CASE Committee Meeting Materials Packet 2022.01.27 970-748-4065 ddempsey@avon.org TO: CASE Committee FROM: Danita Dempsey, CASE Manager RE: Staff Update DATE: January 21, 2022 SUMMARY: This report provides a status update on the (1) the Special Events Calendar and (2) invites the continued conversation on the Culture, Arts & Special Events Strategic Plan and 10-Year Vision. CURRENT ACTIVITY & PLANNING: 1. 2022 Special Event Calendar: Below are a few adjustments to the Special Events Calendar. Exhibit A provides detailed calendar of events. a. Dancing in the Park – Moved to Thursday, August 4th instead of the 11th b. Sunset SUP Race – Moved to Thursday, August 11th instead of the 4th 2. Art Around Avon Program: The RFP is in the works, and I have delayed the release date to early/mid-February. The program includes the same nine (9) locations as in 2021 and four (4) new locations on W. Benchmark Road. These new locations are circular cement pedestals which the Town has leased from Avon Town Square Commercial Condominium Association for a three-year term Also, on the Tuesday, January 25th agenda for Town Council is a Town Manager Report requesting Council consider including contemporary issues which are likely to spark conversation and possibly controversy. The location for this type of art and included in the Art Around Avon Program is at Roundabout #4 which is prominent and highly visible. The full Report is attached as Exhibit B. 3. Culture, Arts & Special Events Strategic Planning: Modifications discussed at the December 16, 2021, CASE Committee meeting have been incorporated in the (V3) Strategic Plan and attached as Exhibit C. I believe this document clearly defines the purpose and the vision for CASE; and identifies our “pillars” (cornerstones) on (1) how we achieve and (2) are accountable to the purpose and vision. We discussed the next step in the Strategic Plan work was to further develop the draft 10-Year Vision and to include culture and art. The 10-Year Vision will assist the Town in (1) making decision regarding allocation of funds in CIP for infrastructure investments, (2) Community Development planning process in collaboration with our stakeholders, (3) drive the CASE budget process. To that end, the DRAFT (V2) 10-Year Vision will be delivered separately to the CASE Committee for review and discussion. Additionally, I wanted to share the definitions you will see in the 10-Year Vision for both “signature” events and “ambient” events/activations/attractions. a. Signature Event: Defined as a reoccurring yearly event or event series with strong association with Avon (brand recognition and brand equity) and typically with attendance of more than 3,000. The Avon community, Avon staff, and main athletic field can 970-748-4065 ddempsey@avon.org accommodate/tolerate a large signature event once every three to four weeks during the summer. Below is a list of those events that are (1) already identified as signature, or (2) being developed for Town production in the next two to five years. b. Activating Events: Defined as other reoccurring events and activations that are well- established and provide a variety of culture, activities and attractions for the Avon community and Avon visitors. 4. Additional support materials (appendices) for the Strategic Plan will include: a. Art Fixed Assets (a spreadsheet detailing purchase price, installation date, current valuation, etc.). b. Visual Map Inventory of Art. c. Definitions and/or goals for each event (event synopsis, goals, and definition of signature quality, etc.). The rotating art display program involves an artist solicitation in the early winter, selection of proposed art pieces, installation in early June, a walking tour event to view the art pieces and meet the artists, and then the art pieces remain on display until the next year. The Round-About #4 location is highly visible. We learned this last year that we will require minimum dimensions to promote an art piece with a scale that is appropriate for this location. The solicitation this year will specify that the art piece selected for Round-About #4 needs to be a scale that is appropriate for the location and should be between 12’ to 20’ in height. Due to the prominence and visibility of this location and taking into consideration that any art piece will remain on display for only one year, the concept of an art piece that addresses a contemporary issue and evokes community conversation is presented for Council consideration. Webster dictionary defines “art” as, something that is created with imagination and skill and that is beautiful or that expresses important ideas or feelings. There are many potential contemporary issues which could be designated as a theme for the Round-About #4 art location and which could change each year with each new round of art solicitations. A partial list contemporary themes include: •Climate Change •Diversity •Water Conservation •Black Lives Matter •Mental Health •Recycling •River Health •Wildlife Under this approach Council could establish the contemporary theme. Of course, artwork which addresses a contemporary theme and expresses an important idea or feeling is likely to generate conversation, if not some criticism and controversy. As one example, attached is an article from Aspen on The Melted Gondola art piece that was installed to invoke conversations on climate change. They may also notice that this particular gondola car is not in operation—because, in fact, it’s melting. Or rather, it’s been artfully designed to appear as if it’s melting, the way ice cream melts on pavement on a hot July day—slowly liquifying under the pressure of its heated surroundings. Since Aspen Snowmass first opened in 1946-47, Aspen, Colorado’s average temperature has warmed by three degrees Fahrenheit. In total, Aspen Snowmass has lost 30 days of winter since 1980 alone. This season, as part of our 75th anniversary, we’ve installed The Melted Gondola art installation at the top of Aspen Mountain to get people thinking about the next 75 years—and to draw attention to the urgent need to aggressively address climate change. Not to mention an increase less reliable snowfall, which creates shorter seasons, negatively impacting the region’s economy. Simply put, climate change is putting skiing out of business. In partnership with Protect Our Winters (POW) a community of athletes, scientists, creatives, and business leaders advancing non- partisan climate policies— we encourage visitors to post photos of the art with the hashtag #PowerToPOW, and more importantly, to donate and become members. "We need a movement to create large-scale policy change on climate.
