ROLL CALL Present: Committee Members – Chair Lisa Mattis, Timothy Haley, Ruth Stanley, Chris Cofelice and Kathy Ryan. Town Council – Amy Phillips Town Staff – Danita Dempsey and Ineke de Jong Absent: Committee Members – Jason Denhart, Pedro Campos Town Staff – Eric Heil Late Arrival: Town Council – Councilor Jake Wolf joined at 12:05 p.m. Committee Chair Lisa Mattis called the meeting to order at 12:01 p.m. 2. APPROVAL OF MINUTES No comments were made. There was no motion to approve the minutes from September 17, 2020. Chairperson Mattis took a vote and the minutes passed with a vote of 5 in favor and 0 opposed. Chris Cofelice made a motion to approve the minutes from October 6, 2020, Timothy Haley seconded that motion and it passed with a vote of 5 to 0. 3. PUBLIC COMMENT No public comments were made. 4. STAFF UPDATE A. BUDGET RETREAT Danita Dempsey expressed that council was presented option A without the Egg Hunt at the budget retreat in October and that is what council approved and what is included in the 2021 budget. We will roll with that and if the pandemic and budget allow for more, we can add in other events. Danita has drafted milestone dates to make decisions to move forward with events which can be seen in Exhibit B. It can be adjusted as needed. There were no committee comments. B. 2020 SPECIAL EVENT & ART RECAP Danita reported that 2020 was a lean year in terms of events as you might expect. Expenses were listed in Exhibit C and a photo recap was listed in Exhibit D. The Committee commented/inquired: A. The SunsetLIVE! events were lovely B. Kathy Ryan asked if Town Cleanup Day in 2021 could involve a local dive shop to include cleaning up the lake as there is a lot of trash at the bottom of the lake. AVON ARTS CELEBRATION D. COLORADO EVENTS Danita reported the committee has the post-event brief and staff comments in the packet and unless there are comments or questions, she suggested to move on. There were no committee comments. 5. CURRENT ACTIVITY & PLANNING A. ART IN AVON WALKING MAP Danita moved on to Exhibit F and expressed she is very excited about this project. She is working with Zehren and the Community Development and Finance departments to untangle the Bronze sculptures in Avon. The goal is to track the inventory and have it maintained, cleaned and properly categorized. Exhibit F identifies the locations. There will be a trifold piece of this map available at Town Hall and at local concierge desks. The Committee commented/inquired: A. Danita asked if the committee has an opinion on moving the Basket Dancers statue (location 39) to location 21. No comments were made. B. Amy Philips asked if there are plans to move the lasso (location 20) elsewhere as it looks out of place to her personally. Danita said that, at this point in time, there is no plan to have it replaced. C. Amy Phillips commented that the map looks fabulous and there is an opportunity to put map locations for performing arts. She suggested a paper insert with locations/times for the week with “performing/live arts”. Something like an ‘Art & Culture Week at a Glance’. Jake Wolf expressed he agreed with Amy’s idea. D. Jake Wolf said we should consider changing Possibilities Plaza to Heart of the Valley plaza. Kathy Ryan echoed that is a great idea and marketing tool. Danita said that eventually we would like an interactive/live map available on the website rather than a stationary printed map. She showed an example of the “Art in Vail” website. It shows the art with the locations and more info on the artist and the piece. Danita then showed a video called Paducah "Wall to Wall" Murals showing the town history of Paducah, Kentucky. This video features Timothy Haley’s hometown where the downtown area used to be depleted. He explained that the town passed a historical significance law to revitalize the town. The town history is painted as murals on the wall and under each mural there is a plaque telling you what is going on in the picture. Timothy suggested this could be an idea for Avon and there would be an opportunity to involve the historical society and we could tell the story about the waterwheel or Nottingham park. Avon has a rich history and it’s not being told. He said that there is a story that we can tell. A. Kathy Ryan said Tim sold her on this idea. B. Ruth Stanley agreed. C. Lisa Mattis said this concept feels like this gives the Culture & Arts part of the CASE committee some grounding and a framework. D. Timothy said we can tell the story better than just looking at Bronze Statues on the roundabouts on your way to Beaver Creek. How does Avon have an identity without a story? What makes us the heart of the valley? We need to tell a rich history and our story. E. Timothy said in Avon he would love to see this history on individual parcels of land rather than on walls. Danita explained that Historical Markers are part of a project that the Community Development department is working on. It is not as robust as what Timothy is saying but brings in heritage and culture. These markers will add to the Art Walking Map and there is synergy between the 2 pieces. G. Lisa said the Cohesive framework and process of involving the community in Paducah is what is so attractive. The Committee can assist with focusing on a cohesive framework (rather than the content). Danita expressed that another layer in the project is locations to put art in Avon. She connected with the Vail Valley Art Guild. West of Nottingham lake is one area that was pointed out. Danita showed a work in progress map showing pins where artwork can go. This is a longer-term vision, not just 2021. A. Kathy Ryan said after living in Avon for 20 years there are bronzes on the map she hasn’t seen and the map would be of interest to her. B. Amy Phillips said this is great overview that holds together culture and arts not just performing arts. She would like to work on finding a way to provide placemaking along the Southside of the lake. That area has beautification issue because of the railroads, and she could envision 3 to 4 stretches of wall there with art, cool benches, making it a nice place to stop and linger and not just pass through. C. Timothy Haley said on the South side of the lake he would like to see access to the Eagle River be more inviting and obvious to tie in fishing. He could also see some sort of Fitness and small circuit workout court. He would go for fishing and fitness rather than beautification. Amy pointed everyone’s attention to the access through the new bike path. It would be a good idea to put river access on the map. D. Timothy Haley said he will not step off the committee until we have a 20-year plan/framework in place. Timothy had to drop off the call at 12:55 p.m. E. Chris Cofelice wanted to take an opportunity to point out how the Eagle Valley Trail connects to the Nottingham lake trail for recreation. B. CRUSH WALLS Danita took the committee through the CRUSH Walls PowerPoint presentation. There was a lot of different arts including geometric art, classic art, art with statements and ‘street’ art. She pointed out that completely different pieces can flow together well or live side by side. The Committee commented/inquired: A. WOW! B. Feels very urban, love looking at it, but from a distance. C. Jake wolf expressed an idea for live art and projecting live Warren Miller film as art on the wall D. Like the owl and the nature side of things E. Like the urban street art but would look odd in Avon. Having video performances on a wall would be really cool. F. Animals, flowers, true to place would be great. G. Social messaging would be jarring. Could we activate the buildings without urban look/feel. PLANNING A. 2021 ART IN AVON The Committee discussed the meeting frequency in 2021. Lisa feels we have been exploring Culture & Arts very tactical. We need a multi-year vision and move in a single direction together. We need to determine a process and a comprehensive framework, not the details such as art pieces and locations. She asked how the committee felt about moving to quarterly meetings and have fewer meetings but discuss at a higher level and meet slightly longer, probably 120 minutes. A. Lisa Mattis expressed the monthly meetings require extensive pre-planning work from Danita and this is not sustainable and we must work together to make the committee ‘manageable’ to Danita and staff. The expectations of the committee will need to change in 2021 as the event staffing will be significantly smaller than in years past. B. Kathy Ryan expressed she would like to meet more regular outside of event season. And have a beefier schedule and agenda in off-season and a leaner one in event-season. C. The next meeting is scheduled for January after the 2021 budget is approved. After some discussion the committee agreed to try quarterly meetings and Lisa said we can always go back from quarterly to monthly meetings after Q2. Amy Phillips dropped off at 1:23 p.m. Jake Wolf dropped off at 1:24 p.m. Danita and Lisa reminded that committee that some terms are coming to close and we can talk about that in January.
