025 Proposed Budget (2) Post Event Debrief Summaries
on Town produced events (3) CASE Committee terms ending in February 2025 (4) proposed 2025 CASE
Committee meeting schedule, and (5) a first glimpse of timelines and communities to explore and gather
information about their culture, arts and/or heritage centers and programming.
CURRENT / PLANNING ACTIVITY:
1. COUNCIL & CASE WORK SESSION: The 2025 Proposed Budget is before Avon Town Council on
November 12th and November 19th for review and direction, and on December 10th for formal
adoption. During the October 8, 2024, Council and CASE Committee work session the Council
supported the CASE Proposed Budget with the exception of the proposed funding for evaluation of the
old Avon fire station as a Community Art Center. The Council indicated that it wanted to complete the
2025 budget first, allow new Council members to get settled in, and would then revisit potential
options for future use of the old Avon fire station. Some Council members expressed sentiment that
Avon should be more inclusive with potential community uses and community organizations that might
use the old Avon fire station and some Council members expressed sentiment that the condition of the
building was not worth any investment in refurbishment for re-use. Staff expect that the new Council
will revisit potential next steps for the old Avon fire station in the first or second quarter of 2025.
2. 2025 PROPOSED BUDGET: Since the work session with the Town Council, there have been minimal
adjustments to the 2025 Proposed Budget resulting in a net decrease of $38,696.34 and representing
a 4.3% net decrease. A detailed 2024 Adopted Budget vs 2025 Proposed Budget Comparison is
provided and attached as Attachment B. The numbers provided in Attachment B do not include
personnel costs, general operations (cell phones, meeting expenses, dues, and memberships, etc.)
and capital outlay (computers, furniture, etc.).
The adjustments include:
a. The removal of $5,562.50 in cash support for Cars in the Park. These were funding the Town
spent directly to support (1) creative design (2) advertising and promotions (3) resource recovery

permit fee. The producer is encouraged to cover these expenses through event sponsorship and
Staff have contacted the producer accordingly.
b. An increase of $1,640 in revenue generated for private and public rentals of the Avon Pavilion
through a rental fee increase.
3. THIRD-PARTY PRODUCED EVENTS SUMMARY: Staff will present a review of third party produced
events for discussion including confidential financial information not included in this packet.
4. TOWN PRODUCED EVENTS DEBRIEF SUMMARIES: For the past four event seasons (2021–2024),
Staff completed a Post Event Debrief for each Town produced event. The process for the Post Event
Debrief is as follows, (1) the Special Events Coordinator(s) completes a detailed recap after each
event which includes:
a. Areas that Functioned Well
b. Areas of Improvement/Adjustment
c. Attendance
d. Weather
e. Operations & Logistics
f. Production & Talent
g. Security, Medical & Emergency Response
h. Sanitation & Resource Recovery
i. Marketing, Promotions & Communications
j. Transportation & Parking
k. Staffing
(2) The “Events Team”, including members of Public Operations, Facilities, Recreation, Volunteers
and Bar Staff, if applicable, provide feedback on how they believe the event ran which is added to
the Debrief and (3) the CASE Manager and Coordinator(s) collaborate to compile and finalize the
Post Event Debriefs.
Furthermore, an event-by-event Post Event Debrief Summary is generated which overtime will assist
Staff and the Committee in identifying trends and gathering data to guide our strategy and decision
making. The Post Event Debrief Summaries for 2024 through 2021 and are provided as
Attachments C through F.
5. CASE COMMITTEE MEMBERS & TERMS: The application for new CASE Committee members will
be made available to the public in mid-December to fill the four (4) open seats as outlined in Table 1.
The Avon Town Council conducts interviews of each applicant, votes and appoints members to the
CASE Committee. This typically takes place in late February or early March, at which time, the
Council also appoints members of the Council to serve on other committees in an Ex-Officio capacity.

6. 2024 CASE COMMITTEE REGULAR MEETING SCHEDULE: Staff are proposing to stick with
meetings on the third Thursday of each month, except July when there is no meeting. Staff
recognize that these may require adjustment based on the above outcomes.

●What Went Well: This event occurs at a very
competitive time of year and were able to draw in over
100+ artists and other vendors. Load in and load out
runs very smoothly with ample amount of space.
●Improvements: The addition of an alcohol component
did not lead to an increase in attendance, so they are
looking for a better hook to generate more volume.

more relationship building between CASA and the Vail
Valley community.

started there was very little cloud cover. Caused many guests to
choose to sit outside the terrace underneath trees for shade. One

The Green Room door malfunctioned around 3pm when both the
sliding door and screen door got off the track, and pieces broke off,
and wouldn’t close. Public Operations helped to fix it.
Due to 3 recorded lighting strikes on Weatherbug.com the start time
was pushed to around 6:50pm. With the forecast still having Avon with
a 50% chance of rain from 6pm-7pm. The band didn’t want to wait to
start and then be delayed again so the show was called at 6pm.
The tent canopy also collapsed from high winds. There are 2 big
bends in the center frame causing the tent to shrink.

was not well received from the crowd

Both the opener and headliner were fantastic and were

were able to restock quickly because of product being
kept cold in the fridge under the stage.
Two bartenders were very busy and unable to restock so SE team
helped. Water Monster was leaking. Weather rolled in at the end of the
headliner set and folks started to leave early.

during headliner set, guests left due to weird weather and clouds.
Public Operations was late to set up due to other responsibilities, had
to pull the entire team.

temperatures and amount of product we went through. Social Reel

We set up two bars for the potential high attendance
and the bartenders worked well together. We stocked
the bar well. Unfortunately, the weather kept a lot of
guests out of the park. We cut two bartenders before
the headlining performance. Parks staff was great in
setup and tear down. They assisted with getting
vendors off of the field in a quick and safe fashion
considering all of the rain.
We had two volunteers call off of their shift the day before the event.
We were able to get two volunteers to sign up for the event last
minute. The lightning rolled into the park with 15 minutes remaining in
the openers set. The show was stopped at that point and delayed until
7:15pm. Dumpstaphunk took the stage at 7:30pm to a crowd of about
150 people. The lightning and heavy rain caused a lot of guests to
leave right after the opener finished. The rain was heaviest at the start
of the headlining performance and persisted throughout the entire set
and load out. Heavy rain prevented parks staff from driving heavy
machinery on the lawn, and therefore portolets, barricade, bleachers,
and tent weights remained on the field until the following day.

Movie start time was delayed almost 20 minutes due to technical
issues: no audio and projector sensitivity. Paul, the vendor staff was
very reluctant and proactive to help troubleshoot issues by himself and
even with the assistance with TOA staff. He called is boss to get
instruction for troubleshooting after messing around with the
equipment for 20 minutes. Movie screen was very small due to
technical issues.

Decent crowd for the Little Mermaid (2023). Popcorn
was a huge hit and we ran out before the start of the
movie. Distribution of chairs was appreciated by

on I-70. Mike assisted with his set up to ensure the movie started on
time. Paul was eager to get the film started because of its long run

We had a great crowd and guests really enjoyed and
are thankful for this event. Handed out regular summer
(200) and zipper pouches (150), guests loved both.
Kirby Cosmos is always wonderful to work with and
loves this event. They went through over 900 plates of
food and ran out right around 7:30pm. Bar was very
busy, and the soda was a great additional option for
kids and non-alcoholic drinkers. People liked having
that option. Rewind was a good fit for this event.
Ran out of beer at around 6:30pm, was not sure how much to order
due to the last couple of years being bad weather. Now will have a
more accurate count of what we went through.
Booked Kirby Cosmos later than normal due to thinking Ein Prosit as a
sponsor would want to work the event. Luckily Mark was available and
willing to work the event.
Only one bartender showed up so Danita and Chelsea were at the bar

The Funflicks representative was easily reachable and
set up and tore down quickly. The movie played without
tech issues. Tent weights were used instead of water
tubs as the Public Works staff said it was easier for
them. Kids had a great time and said it was the best
day of their life!
The stage doors were open and the fencing wasn’t
taken down.. The movie couldn’t start until sunset at 9
pm but the website told people to show up at 8:15 so
people were sitting around a while. Suggested adding a
link to sunset times to the website. One volunteer was
too many, Lakeside Cinema will not use volunteers in
the future.
