SUMMARY: This report provides an update on (1) the outcome of the October 30th Budget Retreat with
Town Council related to events, (2) 2020 Special Event & Art Recap, (3) post event briefs on the third-party
produced art events in Avon, (4) Art in Avon Walking Map; and, (5) CRUSH Walls photo presentation.
STAFF UPDATE:
1. Budget Retreat - During the Council and CASE Work Session on October 6th, support for the
Option B budget and event calendar was reinforced by Town Council with direction to remove the
Heart & Soul Music Festival. Therefore, the Option B budget was updated, and a Comparison
Summary provided to the appropriate personnel – see Exhibit A. At the Budget Retreat, Council
was presented a balanced budget supported by a detailed presentation by the Finance Director
and Town Manager. The balanced budget includes the Option A budget as reviewed during the
October 6th Work Session except for the addition of the Egg Hunt event; which needs to be added
into the budget software.
If public health orders and Town financial circumstances allow; and, Council approves, I will
execute the additional events in the Option B budget using identified milestone dates – see Exhibit
B. While not ideal from a planning, sponsor solicitation or marketing and promotions strategy, the
milestone dates can provide timeline guardrails for decisions.
2. 2020 Special Event & Art Recap – The numerous Town produced, and third-party produced
event cancellations has resulted in a significant savings of over $300,000 year to date. A brief
summary of the 2020 actual year-to-date expense, revenue and net numbers is provided below
and detailed in the attached Exhibit C. Additionally, a photo recap is provided and attached as
Exhibit D.

3. CCM Events
a. Possibilities in Avon: Weekly Art Market – A new event series originally designed to
raise awareness of the Avon Arts Celebration multi-day art festival as well as bring
vibrancy and an art element to AvonLIVE! However, due to (1) restrictions of the Public
Health Order (“PHO”), (2) overall uncertainty in the art events industry; and, (3)

cancellation of AvonLIVE! on July 15th, the Weekly Art Market was scaled back to five
events instead of the original planned nine; and, the Sept. 10th event was cancelled due to
an early and heavy snow storm. The resulting four events had limited success in number
of vendors, volume of attendance and traction with marketing, however, was well executed
with PHO safety protocols in place.
I believe the producer did a good job. I have a placeholder in the calendar for Weekly Art
Market to return for 11 events in conjunction with AvonLIVE! The producer has confirmed
his intent to return in 2021 should conditions allow and requests the Town consider
providing some cash funding to support the addition of acoustic solo and/or duo musicians.
See the Post Event Brief attached as Exhibit E.
b. Avon Arts Celebration – A new three-day art festival originally scheduled for July 24th -
26th which was rescheduled to September 11th -13th. Considering the extremely onerous
protocols in place on outdoor events, this event was well executed, had a wide range of
art, vendors and price points, a good volume of attendance; and, had the proper PHO
safety protocols in place. There were a few challenges and concerns worth noting; (1)
confusion and frustration of vendors with sales tax licensing procedures through
MuniRev’s (Town of Avon on-line tool), (2) Town code restricting access to dogs at special
events; and, (3) proximity of the event date to the Avon Art Festival event the wee kend
prior (Labor Day Weekend) and perceived quality.
I believe the producer did a good job and this event has great potential. I have a
placeholder in the calendar for Avon Art Celebration to return. The producer has confirmed
his intent to return in 2021 should conditions allow and requests the Town consider
providing some cash funding to support the marketing and promotions. See the Post Event
Brief attached as Exhibit F.
4. Colorado Events - A new three-day art festival held September 5th-6th. Considering the extremely
onerous protocols in place on outdoor events, the event had the proper PHO safety protocols in
place, benefitted by being on Labor Day Weekend, was proactive with local media; and, h ad a wide
range of vendors and price points. This producer was successful at producing events in Estes
Park, Boulder, Denver, etc. prior to Avon however our venue, policies and protocols were new to
him. There were a many challenges and concerns worth noting; (1) confusion and frustration of
vendors with sales tax licensing procedures through MuniRev’s (Town of Avon on-line tool), (2) set-
up was not well communicated or executed; and, (3) the perceived quality of the offerings.
I believe the producer did a fair job and with additional oversight and direction from the Town, has
potential. I have a placeholder in the calendar for Avon Art Festival to return. The producer has
confirmed his intent to return in 2021 should conditions allow and requests the Town consider a
three-day festival. See the Post Event Brief attached as Exhibit G.

CURRENT ACTIVITY & PLANNING:
1. Art in Avon Walking Map – I have been working with Community Development, Public Works and
Finance Departments as well as Knox Galleries and Hoffman Properties to internally improve
identification, asset inventory, maintenance and status report of the bronze sculpture collection in
Avon. And, with the goal of raising the awareness of art in Avon, developed a “Sculpture Map”
through Zehren & Associates and attached as Exhibit H.
As you can see, the map includes Town and Hoffman owned pieces, as well as those on loan
through Know Galleries and only includes bronze statues. I plan to add the locations of the 2015
Carrie Fell mural on Lettuce Shed Lane, the playable music instruments and historical markers
which are planned for installation in the spring. Also, pending 2021 budget approval, the mural at
the Rec. Center will be added. Ultimately, the Art in Avon Walking Map represent all art in Avon
and be available on the Town’s website in a downloaded format, through lodging properties,
concierges, restaurants, visitor center and other local and regional locations.
2. CRUSH Walls – Pictures speak louder than words! This file is too large to send and will be
presented during the meeting.

WEATHER DURING EVENT Weather was great except for Sept. 10th when we
had to cancel because of cold.
BRIEF EVENT DESCRIPTION CCM Events was excited to offer
“Possibilities in Avon: Weekly Art Expo” to be
held in Possibilities Plaza in Avon, Colorado.
This Weekly Art Expo hosted up to 10 fine art
booths featuring painting, jewelry, ceramics,
metal and woodwork. We invited the public to
join us in Avon and explore the possibilities!
CASH FUNDING IN-KIND FUNDING:
ESTIMATED
Third Party Produced - In Kind funding was
$2000. Also contributed by Public Works labor
hours was delivering fencing, portable restrooms,
hand washing stations each Weds. Also the
delivery and installation of the turtle boxes each
week.
EXHIBIT E - EVENT OVERVIEW - TOWN OF AVON
PRODUCER OBSERVATIONS/RECOMMENDATIONS
In general as a “get our feet wet” experience for our weekly venture, it was a good start. Ideal
dates for 2021 would be a start in mid June and finishing in mid August running every week.
Functioned Well: The facility is perfect, the load in easy, the signage perfect for capturing
“drive by” folks, and the patrons were of a very high quality.
Areas for Improvement/Adjustment: As for improvement, I am excited that with some
additions and support, we can build our weekly market to rival the Vail weekly market. Here are
3 areas I would like to see improved and contributed to.
1.Add Music and/or street performers - I would like to see a concerted effort to make the
Weds into not only an artists market but also a weekly lunch concert/performance series.
Boulder has a very successful series that runs during the weekday lunch time on their
walking mall. I would ask for a budget from the town to pay the musicians/ performers to
run along side the Possibilities In Avon weekly market. Say 12 pm to 2 pm.
2.Food trucks - Can we advertise to and secure a food truck or two to be a part of every
market? “Lunch, entertainment, art - all in Avon every summer Wednesday.” Let’s draw the
Avon working public out to the mall every Wednesday plus the Avon/Beaver Creek 2nd
home owners.
3.Increase the advertising budget. I did the market for free to the artists this year to “get our
feet wet” and refine the process. I also spent money on 1/4 page ads on Weds each week in
the Vail paper and did Home Page Banner lockouts on their website every WEDS. I was
happy to invest in the future of a quality event in Avon but have hope we could ramp up our
marketing/ advertising budget to get off to a better start next year.
Public Health Order Phase 3 Amended (Black): July 17, 2020 - CCM Events
Operation Procedures implemented the current Eagle County Public Health
Order for outdoor gathering events and only accommodated 175 at one time on
the Possibilities Plaza.
Operations & Logistics: All was great. The toilet delivery and the moving of
picnic tables was so appreciated.
Production & Talent: Let’s continue to build a “high quality” event.
Security, Medical, & Emergency Response: No issues
Sanitation: Fine
Resource Recovery: ?
Marketing, Promotions & Communications: CCM Events produced 1/4 page ads on
Weds each week in the Vail paper and did Home Page Banner lockouts on their website every
WEDS. CCM Events also did social media posts, live videos, and paid boosts of posts each
week. The Town of Avon did weekly social posting on Facebook and Instagram, sent out a press
release, created an event page on their website and sent out two emails to their concierges list.
Transportation & Parking: The parking for artists and their trailers went
extremely well using the old town hall lot. My hope is that will continue with
whatever is happening amidst the demolition.

moved forward in a careful and conscientious
manner with a fine art show of 40 artists’
booths, all socially distanced, with everyone,
artists and patrons alike, wearing masks. This
outdoor juried show included painting,
sculpture, jewelry, ceramics, metal &
woodwork, and much more

PRODUCER OBSERVATI0NS/RECOMMENDATIONS
It was our pleasure to present this show to the residents of Avon and the area. The reception of
the patrons was tremendous and demonstrated a true hunger for both events and fine art in the
area. Reports from the artists also confirm this assessment. The setting in the park was both
beautiful and functional. To pull off an event with this degree of success in the COVID era in
nothing short of a homer. We look forward to continuing our relationship with the Town of Avon
for years into the future.
Functioned Well:
Especially of note in the “Functioned Well” category was the logistical assistance in planning
and implementation of the town staff. Your efforts were so professional and helpful and so far
beyond my previous experiences at other venues/towns you should be commended. Also, the
layout served the artist’s by providing a more commercial flow for patrons to bounce from booth
to booth.
Areas for Improvement/Adjustment:
I have 4 areas I wish to discuss in terms of Improvement/Adjustment going forward.
1.The dog policy - I would like to discuss the possibility of a special exemption of this policy
for the art festival. Since I personally manned the entrance gate, I ran into many instances of
unhappy customers in regards to the policy. It also puts myself and my staff in a difficult
position since the policy is a town ordinance but we are not town officials. I certainly see the
need for the ordinance in regards to large music events but the art festival crowd and flow is
“a different animal.”
2.The quality of vendors and how it ripples through the patrons’ perception. We are
competing with fine art festivals in Vail and Beaver Creek. While it is impossible to control
exactly who applies to a show and as a promoter you need to fill spaces, it is the reputation
of a promoter that attracts high quality artists, especially when starting new events. Avon has
much better facilities, parking, accessibility, and infrastructure than either Vail or Beaver
Creek. But we cannot afford to have events that don’t measure up to those venues if we wish
to compete. I am concerned about my reputation getting confused with other promoters and
their level of quality and thus overcoming patrons’ perceptions because of that confusion.
Artists confirmed similar questions and comments from patrons as well.
3.The Date - This discussion piggy backs on #2. While I prefer mid to late July when the
town is the busiest, I want to have a more clear picture as to what other events are planned
when to access the correct timing for the festival.
4.Local Tax Process - Lastly, while the COVID situation impacted my ability to know exactly
who was coming to the show, I do not anticipate that fluid of a situation moving forward.
That said, the taxation process was a source of confusion and angst for artists. Even myself
who is very tech savvy had a difficult time with discrepancies between instruction and the
links on the site. Also, the back and forth nature of the process was confusing - sign up,
confirm email, wait for town to approve and set up license, go back in and pay the license,
go back in and pay the taxes, etc…
Public Health Order Phase 3 Amended (Black): July 17, 2020 - CCM Events
Operation Procedures implemented the current Eagle County Public Health
Order for outdoor gathering events and only accommodated 175 at one time in
the festival grounds.
Operations & Logistics: All was great.
Production & Talent: Let’s continue to build a “high quality” event.
Security, Medical, & Emergency Response: My overnight (6 pm to 8 am)
security reported no significant incidents.
Sanitation: The cans and tents were very much appreciated. My only concern is
that the bags do not stay in place on the garbage cans.

Marketing, Promotions & Communications: See attached ads in the Vail paper -
Friday Sept 11th - 1/2 page ad, Saturday Sept 12th - Full Page Ad, Sunday
Sept. 13th Full page ad. Facebook campaigns = $634. Fuller color posters
placed around town. 2 x railroad bridge banners delivered on time for
installation.
Transportation & Parking: The parking for artists and their trailers went
extremely well using the old town hall lot. My hope is that will continue with
whatever is happening amidst the demolition.
Staffing: My only staffing concern is an official town staff person to man the
entrance gate if the dog policy continues.
