The duplex totals 9,420 square feet in size. Materials proposed include: stucco, wood lap siding, board and batten wood siding, cultured stone, asphalt shingles, and wood clad windows. A duplex on the lot to the west (Lot 42C) has recently been completed, and the lot to the east (Lot 42A) has a final design approval but no building permit. Sketch & Final (Fast track) Design Plan (5:50pm-6:00pm) A. Lot 2, Block 4, Wildridge Subdivision 5792 Wildridge Road East Applicant/Owner: Tab Bonidy, TAB Associates, Inc. [Tab 3] Tab Bonidy is proposing a single-family residence on Wildridge Road East. The building comprises a total of 4,201 square feet, with a total livable square footage of approximately 3,018 square feet. This residence features an attached 3-car garage and takes advantage of mountain views. Staff has accepted this application as a "fast track" review, combining both sketch and final design reviews into one. This single-family is a pueblo revival style home defined by its use of parapet walls, earth tone stucco use, rounded edges and projecting wooden beams. Vlll. Sign Design (6:00pm - 6:10pm) A. Lot 32/33, Block 1, Benchmark at Beaver Creek Subdivision 780 Nottingham Road Applicant: Becky Maddux, Select Surfaces, Inc. [Tab 4] The applicant, Becky Maddux, is proposing one tenant sign on the south side of the Beck Building. The sign is 24 square feet (8' x 3') and would be a backlit fluorescent cabinet box with an acrylic face. Call to Order The meeting was called to order at 6:05 pm. 11. Roll Call All Commissioners were present. 111. Additions and Amendments to the Agenda There are no additions or amendments to the Agenda. IV. Conflicts of Interest Commissioner Karow disclosed a conflict of interest with Item VI, Master Sign Program, Lot 22, Block 2, Benchmark at Beaver Creek Subdivision, 240 Chapel Place. V. Consent Agenda Commissioner Smith motioned for the approval of the Meeting Minutes from the February 3,2003, Planning & Zoning Commission Meeting. Commissioner Neville seconded the motion. The motion passed unanimously. VI. Master Sign Program A. Lot 22, Block 2, Benchmark at Beaver Creek Subdivision 240 Chapel Place Applicant: Greg Gastineau, Timberline Management Greg Gastineau, property manager for Chapel Square, is proposing a Master Sign Program (MSP) for the entire Chapel Square PUD. This application allows all existing signage on the property remain in place, and sets standards for new monument signs, banner signs, and new tenant signs. The monument and banner signs will be reviewed. Matt Pielsticker presented the Staff Report. Banner seasonal color options were presented. Commissioner Evans felt the Applicant should present the color schemes. Commissioner Neville recommended that Staff select the banner colors. Staff is comfortable with the authority of approving color schemes for banners as long as the banners comply with the Design Guidelines and the Master Sign Program. Commissioner Smith made a motion to approve the Master Sign Program for Chapel Square PUD with the 6 listed conditions, to amend Condition #3 to require the Town of Avon Community Development Staff approval for any future banner design or color changes, and the Christmas season sign would have an approved time of 90 days from November 1St to January 31St yearly. Commissioner Neville seconded and the motion passes unanimously. VII. Lighting Ordinance Discussion - OPEN TO PUBLIC This is a work session to discuss a new Town Lighting Ordinance to be adopted by Town Council. Discussion will include the timeline for approval, goals and objectives, design themes, and what other municipalities have done and the strengths and weaknesses of already adopted lighting ordinances. This work session is open to the public and input is encouraged. Matt Pielsticker recapped the Lighting Ordinance. The draft is missing the methods of measurement for new applications, the maximums of wattage for residential, commercial, etc., and a breakdown of the Town into different zones dependent on need such as parking needs more light than residential. Ruth Borne continued the discussion that based on the work session, review of the following primary issues were addressed: the enforcement aspect regarding fines, penalties and interest for non-compliance, structuring similar time periods for residential and commercial conversion to ordinance, distinguish incentives between residential, commercial and mixed use projects, the purchase of measurement tools for lighting levels, schedule a night tour of Avon to review the lighting issues, like to see a sliding scale with regard for the amortization schedule so that as time goes on the incentive decreases in order to incite immediate compliance and press release to encourage the public to attend work sessions. Commissioner Evans mentioned time frames and the need to pursue the greater percentage of lighting objectives on the front end. He felt there should be greater exceptions regarding special event lighting, emergency lights, and streetscape lighting and that Town should be as accountable as the private and business sectors in complying. The municipality would cover Village of Avon lights. There is a need for set guidelines to be created. Though we have an outline of the schedule, we are hoping to provide the objectives of the lighting guidelines at the next Planning and Zoning Meeting. Larry Brooks, Avon Town Manager, presented the need for press releases and public involvement, as well as restructuring our adoption process and action plan which will take some additional time and may change the proposed adoption schedule. Design Review Considerations According to the Town of Avon Residential, Commercial, and Industrial Design Review Guidelines, Section 7, the Commission shall consider the following items in reviewing the design of this project: 1. The conformance with setbacks, massing, access, land use and other provisions of the Town of Avon Zoning Code. • Allowed use: A duplex home is an allowed use for this lot. • Density: The lot is zoned for 2 units. • Lot Coverage: Maximum site coverage allowed for this PUD is 50%. This project is in compliance with the Zoning Code, proposing 27% lot coverage. • Setbacks: As proposed, the design appears to be in compliance with all setbacks. • Easements: The 10' Slope Maintenance, Drainage, and Snow Storage Easement at the front (north) side of the property must be labeled correctly on the Site Plan. Landscaping (2 trees) and a portion of a retaining wall are proposed within the 7.5' Utility and Drainage Easement on the west side of the property. The placement of landscaping improvements is discouraged, but may be done so at the risk of the property owner. The proposed boulder wall must be removed from this easement. • Building Height This design is in conformance with the 35-foot maximum allowable height requirement. As proposed, the building approaches 34.5' in height. The owner of Lot 42A has granted permission for "construction storage, disturbance, and grading during construction" onto his property. • Parking: 6 parking spaces are required for this project, and it appears that 7 functional spaces (including garage spaces) are proposed. • Snow Storage: Ample on-site snow storage is provided with 869 square feet. 835 square feet o f snow storage is required for the size o f the proposed driveway. The provided storage areas exceed the Town's 20% of paved surfaces requirement. • Landscaping: It appears that the Landscaping Plan is in conformance with the Town guidelines. However, a rain sensor must be utilized with the irrigation system, and a note added to the Landscape Plan. Approximately 12.9% of the landscaped area is irrigated, which complies with the Town's maximum requirement of 20%. Limited sod areas are proposed on the Landscape Plan. It is recommended that one of the low water use lawn grasses from the Recommended Plant List within the Design Guidelines (Appendix 1) be incorporated in the Landscape Plan. 2. The general conformance with Goals and Policies of the Town of Avon Comprehensive Plan, and any sub-area plan which pertains. The project generally complies with the Town of Avon Comprehensive Plan. 3. Whether adequate development rights exist for the proposed improvements. Adequate development rights exist in the Wildridge PUD for the proposal. 4. The sketch plan is in general compliance with all design requirements. • Site Development: o Site Design: The building appears to be compatible with the site, and should blend in well with the site. The site layout takes advantage o f mountain views, while also considering passive solar use with plenty o f southern exposure. The areas directly adjacent to the garages may accumulate ice and snow in the winter without significant sun exposure. o Site Access: The driveway access grades are in compliance with Town standards. The access is perpendicular to the street and blends well with the natural contours o f the site. o Parking and Loading: The parking spaces provided are in compliance with Town standards. o Easements: As stated, obstructions will be placed in the 7.5' Utility and Drainage Easement on the west side o f the property. The proposed boulder wall must be removed prior to submittal for Final Design. o Site Grading: All grading appears to comply with Town standards. A letter from the adjacent property owner (ASE, Inc.) allowing grading onto their property has been received. The proposed grading appears to exceed 21 in this area. This must be clarified prior to submittal for Final Design. o Drainage: Positive drainage is provided away from the building and appears to function on the site. The culvert at the driveway entrance should match the Town of Avon standard driveway culvert detail. This may require additional grading to comply with Town standards o Snow Removal and Storage: Ample snow storage is provided on-site. o Sidewalks: There are no sidewalks on Longsun Lane. • Building Design: o Design Character: The building takes advantage of solar gain and view corridors. The building design and location should not affect adjacent property owners. o Building Height: As proposed, the height one o f the ridges is within 18 inches of the Town's maximum height requirement. Compliance with the Town's 35-foot height requirement will be confirmed with a framing ILC. o Building Materials and Colors: The proposed building materials (stucco, wood lap siding, board and batten wood siding, cultured stone, asphalt shingles, and wood clad windows) comply with the guidelines. Colors have already been submitted and appear to comply with the Guidelines. Indigenous natural colors are provided. o Exterior Walls, Roofs, and Architectural Interest: All roofs are in compliance with Town standards with 6:12 and 8:12 pitches. The proposed asphalt shingles must be of high quality and carry a minimum weight of 300 pounds per square foot. o Outdoor Lighting: Light spillover to adjacent properties must be minimized, and the proposed 150-watt lights may extend to the adjacent properties. The new Town Lighting Ordinance will likely require a full-cutoff light fixture with the proposed wattage. It is recommended that another light fixture which is a full- cutoff or a reduced wattage bulb be utilized in this application. o Landscaping: A rain sensor must be installed with each new irrigation system, in order to interrupt irrigation in the event of a significant rainfall. A note referring to the use of a rain sensor must be included on the Landscape Plan, and an inspection for the rain sensor will be conducted prior to issuance of a Certificate of Occupancy. o Duplex Developments: The proposed duplex is designed in a manner that creates an integrated structure on the site and appears to comply with the intention o f the Guidelines. The design creates a unified structure with enough variety and architectural interest to distinguish a duplex from a single family. Staff Recommendation Staff recommends sketch design approval for the duplex located on Lot 428, Block 4, Wildridge with the following conditions to be resolved prior to final design submittal: 1. The garage slab elevation should be labeled on the Site Plan (sheet Al.1). Figures 9 and 3 on sheet A3.1 appear to be incorrectly labeled. 6. A note referring to the use of a rain sensor must be included on the Landscape Plan, and an inspection for the rain sensor will be conducted prior to issuance of a Certificate o f Occupancy. 7. A retaining wall may be necessary at the south side of the patio for the east unit. 8. The boulder wall encroachment into the side yard 7.5' Utility and Drainage Easement must be removed. 9. It is recommended that another light fixture which is a "full-cutoff' be utilized if proposing a 150 watt bulb. A full-cutoff fixture allows no light to be projected at or above a horizontal plane located at the bottom o f the fixture. 10. Existing contours 8508 and 8506 are not indicated on the Site Plan. The proposed grading appears to exceed 2:1 in this area. Please clarify. 11. This residence features an attached 3-car garage and takes advantage of mountain views. The lot is exceptionally flat for the Wildridge PUD, with no existing grades exceeding 40% slope. At the March 6,2001 Commission meeting a duplex with a very similar design was approved for this lot. That design approval has since lapsed, and now a single-family design is proposed. Staff has accepted this application as a "fast track" review, combining both sketch and final design reviews into one. Like the previously approved duplex design, this single-family is a pueblo revival style home defined by its use of parapet walls, earth tone stucco use, rounded edges and projecting wooden beams (vigas). Asphalt shingle roofing is proposed with this application along with aluminum- clad windows. Materials and colors have been modified since the original design approval and now comply with the Design Guidelines. Design Review Considerations According to the Town o f Avon Residential, Commercial, and Industrial Design Review Guidelines, Section 7, the Commission shall consider the following items in reviewing the design of this project: 1. No portions o f the house encroach the easement, however, improvements will be located in the easement including: boulder walls, landscaping, pavement, and a culvert. Grading of the berm within this easement will limit access to the easement. The applicant (and owner) of the lot has submitted a signed waiver to allow for full use of the easement by the Forest Service. • Building Height: This design is in conformance with the 35-foot maximum allowable height requirement. • Grading. Grading is proposed onto the adjacent property. A letter of approval from the neighboring property owners (Lot 1, Block 4, Wildridge) has been received by staff. It appears that the Survey provided with this application was issued prior to issuance o f the TCO of the adjacent lot. Some of the conditions on the TCO for the adjacent lot included completing grading, landscaping and inspection of the drainage pipe. A revised survey o f this area needs to be provided due to the drainage and proposed grading. Revisions to the grading, drainage and landscaping may be necessary. • Parking: Three parking spaces are required for this project, and 6 spaces (including garage spaces) are proposed. • Snow Storage: Ample on-site snow storage is provided with 700 square feet. Approximately 365 square feet o f snow storage is required for the size o f the proposed driveway. • Landscaping: It appears that the Landscaping Plan is in conformance with the Town guidelines. However, a rain sensor must be utilized with the irrigation system, and a note added to the Landscape Plan. Roughly 14.4% of the landscaped area is irrigated, which complies with the Town's maximum requirement of 20%. The Landscape Plan indicates a total irrigated area of 3.3%, which must be corrected. No sod is proposed with this plan. The landscape berm on the west side of the property, within the 20' Forest Service Easement, must be removed in order to facilitate potential future access. Additionally, the proposed landscaping located within the Public Right-of-Way must be removed. 2. The general conformance with Goals and Policies of the Town of Avon Comprehensive Plan, and any sub-area plan which pertains. The project generally complies with the Town of Avon Comprehensive Plan. 3. Whether adequate development rights exist for the proposed improvements. Adequate development rights exist in the Wildridge PUD for the proposal. 4. The final design plan is in compliance with all sketch plan approval criteria and with all final design plan submittal requirements. • Site Development: o Site Design: The building appears to be compatible with the site, and should blend in well with the site. The site layout takes advantage o f mountain views, while also considering passive and active solar use with plenty of southern exposure. The grade ofthe first 20 feet of driveway adjacent to the garage exceeds 4%. This must be corrected and verified with spot elevations prior to submittal for a building permit. o Easeme/its: As stated, obstructions will be placed in the Forest Service' s 20- foot Access Easement. A signed waiver from Tab Bonidy has been received to accept the potential future use of the Easement. The landscape berm must be eliminated prior to building permit submittal. o Site Grading: Grading is minimized on this site due to the relatively flat existing grades. The current survey is based upon site conditions prior to completion of Lot 1, Block 4, Wildridge (Certificate of Occupancy) which involved grading on the access easement. The drainage and grading on the property within the platted Forest Service Easement must be resolved. o Drainage: Positive drainage is provided away from the building; however, the existing conditions must be verified and provided to address the impact o f this project. A revised survey which includes this area must be submitted. o Snow Removal and Storage: Ample snow storage is provided on-site. o Sidewalks: There are no sidewalks in Wildridge. • Building Design: o Design Character-. The building orientation takes advantage of solar gain and view corridors. o Building Height: As proposed, the height o f the building is in compliance with the 35-foot allowance. The maximum height of the structure is approximately 32 feet. o Building Materials and Colors: The proposed building materials (stucco, timbers, and asphalt shingles) are o f high quality and comply with the guidelines. The proposed colors are indigenous and encouraged by Town guidelines. o Exterior Walls, Roofs, and Architectural Interest: AU proposed materials are encouraged with the design guidelines. A timber truss assembly at the front entryway and courtyard provides structural design interest and is appropriate with a pueblo style home. o Outdoor Lighting: Staff does not support the proposed light fixture due to its light projection directly into the sky. Glare beyond the property may be experienced with the proposed light fixture. A revised light fixture must be approved by staff prior to issuance of a building permit. • Landscaping: o Design Character: The landscaping proposed recognizes that drought conditions prevail in our region. The tree species proposed are tolerant of drought episodes. The correct irrigated area (14.4%) must also appear on the Site Plan. A rain sensor must be installed with each new irrigation system in order to interrupt irrigation in the event o f a significant rainfall. A note referring to the use of a rain sensor must be included on the Landscape Plan, and an inspection for the rain sensor will be conducted prior to issuance of a Certificate of Occupancy. o Erosion Control. All erosion control measures appear adequate. Additional erosion control including straw bales may be required by staff during the construction process as needed. o Retaining Walls: Retaining walls are limited with this design submittal and are only proposed near the inlets and outlets of the culverts. Boulder walls should indicate top of wall and bottom of wall elevations. 5. The compatibility of proposed improvements with site topography, to minimize site disturbance, orient with slope, step building with slope, and minimize benching or other significant alteration of existing topography. The design appears to be compatible with the site as long as the grading and drainage is resolved between the two properties as it relates to the Access Easement. 6. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. The project will not dominate the landscape of the property. The architectural style and scale o f the proposed development is appropriate. 7. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. This project will create minimal impact to neighbors and will not create monetary or aesthetic impairment to the adjacent properties. 8. The general conformance of the proposed improvements with the adopted Goats, Policies and Programs for the Town of Avon. The project generally conforms to the adopted goals and policies of the Town. Staff Recommendation Staff is recommending approval o f the Sketch/Final Design plan for the single- family home located on Lot 2, Block 4, Wildridge Subdivision with the following conditions to be resolved prior to submittal for a building permit: 1. The sign is 24 square feet (8' x 3') and would be a backlit fluorescent cabinet box with an acrylic face. This sign is for Select Surfaces, Inc. and would replace the unlit sign that is currently in use by the tenants. Design Review Considerations According to the Town of Avon Sign Code, Section 15.28.070, the Planning & Zoning Commission shall consider the following items in reviewing proposed designs: 1. The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located. The Municipal Code discourages interior-lit box-type plastic signs. However, there are signs constructed with the same materials in the area and on the same building. If determined appropriate to the location, the Sign Code states that this type of sign may be approved at the sole discretion of the Commission. 2. The nature of adjacent and neighboring improvements. The proposed cabinet sign is similar to other signs on the building. 3. The quality of the materials to be utilized in any proposed improvement.
