SUMMARY: This report provides a status update on the (1) official stage sign and name as selected by
Avon Town Council (2) 2024 Budget Amendment (3) Request for Proposals and/or Artist Call Outs, (4) Post
Event Brief on Fireworks in Avon and Egg Hunt, and (5) updates on the 2024 Special Events Calendar.
Also, three (3) CASE Committee members accompanied by two (2) Vail Valley Art Guild members and
several members of Town staff completed our first of many peers’ community tours/visits this past Friday.
The Town of Silverthorne was a gracious host providing tours of the Art Spot Silverthorne Makerspace
Silverthorne Pavilion and the Theatre Silco. Staff is debriefing, gathering relevant information, and
collecting pictures from our tour/visit and hoping to have prepared for the meeting on Thursday, however it
may be delayed until the CASE meeting on May 16th.
Additionally, at the March 21st CASE Committee meeting, the voting members voted Justin Chesney for
Chair and Pedro Campos for Vice Chair. Please join me in celebrating both of these long-standing CASE
Committee members and thanking them for their service.
STAFF UPDATE:
Avon Pavilion: At the April 9th Avon Town Council meeting, Council selected the official sign and name to
be “Avon Pavilion”. The Avon logo custom font in the word “Avon” without the inverted “V” was selected by
Council. Staff has begun advancing this project with hopes of installing it early this summer. Please see
Image 1 below:

1. 2024 Budget Amendment April 9th: $6,060.75 in savings from the Winter Fireworks event was
redistributed to support $5,060 in direct funding to support (creative materials, printing, and advertising)
the Cars in the Park event, and $1,000 to support the creation of light pole banners for Pride in the Park.
Table 1 below shows the event-by-event Approved Amendment 2024 Budget Expense:

2. Fireworks in Avon: The event was held on Saturday, January 13th between 5:30 and 7:30 p.m.
and attracted approximately 1,500 guests. The total event budget was $68,196.25 and total spend was
approximately $53,699.52. As stated above, the savings was redistributed. The Post Event Brief is
provided as Attachment A.
3. Avon’s Egg Hunt: The event was held on Saturday, March 30th between 10:00 a.m. and 12:00
p.m. and attracted approximately 1,500 guests. Total event budget was $17,860.50 and total spend was
approximately $17,027.05. The Post Event Brief is provided as Attachment B.
4. 2024 Special Event Calendar: Below is an update on adjustments to the Special Events Calendar
since our last review. Attachment C provides the detailed calendar of events.
a. Man of the Cliff - February 12th, Staff notified Town Council that after nearly 10-years in
Avon, Man of the Cliff has decided to pause the event and will not be returning to Avon or
other community, in 2024. The event producers/owners are passionate and who’s
intention is to reimagine the event in the coming years to achieve success in the long term.
The cancellation is related in part to the attendance trending lower in recent years which
relates to the producer’s ability to cover costs and raise funds for the local non-profit
benefactor / partner. Funds are raised through donations at point of entry, alcohol sales
and competitor fees.

CURRENT ACTIVITY & PLANNING:
1. Request for Proposals & Artist Call Out:
a. New Painted Benches Program – A Request for Proposal (RFP) / Artist Call Out for four
(4) new designs for painted benches released on April 10th via email directly to the Vail
Valley Art Guild (VVAG) member database. At the time of this report, Staff has received
one (1) submission, and the RFP closes on Wednesday, May 1st. The link to the complete
RFP is available here.
b. Refurbished Painted Benches - Staff contracted with Custom Creations and owner Tara
Novak to refurbish the six (6) benches originally painted in 2020. The benches will be
completed two at a time beginning this month with completion and installation by no later
than Monday, July 1st.
c. Avon Elementary School Mural Project – A RFP / Artist Call Out was released on April
16th for Avon’s third large format mural project located on the east facing exterior Stucco
wall of the Avon Elementary School and adjacent to the playground. The Artist Call Out
was released through the web-based platform Café which will also be used for jury
communications, scoring the submissions, and artist communications. The RFP closes on
Monday, May 6th. Currently, the Jury Panel consists of the following individuals:

d. Provided below is the (1) Mural Project Overview (2) Project Intent and (3) Design Theme
for the Mural. The link to the complete RFP is available here.
i. Overview - The Avon Elementary School Mural Project (“School Mural”) will help
to establish a creative identity and spirit for the west end of Harry A. Nottingham
Park, the crowned jewel of the Town. The community minded Mural will become a
significant landmark visually connecting the treasured Avon Elementary School,
numerous sport courts and the western gateway to Nottingham Park which
inspires community, conversation, and connection.
The enhancement of public places by integrating the creative work of artists
improves the pedestrian experience and promotes vibrancy, creativity, and
livelihood in the community. The presence of and access to public art enlivens
public areas and their grounds and makes them more welcoming. It creates a
deeper interaction with the places where we live, work, and visit. Public art

illuminates the diversity and history of a community, and points to its aspirations
for the future.
ii. Project Intent - To create a significant landmark, visually connecting Avon
Elementary School, sport courts and western gateway to Nottingham Park which
inspires community, conversation, connection; and further identifies Avon as an art
community. The selected artist is responsible for working with Town
representatives on all aspects to include multiple iterations of design.
iii. Design & Theme: The CASE Committee is seeking a design that will delight
people with a unique and cheerful character representative of education,
discovery, learning environments, and/or mountain lifestyle. The theme could
speak to the future of the creative influences of our Latino cultural landscape
(traditions, food, languages, dance, and colors); the beauty of the area’s natural
resources (Eagle River, native wildlife and/or plant/floral life); the learning
opportunities in our natural ecosystems and/or built environments (Walking
Mountains Science Center, Avon Library, Avon Elementary School, Eagle River
and Climate Action Initiatives); our cultural legacy (bronze sculpture collection,
rotating art program, historical markers or Salute to the USA signature event),
historical preservation (Metcalf Cabin, Nottingham Ranch, Lettuce Sheds, and
water wheel). The design should not be landscape of mountain scenery nor
demonstratively urban.
e. 2025 AvonLIVE! Talent Acquisition and Stage Production RFP’s – Two (2) RFPs were
released on April 9th inviting qualified event businesses, organizations, agencies and/or
individuals to submit a proposal(s) for (1) Talent Acquisition & Management and (2) Stage
Production & Management for Town’s beloved 11-week, free community concert series
AvonLIVE!. Proposals are due July 15, 2024, before 5:00 p.m. MST. The link to the Talent

2. CASE Committee Upcoming Travel:
a. Grand Lake Creative District peer community tour/visit scheduled for Tuesday, April 30
from 11:30 a.m. to 6:30 p.m.
b. Colorado Creative Industries Summit – Several Staff, one (1) Town Council person, four
(4) CASE members and two (2) Vail Valley Art Guild Board members, will be traveling to
and attending the CCI Summit in Pueblo May 8-9.

BRIEF EVENT DESCRIPTION
Bring out the whole family to enjoy free hot coca and peppermint schnapps (limited quantities available) while enjoying
Avon’s famous fireworks extravaganza over Nottingham Lake on Saturday, January 13th, 2024. Bundle up, gather your
friends and family and delight as the winter night skies light up Avon with the largest and most spectacular fireworks on the
Western Slope!

Functioned Well:
•Pre-planning (operations, marketing and promotions, pyro safety, sharing of information and communications, etc.) went well.
•Free hot chocolate and peppermint schnapps.
o Staff tending bar thought we ran depleted schnapps not realizing there was another case (3 total cases).
o 500 gallons (10 Cambro’s) of hot chocolate from Yeti’s was sufficient.
o Yeti coolers used to keep hot chocolate warm all night.
•“Front row seat” guest experience on the Terrace/Stage.
•Addition of soundtrack broadcast through park and Kaleidoscope providing a microphone to assist stage announcements.
•Timing with fireworks and KZYR as well as radio partner on site to coordinate timing.
•Addition of 3 fire pit rentals placed on pavers in front of stage.
•Addition of Battle Mountain Drumline and the cold air enhanced the sound.
•Addition of 1,000 cookies from Beaver Creek Resort Company.
•Less wind than 2023 so we were able to capture drone images.
•Closing ice skating for the evening made it easier to manage.
•Transit Supervisor on-site at Lake Street stop to assists guests.
•All staff working were extremely helpful.
Areas for Improvement/Adjustment:
•Better understanding of “lights out” procedures / locations.
•The bar was busy even during fireworks, so they left their lights on.
•Adjust the sound systems to better broadcast the music around southeastern edge of lake.
•Snow/ice is still hazardous and needs more attention pre-event.
•Bar lines longer than previous year and slowed by ID checking.
•Consider allowing Drumline performers use of the Log Cabin pre-event for warmth.
•Use of Meridian Barriers next year for crowd safety and two (2) patrol vehicles.
•Again, consider opening the parks restroom building or adding more portable restrooms.

• Battle Mountain Drumline last minute confirmation.
o On-site decision to play on stage did not provide time for Staff to remove stage fencing and encumbered photographing
the performance and difficult for attendees to see.
Security, Medical, & Emergency Response:
• Nine (9) Citadel hired for pyro perimeter and on-site security needs.
o Very cold and windy on Saturday, opened Green Room for security to use for restroom and to warm up.
o Supervisor was great and professional.
• One (1) Avon PD utilized for overnight pyro security.
• Chief Daly added three (3) patrol vehicles at the entrances at the stage and at the SW and NW entrances from Lake street onto
the paths either side of the soccer fields.
• Patrol vehicles at Parks Garage and Pavilion.
Sanitation & Resource Recovery:
• Put out one (1) Zero Hero Tent near bar, most cups were composted.
• Had one (1) portable restroom by the stage and directed people to the Rec Center.
o Consider opening parks restrooms during the event as a few guests inquired and did not want to walk to the Rec.
Center.
Marketing, Promotions & Communications:
• Six (6) specific event social media posts on Discover Avon Instagram and Facebook.
• Facebook event 1.8K people responded they were interested or going to the event.
• Vail Daily and Summit Daily print advertising
• Vaildaily.com and Summit daily.com digital advertising
• Posters were hung in Avon, Edwards, and Eagle-Vail

Transportation & Parking:
• Transit provided two (2) buses available as backup for overflow; One (1) on Red and Blue Lines and 1 (1) for Beaver Creek
guests (Restaurant Shuttle).
• The regular Town Routes that services Lake St. was scheduled for 6:19 pm and the Restaurant Shuttle was scheduled to be at
Lake Street at 6:18pm.
o Due to heavy pedestrian and vehicle traffic, both arrived at approximately 6:25.
• Staff held the Red Line at Avon Station to wait for any transfers from the Blue Line.
o Approximately 40 people were waiting at the stop when the buses arrived.
• If the schedules match up the same next year and crowd size is similar, Transit Supervisor suggests having someone at the bus
stop to direct people to the proper bus, but extra buses are necessary.

Egg Hunt ran very smoothly, was well attended by community, with great feedback from vendors and guests. Great community event that
everyone loves and despite the location or weather, local families always attend.
Functioned Well:
• Number of volunteers. We scheduled seven and ended up having eight which is more than enough.
• Layout on Lake Street was well received and help with spreading out guests while still feeling intimate.
• Kids’ activities were well received, plentiful, and winners of contests loved the prizes and wrapping from Wishes.
• Increased engagement at “The Hunt is On Signage” and Egg Hunt Photo Frame with the placement overlooking the park.
• One entrance/exit to hunt area on Rec Center west field for both 3 & under and 4-9 egg hunts.
• Had roughly 12,000 eggs and every last one was picked up.
• Petting zoo worked well in the parking lot with easy load in and load out.
• Resort Kids no longer requires waivers for bounce houses which simplified process.
• Offering a recycle station for plastic eggs (4 large trash bags full), great initiative but need to figure out what to do with the eggs
• Public Works was extremely helpful and on top of set up and tear down.
o With change of location to Lake Street, they took Wednesday – Friday to clean up the area and make it look nice for
the event
o Staged barricade fencing on Friday
o Crew arrived at 6am and was almost completely set up by 7am, very efficient and worked well together
• New Meridian Barriers worked great for the street closure and made the event feel safe
Areas for Improvement/Adjustment:
• Communicating pre-event and on-site that there are TWO rounds of egg hunts for each age group.
• 3 & Under area experienced parents and kids collecting a ton of eggs and did not share.
o Ran out of over 3,200 eggs by 11am

o Need to rethink this area and how we do the “hunt”
• Less kids in the second round for each age group but all eggs were still collecting.
• The hill running up from the kid’s corral was a bit slippery and some kids slipped.
• Long lines at face painters and/or balloon artists but Slippery Slope moved through them quickly with no problems.
• Pre bought eggs saved a ton of staff time but ended up having a lot of plastic due to eggs being wrapped in plastic. Possibly
bring back stuffing eggs now that we are fully staffed.
Operations & Logistics:
• Public Works set barricades out on Friday and prepped assets on Thursday. They loaded tables, chairs, and tents into truck to
stage for early Saturday morning.
• All logistics went smoothly with no hiccups.
Production & Talent:
• Kaleidoscope provided 4 speakers and audio engineer; it was enough to fill the space and not be overpowering.
• Always do a great job and are very professional.
• Provide microphone for Emcee.
Security, Medical, & Emergency Response:
• No security, medical or emergency response issues or incidents.
Sanitation & Resource Recovery:
• Blue Monster provided 8-standard and 1-ADA portlets and 1 H/W stations which was too much. Lower to only 4 standards and 1
ADA.
• Walking Mountains provided three support staff, set up and tore down 4 ZH stations plus plastic eggs.
o Walking Mountains was professional and always does a fantastic job
o Had to bring compost to Town Hall.
o Organized and cleaned up downstairs during the event to prepare for summer and did an amazing job.
• Compost: 1.89 lbs.
• Recycling: 9.19 lbs.
o 33.6 lbs. of plastic eggs collected and donated to Project Funway to be upcycled.
• Landfill: 7.4 lbs.
• Diversion Rate of 85.79%
Marketing, Promotions & Communications:
• Advertising on Vail Daily print ads in English and Spanish; AMT Radio spots; 75 event posters, social posts through Town of Avon
Facebook, Instagram and Avon.org and Discoveravon.org.
• Press Release sent Mid-March
• New Egg Hunt collateral was great and well received.
• Social:
o No Paid Ads
o Six Social Posts: February 24th, March 9th, March 16th, March 19th, March 29th, March 30th - all posts had around 500

• New poster and advertising design looked professional and matched Avon Brand
• Kids love the coloring contest, and many pre-printed the new design prior
o Had only about two – four kids cut out coloring contest from Vail Daily – rethink if we spend the dollars on posting this
in the paper
Transportation & Parking:
• A Special Event Advisory Impact Notice was released on Friday, March 29th to advise the public that Lake Street would be
closing.
• The use of public transportation is encouraged as well as walking or riding a bike to the park at all events.
• First event that has been effected by paid parking. Did not hear any complaints or issues from guests
• Blocked off the small east Town Hall lot for vendors and lots of guests were ignoring the closure and parked in that lot. Ended
up having to call code enforcement officer as cars had blocked in other cars
• Code enforcement was at the event but did not seem to be patrolling parking during the event

• Placed No Event Parking Signage at Rec Center but still had many event guests parking at Recreation Center which caused
congestion from 9:30am – 11am
o If event is on Lake Street, need to provide volunteers at Rec Center to help control parking
Staffing:
• 2 Event Staff (7am – 1pm)
• 8 Volunteers (8am – 1pm)
• 3 Public Works Staff
• 2 Buildings Staff
Vendors:
• Resort Kids: Petting Zoo and Inflatables
o Petting Zoo was a lot smaller this year and kids were not allowed to go in and hold or pet animals – need to discuss with
Hayley why this was different than years past
o Brough new / bigger inflatables that were fun and engaging
• Slippery Slope Productions: Provided one balloon sculptor, two face painters, and one “Avon Bunny” with handler.
o As always, they had long lines but moved through them quickly
• Crafty Chassis: provided sock bunny crafts for 300 kids
o This was EXTREMELY popular, kids loved this craft and they were swarmed at 9:45am
o Ran out prior to the end of event, increase budget to accommodate
o Was unable to bring the truck due to weather
