1. ROLL CALL
Present:
Committee Members – Chair Lisa Mattis, Kathy Ryan, Chris Cofelice, and Ruth Stanley
Avon Town Council - Amy Phillips, Jake Wolf
Town Staff – Eric Heil, Danita Dempsey, and Ineke de Jong
Absent: Timothy Haley, Pedro Campos, Jason Denhart
Committee Chair Lisa Mattis called the meeting to order at 12:01 p.m.
2. APPROVAL OF MINUTES
No comments were made. Chris Cofelice moved to approve the May meeting minutes. Kathy Ryan seconded the
motion and the motion passed unanimously.
3. PUBLIC COMMENT
No public comments were made.
4. STAFF UPDATE
A. AVON
Chair Lisa Mattis introduced this agenda item to the Committee and asked what the Committees’ opinion was of the
two event seasons and budgets of included in the packet? Town Manager Eric Heil elaborated that anything in
between is an option as well.
The Committee commented/inquired:
A. They liked having the two options for the event season depending on how public health orders.
B. They wish there were an in between option.
C. Is the Team Swim part of the agenda?
D. The Committee would like collaboration and coordination with the Recreation Department’s calendars.
Pedro Campos joined the meeting at 12:03 p.m.
B. REGIONAL
Staff did not have any regional updates to share with the Committee.
5. CURRENT ACTIVITY
A. SHORT TERM
CASE Manager Danita Dempsey explained to the Committee the rest of the events planned for the Summer, including
the remaining SunsetLIVE! events and upcoming art festivals.
B. LONG TERM
The Committee discussed the long-term activity during the Planning agenda item.

6. PLANNING
Town Manager Eric Heil opened the conversation about the two events budget options: Option A would be an events
season like we have had this year, but with the ability to still host AvonLIVE! and other smaller events. Option B is
premised on all public health orders being lifted. It would include adding two more signature events, the Heart and
Soul Festival and the Best of the West. CASE Manager Danita Dempsey discussed the details of each option.
The Committee commented/inquired:
A. We are not in charge of our destiny: COVID is.
B. I am skeptical that we will be able to have a big event in June but am hopeful for the September
programming.
C. I would like more information about the new events.
D. The $600,000 difference between the budgets is too much. The budget overall is too large.
E. The amount of litter in the park is not being handled; the lake is filled with face masks and plastic bottles.
F. We should be considering the impact these events have on our environment.
G. Planning for something between Option A and B is wise.
H. Some members are hesitant about the circus, and others would like to give the company a chance to
produce the event safely.
I. We should talk about the revenues and the availability of funding.
J. Are concessions not allowed because of Public Health Orders?
K. Would we continue the BYOB policy in the park with Option B?
L. Do you have milestone dates to determine when to proceed with Option B?
M. Would you say that Option B would be your typical budget in any year?
N. We should remain cautious because we had a jump in cases after July 4 th and that could happen again
near Thanksgiving.
O. I am cautiously optimistic about the upcoming season.
The Committee would like to remain focused on the locals, but still want s to embrace visitors.
The Committee next inquired about the budget and if it is realistic given the current conditions. Town Manager Eric Heil
explained to that Summer revenues have been strong, but the Town is still unsure about how the ski season will turn out.
Twenty percent of Town revenue is generally earned in the last two we eks of December. He believes that the end of 2020
should be close to the “Best Case Scenario” Town staff had predicted. He believes it will be best to be prepared for either
scenario, rather than waiting to prepare a bigger events season if capable.
After discussing the budget, Chair Lisa Mattis asked the Committee what their comments were regarding the content in
Option B. CASE Manager Danita Dempsey explained the new events to the Committee. The Heart and Soul Festival will
be a music festival, the Best of the West will be a local’s musician competition, and Summer’s End will be like a bookend
party for the end of the events season.
The Committee commented/inquired:
A. What is Pose and Paddle? How could it be on the same weekend as the Swim Meet?
B. Smaller events disperse people away from the park and spreads people around Town.
C. I agree not everything needs to be at the park, the event near Loaded Joes has been successful.

D. I do not agree with hosting the Heart and Soul Festival. In the past, music events have not been success and
that will cost more money than Salute.
The Committee discussed their recommendation statement for Council regarding these flexible budget options. Chris
Cofelice made a motion to recommend the Option B budget to Council, Pedro Campos seconded the motion. The motion
passed by a vote of 3-1.
Amy Phillips lost connection to the meeting at 12:57 p.m. and rejoined at 1:04 p.m. She left again at 1:08 p.m.
7. ADJOURNMENT
The meeting adjourned at 1:35 p.m.
