SUMMARY: This report provides a recap of the October 24, 2023, Town Council and CASE Committee
work session and post-meeting updates. And a brief overview of third party produced events including the
event producer/organization, event brand/name, and year over year dates, Town cash and/or in-kind
contributions, attendance numbers and notes, if needed, and is provided as ATTACHMENT A.
Additionally, this report provides (1) Post Event Debrief Summaries on Town produced events (2) CASE
Committee terms ending in February 2024 (3) proposed 2024 CASE Committee meeting schedule, and (4)
a first glimpse of timelines and communities to explore and gather information about their culture, arts
and/or heritage centers and programming.
CURRENT / PLANNING ACTIVITY:
1. COUNCIL & CASE WORK SESSION: The 2024 Proposed Budget is before Avon Town Council on
November 14th for review and direction, and on December 12th for formal adoption. At the October 24,
2023, Avon Town Council and CASE Committee work session the Council provided direction to (1)
discontinue the Summer’s End concert (2) supported the budget recommendations to prepare
branding collateral for Best of the West and Heart & Soul Festival (3) supported the budget
recommendation to for XTERRA Global / USA Championship and (4) supported the large-format
mural with a preferred location at Avon Elementary School. Additionally, Council raised the question
that should a local car show be available, they would be in favor of it being on our calendar.
Furthermore, Staff received direction to utilize the savings of approximately $21,399 from the
Summer’s End concert to enhance our marketing efforts. Staff has sense allocated $11,000 for event
advertising, marketing, and promotions, and placed the remaining $10,000 in a contingency line item.
Staff will begin developing the timelines and tactics and allocating budget in late December and early
January.
Moreover, since the work session with Council, there have been a few adjustments to the special
event calendar and related budget.
a. XTERRA: XTERRA Global provided notice on November 6, 2023, that XTERRA will not
return to Avon/Beaver Creek in 2024. Per Mr. Andrus’s email: “…This is solely based on
the scheduling concerns and not having the ability to line up an event on the calendar that
aligns with our World Cup Schedule. Perhaps, there may be time for our return in the
future where the calendars align, and schedules open up on both ends in hopes for us to
return.” Therefore, the $15,000 in cash support for this event has been removed from the
2024 Proposed Budget.

b. Potential Car Show: Staff met with the producer of the local car show and agreed on the
third weekend in August 2024 for the “Cars in the Park” event pending discussion with
Town Manager and Public Operations. Staff will keep CASE updated as needed.
2. THIRD-PARTY PRODUCED EVENTS SUMMARY: Staff will present a review of third party produced
events for discussion including confidential financial information not included in this packet.
3. TOWN PRODUCED EVENTS DEBRIEF SUMMARIES: For the past three event seasons (2021–
2023), Staff completed Post Event Debriefs for each Town Produced event. The process for the Post
Event Debriefs is as follows, (1) the Special Events Coordinator complete a detailed recap after each
event which includes:

b. Areas of Improvement/Adjustment
c. Attendance
d. Weather
e. Operations & Logistics
f. Production & Talent
g. Security, Medical & Emergency Response
h. Sanitation & Resource Recovery
i. Marketing, Promotions & Communications
j. Transportation & Parking
k. Staffing
(2) The Events Team, which includes members of Public Operations, Buildings, Recreation,
Volunteers and Bar Staff provide feedback on how they believe the event ran which is added to
the Debrief and (3) the CASE Manager and Special Events Coordinator collaborate to compile
and finalize the Post Event Debriefs.
Furthermore, an event-by-event Post Event Debrief Summary is generated which overtime will assist
Staff and the Committee in identifying trends and gathering data to guide our strategy and decision
making. The Post Event Debrief Summaries for 2023, 2022 and 2023 are provided as
ATTACHMENTS B, C and D.
4. RESEARCH CULTURAL PLANS: As identified in the 2024 Department Goals for Staff, Research
Cultural Plans: Gather cultural plans and information from peer communities, conduct networking and
site visits. Facilitate discussions with CASE regarding what is appropriate and feasible for Avon
without creating redundancy with current cultural offerings in the Vail Valley. Staff developed a draft
list of communities and timelines for CASE and Staff to tour, research, gather information, imagines,
etc. in 2024 and provided as ATTACHMENT E. This is a draft list and Staff is eager to consider other
communities such as Golden, Dillon, or Frisco.
5. CASE COMMITTEE MEMBERS & TERMS: The application for new CASE Committee members will
be made available to the public in mid-December to fill the two (2) open seats as outlined in Table 1.

CASE Committee. This typically takes place in late February or early March, at which time, the
Council also appoints members of Council to serve on other committees in an Ex-Officio capacity.

6. 2024 CASE COMMITTEE REGULAR MEETING SCHEDULE: Staff is proposing to stick with
meetings on the third Thursday of each month, except July when there is no meeting. Staff
recognizes that these may require adjusting based on Item #2 above outcomes.

Bringing in Vail to stripe the field with the robot was huge for

diversion reporting.

●What Went Well: There was tremendous growth in the
number and quality of artists this year. The addition of
wine and spirit tasting was a big success and brought
money to a local non-profit.
●Improvements: Attendance is still low on Sundays
despite offering free mimosas this year. The sales tax
collection for the producer can be difficult at the end of
the event.

was down from previous years. The brewery revrutiment
gets more difficult and competitive every year. Layout
worked well but needed a better flow at the entrance.

robust marketing strategy and look at a new, local non-
profit to help get the word out. Look at adding music or
more artisian vendors to draw more guests.

For a first year event, the event went really well and
Peak Performance did a great job handling all four
bands. Over 350 people voted for the best eagle
county band. Set up and tear down for the first
AvonLIVE went extremely well.
Look at how we choose bands to perform as some of
the bands that were not chosen were upset and felt it
was unfair.

tech issues. Tent weights were used instead of water
tubs as the Public Works staff said it was easier for
them. Kids had a great time and said it was the best
day of their life!
The stage doors were open and the fencing wasn’t
taken down.. The movie couldn’t start until sunset at 9
pm but the website told people to show up at 8:15 so
people were sitting around a while. Suggested adding a
link to sunset times to the website. One volunteer was
too many, Lakeside Cinema will not use volunteers in
the future.
