RE: Staff Update
DATE: March 13, 2024
SUMMARY: This report provides updates on new personnel, CASE Committee Member appointments and
provides a process for voting members to elect a Chair and Vice Chair. Additionally, Town Council has
requested the CASE Committee recommend a name to be placed in the pre-built/designated signage location
at the stage, as well as discuss if the sign and the official name of the facility are identical or separate.
Also, Town Staff is presenting a National Endowment of the Arts grant opportunity to Town Council on March
26th to request matching grant funds of $50,000 be appropriated in the 2025 budget. If awarded, this grant
funding will support the creation of Avon's Cultural and Arts Strategic Plan, aimed at fostering and enhancing
Avon's burgeoning arts community. This is directly related to the CASE Committee peer community
travel/research tour we are embarking on next month and presented in this report.
STAFF UPDATE:
1. NEW SPECIAL EVENTS COORDINATER: Put your hands together and welcome Mike Pasquarella
to Team Avon! Mike joined us on March 13th from Breckenridge and has an extensive background
in speciate events, cultural and art offerings.
2. CASE COMMITTEE MEMBERS: Town Council appointed Pedro Campos for another two-year term,
thank you Pedro for your continued service on CASE. And please join me in welcoming newly
appointed member, Kerri Thelen.
3. CASE COMMITTEE CHAIR & VICE CHAIR: I am pleased to announce that (1) Pedro Campos
has expressed a desire to be selected by fellow CASE members as the Chair and (2) Justin
Chesney has expressed a desire to be selected by fellow CASE members to either the Chair or
Vice Chair. And Justin Chesney received one (1) nomination for the Vice Chair role. Additionally,
one (1) voting member who is not able to attend voted via email and nominated Pedro Campos for
the Chair and Lisa Mattis as the Vice Chair. For the ease of the group, I have provided the duties of
the Chair and Vice Chair.
Moreover, I would like to request the Committee allow each of both of these members three to five
minutes to address the group. At the conclusion of which the voting members of CASE will vote for
both the Chair and Vice Chair in a public forum. Staff will record the votes and the individual with
the most votes for Chair and Vice Chair respectively, will then be selected by official motion of the
Committee.
a. CHAIR: Every meeting of the CASE Committee shall be presided over by the Chair. If the
Chair is absent the Vice Chair shall preside over the meeting. If the Chair has a conflict of
interest on a matter, then the Vice Chair shall preside over the meeting for such matter. If
970-748-4065 ddempsey@avon.org
the Chair and Vice Chair are absent, or if they both have a conflict of interest on a matter,
then a quorum of CASE Committee members shall appoint an Acting Chair, by motion and
vote, who shall then preside over the meeting or shall preside over such matter for which
the Chair and Vice Chair have a conflict of interest. The Chair shall strive to moderate
CASE Committee meetings with impartiality, shall strive to allow input from all other CASE
Committee members on matters before expressing his or her opinion, and shall refrain
from making a motion or seconding a motion until it is apparent that no other member of
the CASE Committee member will do so.
CURRENT / PLANNING ACTIVITY:
1. STAGE SIGN: During the Town Council meeting on February 27, 2024, Staff presented four (4)
stage sign and facility name options to Town Council to include (1) Avon (2) Avon Pavilion (3) The
Stage and (4) Sunset Stage. Subsequently, Staff received direction to present options to the CASE
Committee for review and recommendations for (1) the sign for the Avon Performance Pavilion and
(2) discuss if the sign at the stage and the name of the facility are one in the same or separate.
Furthermore, Staff was asked to present additional sign options which include “Colorado” and/or the
inverted “V” in Avon’s logo in the design.
a. Background - The Avon Performance Pavilion was constructed in 2014 and hosted its first
event in January 2015 (The Audi Winter Driving Experience) in alignment with the FIS 2015
World Championships followed closely by the 3-day music festival, WinterWonderGrass in
February 2015. Since that time, the venue has been referred to as the (1) Avon Performance
Pavilion at Harry A. Nottingham Park (2) Avon Performance Pavilion at Nottingham Park,
and (3) Avon Performance Pavilion in press releases, on our website, events marketing, and
other general communications.
Moreover, when the SunsetLIVE! event brand was created there was a concerted effort to
unofficially name or refer to the event location as “The Terrace” as opposed to “behind the
stage and next to the lake”. Staff does not anticipate this needs to change.
For reference, on how Staff utilizes the unofficial name of the facility, three (3) past press
releases have been provided and attached as Attachments A-C.
b. Discussion: Staff has gathered images from other stages/amphitheaters to illustrate
placement of signs and/or facility names which is provided and attached as Attachment D.
As you will see, (1) a number of facilities have signs and/or facility names physically on or
near the stage (Centennial Stage, Lundgren Amphitheater, Gerald R. Ford Amphitheater,
Levitt Pavilion, etc.), (2) others have signs and/or facility names at entry points and/or box
offices (Dillion Amphitheater, Gerald R. Ford Amphitheater), (3) others appear to have
temporary signs hung on temporary infrastructure (Deer Valley, Telluride Town Park Stage)
970-748-4065 ddempsey@avon.org
and (4) others appear to have neither (Montrose Rotary Amphitheater, Philip S. Miller Park
Amphitheater).
Staff recommends the sign be (1) simple, timeless, and straight forward meaningful (2)
memorable for residents, new and repeat visitors and (3) aligns with and easy to use in
marketing, promotions, and communications material.
The names being presented for discussion and accompanied by renderings with and without
“Colorado” and the inverted “V” are:
i. Avon Pavilion
ii. Avon Colorado
iii. Sunset Stage (with space for a small sunset image)
iv. Lakeside Stage
v. Nottingham Stage
There is a 20” tall x 120” long space on the south side, stage right and above the planter
box, designed for a sign identifying the facility. See Image 1 below.
Image 1
The size of the letters for each of the names offered, range between 3.75” and 9”, with a
recommended thickness of 1.5” stainless-steel letters, stud mounted with stand-off or
spacers. Renderings of each name offered is provided and attached as Attachment E. The
stainless-steel letters would be painted in a brand approved grayscale as provided below,
or a more rustic (antique) application.
970-748-4065 ddempsey@avon.org
Furthermore, the size of the space for the sign somewhat restricts the ability to include the
inverted “V” in the Avon logo. When this element of the Avon logo is included the letter height
is reduced to 7.8” which is illustrated in Attachment E. Staff also considered recommending
the official name and sign be “Avon Performance Pavilion” however, felt it was too long and
the letters would each be so small they would not be visible in photography unless up-close.
2. NATIONAL ENDOWMENT OF THE ARTS (NEA) GRANT OPPORTUNITY: The Town is
collaborating with Sustainable Strategies, a third-party firm employed by the Town to research,
propose and provide material expertise related to grant opportunities and applications. To that end,
Sustainable Strategies recommended the Town apply for the Our Town grant available through NEA.
The Our Town grant requires a 50% match, which equates to $50,000 in our case, from the local
government entity. The Our Town grant facilitates creative placemaking and helps to strengthen
communities through arts integration. The program will fund arts, culture, and design projects that
help advance local outcomes and improve integrations of the arts. Our Town projects require a
partnership between a local government entity (Town of Avon) and a nonprofit cultural or arts
organization (Vail Valley Art Guild) with additional partners encouraged. Our Town projects must
integrate arts, cultures, and design activities into efforts that strengthen communities by advancing
local economic, physical and/or social outcomes.
There are many steps in preparing for a complete application one of which is creating a Briefing
Sheet. The Briefing Sheet is a one-page document that clearly communicates the project goals and
themes that can be shared with key stakeholders and potential partners throughout the grant
process. The Town’s desire is to apply for grant funding to create Avon’s Cultural and Arts Strategic
Plan, to nurture and grow Avon’s burgeoning arts community. The Briefing Sheet is provided as
Attachment F. Staff will present the grant opportunity, matching funds request in the 2025 budget,
and Briefing Sheet to the Town Council on March 26th, 2024, seeking review, discussion, and
direction.
Staff anticipates the grant application submission dates will be in mid-summer. Staff will update the
CASE Committee monthly as well as present discussion topics related to CASE's involvement in the
process.
3. RESEARCH & TRAVEL SCHEDULE: Staff will begin contacting organizations to schedule meetings
and tours for the purpose of gathering and sharing information related to cultural and arts facilities,
activities, strategic planning. The proposed months, days and dates April through June and August
through October are provided as Attachment G. Once the target organizations select what works
best for their teams, Staff will share and schedule with CASE.
970-748-4065 ddempsey@avon.org
Additionally, to promote efficiency during our tours, Staff created a draft list of categorized questions.
These are provided to the CASE Committee for discussion as Attachment H.
4. COMMUNITY SURVEY / CASE RELATED QUESTIONS: Attachment I provides the anticipated
survey timeline, mechanism, results from 2021, 2018, and 2015 community surveys related to
special events. Additionally, we have included the 2024 proposed special event questions for
reference. The questions are the same as the 2021 survey questions and designed to be repetitive
each year to gauge year over year sentiment and progress. And (1) gauge the community
participation and (2) satisfaction level with the current event program (3) identify areas that may need
improvement and (4) gauge the effectiveness of our marketing and promotion tactics. There is also
an opportunity to receive open ended comments, suggestions, and questions regarding the events
program.

AvonLIVE! 2023 Summer Concert Series Returns
The Town of Avon present free community concerts
Avon, CO – After a long winter season Avon’s weekly summer concert series returns featuring a collection of awards
winning nationally touring, regional, and local talent. The Town of Avon is honored to announce the AvonLIVE! concert
series at the Avon Performance Pavilion, at Harry A. Nottingham Park, on Wednesdays throughout the summer.
AvonLIVE! is free to the public and fun for all ages. The event features tasty food selections and a collection of
Colorado based craft brews, chilled wine, refreshing spirits and non-alcoholic beverages available for purchase at the
Hahnewald Bar. AvonLIVE! kicks off Wednesday, June 14th with Battle of the Bands at 5:30 p.m.
“We could not be more excited about our summer lineup for AvonLIVE! this year” stated Avon Culture, Arts and Special
Events Manager Danita Dempsey. “We heard the community and are bringing in larger nationally recognized bands,
upgraded sound and lighting systems, and more food choices. Avon has a passion for bringing the community together
through environmental stewardship, family friendly events, and of course, live music. AvonLIVE! brings together all
things Avon with gorgeous sunsets, local food vendors, delicious drink specials and rockin’ music from top bands”.
This year’s lineup features bands from Colorado and beyond with cover music, rock, bluegrass and more!
The Bands:
Wednesday, June 14th: Battle of the Bands
Avon’s first Battle of the Bands competition features four local favorite bands battling for bragging rights to be named
Eagle County’s Best Band. Mark your calendar to kick off AvonLIVE! with great local musicians and cast your vote for
your favorite band. The lineup features Al Maul & The Wandering, Trees Don’t Move, Primal J and the Neanderthals,
and The Evolution.
Wednesday, June 21st: Bonerama with opener Funkiphino
Bonerama is a force of nature. It is a band that in many ways defies categorization. A funky rock band with brass…a
funky brass band that rocks. Pick Your Poison. Bonerama is a New Orleans-based band that fuses everything that has
made that city’s music famous into a genre defying gumbo. The band has taken the best elements of rock, soul, fusion,
pop, jazz, funk, brass, gospel, and blues to forge its unique sound.
Formed in 1998, Bonerama is the brainchild of trombone players Mark Mullins and Craig Klein (who from 1990-2006,
were also members of Harry Connick Jr.’s big band). Currently comprised of Mullins (trombone, electric trombone, and
lead vocals), Klein (trombone and lead vocals), Greg Hicks (trombone and vocals), Bert Cotton (lead guitar), Matt
Perrine (sousaphone and electric bass) and Walt Lundy (drums), Bonerama is one of the funkiest and most unique
bands to ever come out of New Orleans.
Equally adept at delivering extraordinary originals or blistering covers of artists as diverse as Led Zeppelin; The Beatles;
The Allman Brothers; Jimi Hendrix–even Black Sabbath, Bonerama’s distinctive, inimitable, genuine, one-of-a-kind
sound is unmatched, high-energy, fun, dynamic and bold.
Wednesday, June 28th: AJ Lee & Blue Summit with opener The People’s Key
AJ Lee and Blue Summit made their first appearance in Santa Cruz in 2015. Led by singer, songwriter, and mandolinist,
AJ Lee, the bluegrass band has performed all over the world, but finds home in California’s Bay Area.
The latest full-length project, I will Come Back, debuted August 2021 with national touring in support of the record
ongoing. Although falling loosely under the bluegrass label, AJLBS plays sans banjo, with Sullivan Tuttle and Scott
Gates on steel stringed acoustic guitars, AJ on mandolin, Jan Purat on fiddle, and Chad Bowen on upright bass, a
configuration effectively used to create unique space and texture in the arrangements not as commonly found in the
music of their peers. Drawing from influences such as country, soul, swing, rock, and jam music, the band uses the
lens of bluegrass as a vessel through which to express and explore the thread that binds and unifies all great music.
Wednesday, July 12th: Magnolia Boulevard with opener The Burnsville Band
“What a righteous time to be alive / right here with one another,” sings Magnolia Boulevard’s Maggie Noelle a minute
into the joyous and jaunty “Ride.” The words are ostensibly about a budding relationship between two individuals, but
Noelle could just as easily be referencing the singular and special connection that exists between her and her Magnolia
Boulevard bandmates—guitarist Gregg Erwin, keyboardist Ryan Allen, drummer Chad “The Beard” Gravitt and the
quintet’s latest addition, bassist Chris Justice—or, as likely, their bond with the fans that have been packing clubs in
the band’s hometown of Lexington, Kentucky and beyond to shimmy, shout, and dance to the music. “When we’re
onstage we play with a lot of emotion,” Noelle says. “And then we feed off the crowd’s emotional reaction to us and we
give it right back to them.”
Central to the Magnolia Boulevard experience is a sound that flows easily and seamlessly from a multitude of stylistic
tributaries. There is plenty of blues, soul, and rock ‘n’ roll in the mix, but also elements of funk, jam band, folk, country,
bluegrass, and psychedelia. It is all fueled by the rhythm section’s elastic grooves, shot through with Erwin’s expressive
and incisive slide guitar licks, and topped by Noelle’s soul-stirring, powerhouse vocals.
Wednesday, July 19th: Damon Fowler with Special Guest Jason Ricci, and opener Chris Bauer Band
Florida’s Gulf Coast has produced a plethora of distinctive musicians, from the blues of Tampa Red to jazz greats
Cannonball and Nat Adderley to former Allman Brothers guitarist Dickey Betts to The Outlaws. Tampa’s Damon
Fowler, a masterful singer, guitar player and songwriter, has absorbed the best of and furthered the work of the
region’s definitive artists. A hard driving troubadour, his music is steeped with soul and representative of the many
styles that make up the roots of American music. He has gained the respect of his peers given his featured slot in
Butch Truck’s Freight Train band and his side gig as guitarist in the Dickey Betts Band.
Critics have compared Fowler’s guitar work to Johnny Winter and Jeff Beck, while his slide guitar is reminiscent of
the late Duane Allman. Fowler can play fiery guitar runs with the best of them, and his lyrical work on lap steel and
dobro makes him a standout performer among the legions of guitar heroes. His new release, ALAFIA MOON, was
produced by Fowler and George Harris (Cheap Trick, Rick Derringer, Brian Johnson—AC/DC), ALAFIA MOON,
represents Fowler’s 8th solo release. combines all the influences that have shaped his distinctive blues career.
Jason Ricci, born in Portland Maine in 1974 began playing the harmonica, guitar and singing at an early age. His
mother was a blues fan and by the time Jason was in his early teens she was bringing him to clubs to witness blues
greats like James Cotton, Charlie Musslewhite, Buckwheat Zydeco and many more. Under the guidance of
harmonica aces like Madison Slim (Jimmy Rodgers), Mark Hummel, drummer Per Hanson (Ronnie Earl) and many
more a young Jason was poised for a life immersed in jazz, blues, and roots music.
Wednesday, July 26th: Kaleta & Super Yamba with opener Selasee & the Fafa Family
Brooklyn’s Kaleta & Super Yamba Band are fronted by Afrobeat and Juju veteran Leon Ligan-Majek a.k.a. Kaleta.
The singer/guitarist from the West African country of Benin Republic lived his adolescent life in Lagos, Nigeria where
Afrobeat was born. Kaleta's guitar chops earned him decades of touring and recording with Fela Kuti, King Sunny
Ade, Lauryn Hill and more. Kaleta got his start in the late 70s performing in church and was soon after picked up by
iconic Juju master and world music pioneer King Sunny Ade. A few years later Fela Kuti came calling. Kaleta would
go on to tour the world playing guitar for the King of Afrobeat in his storied band Egypt 80 through the 1980s and into
the 1990s. Now based in New York City, Kaleta has been leading Super Yamba Band since 2017.
Their debut album 'Mèdaho,' which was released by California indie label Ubiquity Records, draws on the group’s
shared reverence for the raw, psychedelic sounds that captivated Kaleta as a music loving kid in 1970s Benin.
Mèdaho means "big brother", "elder" or "teacher" and is dedicated to Kaleta's late brother Ligan-Ozavino Pascal who
introduced him to funk and soul music at an incredibly early age. The album was included on Bandcamp's “Best
Albums of Summer 2019” list and two of the songs were chosen for the ABC/Hulu series High Fidelity starring Zoe
Kravitz.

Avon Cultural & Arts Activation Project
Avon and the Vail Valley Art Guild to Create a Cultural and Arts Strategic Plan
Avon, Colorado, and the Vail Valley Art Guild (VVAG) seek $50,000 in NEA Our Town funding with a $50,000 local
match to create Avon’s Cultural and Arts Strategic Plan, to nurture and grow
Avon’s burgeoning arts community. The Cultural & Arts Activation Project will
help guide Avon with planning and decision-making regarding cultural and
arts initiatives to improve creative placemaking, quality of life and support
local economic development. The Cultural and Arts Strategic Plan will focus
and bolster Avon’s efforts to provide arts and culture-related infrastructure,
services, funding, and programming. A diverse group of stakeholders
including residents, businesses, artists and arts organizations will be invited
to participate in the planning process and future implementation of projects.
Avon, known as the Heart of the Valley, is flanked by world-renown ski resorts, in Vail and Beaver Creek. The Avon
resident community of 6,500+ and visitor population of 3,500+ enjoys access to outstanding concerts, festivals and a
newly developed and inspiring public art program. The artistic area of Avon’s cultural and arts activity is located
between the Town’s civic center and commercial core and is connected to parks and recreation amenities via the
pedestrian mall. The Avon Performance Pavilion, located in the center of Harry A. Nottingham Park, is the
community’s main entertainment venue for concerts, cultural events, and public gatherings. Community members
can delight in an array of dynamic and diverse events such as the AvonLIVE! Concert Series, the Avon Arts
Celebration, Town Clean Up & Sustainability Fair, Salute to the USA, Dancing in the Park
or Pride in the Park. The Town has created a digital Art Around Avon Walking Map
displaying almost 50 original sculptures along the pedestrian mall and commercial core.
While Avon offers a variety of artistic and cultural amenities, there is no overarching artistic
vision document identifying the creative placemaking, connecting the venues or integrating
the existing programming into the community. There is a desire from the town and VVAG
and need for a strategic plan to define an integrative and diverse culture and arts program
that will help strengthen the community with economic, physical, and social outcomes for
Avon.
The Partnership
Avon’s vision for culture and arts includes further supporting local artists, expanding art offerings throughout the
community, becoming certified as a Colorado Creative District, and offering an energetic artistic center. The Town is
aware that a robust arts program needs a non-profit organization dedicated to the local arts. Therefore, Avon initiated
discussions with VVAG in 2023 to relocate the non-profit to Avon. The VVAG is a 501(c)(3) formed in 2014 to create
opportunities for the participation, promotion, and appreciation of the visual arts by the community in Eagle County,
Colorado. In January 2024, Avon enacted the partnership and VVAG's main administrative office is now in Avon.
Through Town subsidies, the art organization will increase its efforts to expand, enhance and enrich Avon's local and
visiting artistic community. As this partnership blooms, the VVAG and the Town will collaborate with cultural leaders
and the artistic community, to create vibrancy. This partnership will foster additional art activations, programs, and
installations; attract and retain artists; engage the public; and define Avon as an appealing, unique, and inviting artistic
center creating conversations and opportunities to gather.
The Project
To create this vision, the Town has partnered with VVAG to produce Avon’s Cultural and Arts Strategic Plan. With
NEA’s support, the project team will intertwine expanding public art and cultural activities. The proposed artistic
center will be filled with vibrant local and regional creative activations and leverage our shared core values which
includes sustainability. The Town and VVAG will form a multi-stakeholder Ad Hoc Committee comprising of artists,
community organizations, and members of the Town’s Cultural, Arts and Special Events (CASE) Committee. This
group will guide and oversee the strategic planning process and ensure a robust bi-lingual civic engagement in its
creation and implementation of the plan. Collaborating with the Ad Hoc Committee and VVAG, the Town will hire an
experienced cultural and arts planning firm to engage with the community on key designs and plans.
The selected firm(s) shall specialize in creating cultural and arts districts, artistic hubs, district branding and marketing,
and bi-lingual community engagement. This firm, or team of firms, will conduct a civic design process with the Town,
VVAG, and members of the Ad Hoc Committee to create a written and web-based cultural and arts strategic plan.
This plan will include an asset map, regional tourism assessment, a wayfinding signage plan, branding, leveraging,
and an action plan for creating and implementing Avon’s Cultural and Arts Strategic Plan. The plan will also include
strategies for strengthening the VVAG and expanding its local professional and volunteer capacity, allowing it to
support the arts well into the future.
Through these creative placemaking activities, Avon hopes to animate public and private spaces, improve local
business viability, and bring diverse people together to celebrate, inspire, and be inspired, resulting in a vibrant
destination for local citizens and visitors alike. Avon and the VVAG will integrate culture and art into the fabric of the
community but needs NEA support to turn this vision into a reality.
