1. ROLL CALL
Present in Person: DDA Board Chair Tony Emrick, DDA Board Vice-Chair Brandt Marott, DDA Board Secretary
Chris Neuswanger, and Board Members Rob Tartre, Doug Jimenez, Bill Glaner, Wayne Hanson, Matthew
Fitzgerald, and Councilors Rich Carroll as Primary and Chico Thuon as Alternate.
Present Virtually: Board Members Marcus Lindholm and Scott Tarbet.
Staff: Town Manager Eric Heil and Town Clerk Miguel Jauregui Casanueva Absent: None
The meeting was called to order at 5:00 p.m. Town Manager Eric Heil presided over the meeting until an Avon
DDA Chair was elected.
2. APPROVAL OF AGENDA
Board Member Jimenez made a motion to approve the Agenda, as presented. Board Member Neuswanger
seconded the motion. The motion was approved unanimously with an 11-0 vote.
3. DISCLOSURE OF ANY CONFLICTS OF INTEREST RELATED TO AGENDA ITEMS
Town Manager Eric Heil explained the definition of conflict of interest to the newly elected Board Members, and
no conflicts of interest were disclosed.
4. PUBLIC COMMENT
No public comments were made in person nor virtually.
5. BUSINESS ITEMS
5.1 Overview of Avon Downtown Development Authority
Town Manager Eric Heil delivered a presentation to the Board Members related to the Avon DDA, including
a careful review of the Avon DDA Statute adopted in the Avon Municipal Code.
5.2 Adoption of Simplified Rules of Order
Board Member Neuswanger made a motion to approve the simplified rules of order, as presented. Board
Member Jimenez seconded the motion. The motion was approved unanimously with an 11-0 vote.
5.3 Appointment of Officers
After a nomination process was followed by a vote, Board Member Glaner made a motion to appoint Tony
Emrick as Avon DDA Chair and Brandt Marott as Avon DDA Vice-Chair. Board Member Marott seconded
the motion. The motion was approved unanimously with an 11-0 vote.
After a nomination process was followed by a vote, Board Member Tartre made a motion to appoint Chris
Neuswanger as Avon DDA Secretary. Board Member Jimenez seconded the motion. It was unanimously
approved with an 11-0 vote.
Town Manager Eric Heil was designated Executive Director of the Avon DDA.
5.4 PUBLIC HEARING: Adoption of Avon Downtown Development Authority Plan
Town Manager Eric Heil delivered a presentation of the Avon DDA Plan. He noted that it is necessary to
add business survey results under Appendix C to the DDA plan, and carve out the Confluence Metro District,
Avon Station Metro District, and Village Metro District from the bottom of Page 3 of the Avon DDA Plan.

Board Member Lindholm asked that for the Village Metro District, there be an amendment to the plan to
state that it may be extended beyond the December 31, 2053 deadline with the verbiage “…or such longer
period if extended by statute or as otherwise negotiated.”
Councilor Carroll noted that Section 6.1 of the Avon DDA Plan should also be amended to state “AT LEAST
50% of funding…”.
Avon DDA Chair Emrick opened the floor to the public hearing, and no public comment was made in person
nor virtually.
At approximately 6:15 p.m., Board Member Tarbet left the meeting virtually.
Board Member Jimenez made a motion to approve the Avon DDA Plan, as amended with the changes
indicated above. Board Member Marott seconded the motion. The motion was approved unanimously with
a 10-0 vote of those present.
5.5 Discussion of the Avon DDA Board Meeting Schedule
Proposals from Staff and Councilor Carroll were to set a quarterly meeting schedule, while Secretary
Neuswanger and Board Member Hanson suggested monthly meetings. After deliberations, DDA Board
Chair Emrick noted consensus from Board Members in support of a quarterly meeting schedule starting
2024, and suggested that the next two meetings be held on December 4, 2023 at 3 p.m. and February 5,
2024 at 3 p.m.
6. ADJOURNMENT
DDA Board Chair Emrick adjourned the meeting at 6:51 p.m.
