ROLL C ALL Present: Committee Members – Chair Lisa Mattis, Jason Denhart, Timothy Haley, Pedro Campos, Ruth Stanley, Kathy Ryan and Chris Cofelice Avon Town Council - Sarah Smith-Hymes, Amy Phillips, Jake Wolf, Scott Prince, Chico Thuon, Tamra Underwood and Jennie Fancher Town Staff - Eric Heil and Ineke de Jong Absent: Town Staff – Danita Dempsey 2. APPROVAL OF MINUTES Meeting minutes from the September 17, 2020 regular CASE Committee meeting were not presented during the October 6, 2020 Joint Council Work Session. They will be presented during the November 11, 2020 regular CASE Committee meeting for consideration and approval or approval with revisions. 3. MEETING MIN UTES FROM THE OCTOBER 6, 2020 JOINT WORK SESSION ARE PR OVIDED BELOW AS CAPTURED DURING REGULAR TO WN COUNCIL MEETING : 5. BUSINESS ITEMS 5.1. Joint Meeting of Cultural Arts and Special Events with Council ACTION/DIRECTION: Mayor Smith Hymes wanted to give a big shout out to Danita Dempsey for the excellent packet materials. Eric Heil presented options A and B and explained it is not an either/or choice but anything in between and no one will know what will be possible next year and it’s all dependent on the public health orders. Council was asked for comments and what chairperson Lisa Mattis heard is "if it’s safe to do so, then option B" and "need to know decision cut off dates". Mayor Smith Hymes asked to move Town Clean-up Day away from memorial weekend and thought we should think of pop-up music in other places instead of just the Main Street Mall. Lastly, she wants to be more conservative/realistic about revenue targets and sponsorship dollars. Another comment was "scalability/adaptability is key and it's easier to scale down than to scale up". Several councilors expressed concern about the ticketed event and expenses for that. Mayor Pro Tem Phillips also asked to scale back Salute to the USA until we know what winter tax revenues for the town look like. Mr. Barry Robinson made a comment, he has an idea to support young kids in the valley that are musicians to play 15/20 minutes on the stage as some pop-up music to give them some experience. Eric wrapped up the discussion saying he heard consensus we will present option B without the expense/revenue of the Heart & Soul festival proposal. The idea for this ticketed festival deserves continued discussion with the new council in the new year.
