Additions and Amendments to the Agenda There is one addition to the Agenda for a Minor Project - Building and Landscaping Modifications, American National Bank, Lot 70, Block 2, Benchmark at Beaver Creek Subdivision, 71 Beaver Creek Place. IV. Conflicts of Interest Commissioner Evans voiced ccnflict with Minor Project - Building and Landscaping Modifications, American National Bank, Lot 70, Block 2, Benchmark at Beaver Creek Subdivision, 71 Beaver Creek Place. V. Consent Agenda Commissioner Trueblood motioned for the approval of the Meeting Minutes from the September 21st, 2004, Planning and Zoning Commission Meeting; Commissioner Struve seconded the motion and the motion passed unanimously. VI. Sketch Design - Single Family Residence Property Location: Lot 5, Block 3, Wildridge Subdivision/5039 Wildridge Road East Applicant Leslie Roubos Owner: Leslie Roubos Description: Michael Puckas is proposing a single-family residence on the downhill side of Wildridge Road East. The unit would total approximately 4,000 square feet of livable space and would require tiered retaining walls to gain access. The Commission approved a sketch design for a duplex on the same property earlier this summer. Eric Heidemann presented the Staff Report to the Commission. Michael Pukas, architect for this application, approached the podium to address Commissioner questions. Commissioner Evans asked that Mr. Pukas address the issues contained in the Staff Report. Issues included the retaining walls, F:\Planning & Zoning Commission\Minutes\2004\100504.DOC Page 1 of 5 parking, and the proposed slope of the driveway. Retaining walls were modified when a single-family residence was developed for the site. The driveway will be modified for drainage purposes. Commissioner Evans was concerned with the plotting of the rock wall. Mr. Pukas responded that he had erred and would correct it. Commissioner Smith questioned staff regarding the changes to the application from a duplex site to a single-family site and its impact on the driveway design. Tambi Katieb mentioned that the bridge element was the concern at Sketch Design and the application at Final Design. Commissioner Struve approved of the design. Commissioner Savage commented that the parking numbers were too much for a single-family residence and it would look like a parking lot, and snow storage was not addressed. Mr. Pukas approached Commissioner Savage to review the location of the snow storage. Leslie Roubos, Applicant, approached the podium to discuss the parking issue. Her intention, for the 7 parking spots, were to have sufficient parking area particularly since the Town of Avon does not permit parking on the roadway. Commissioner Trueblood commented that landscaping could address the issue. Commissioner Evans saw no issues with a single-family house, but commented on the steep slope and the drainage of the driveway. Commissioner Evans continued with the two parking spaces was unnecessary; he felt the retaining wall should be reviewed. It was mentioned that the southside of the driveway was in need of a retaining wall. VII. Sign Design - 1St Bank Property Location: Lot 3, Sun Road Subdivision/0011 West Beaver Creek Boulevard App#cant.- Jim Liley Owner. First Bank of Avon Description: Jim Liley of Gordon Sign is proposing to replace two freestanding signs on the 1St Bank property at the intersection of West Beaver Creek Boulevard and Avon Road. The two proposed signs would be freestanding (3'6" tall), internally lit, and be composed of a textured aluminum base with acrylic sign faces. The Commission must review every new sign that does not belong to an already approved Master Sign Program. Matt Pielsticker presented the Staff Report. Commissioner Struve commented that the imitation stucco material should be reviewed. Commissioner Smith motioned for approval of Item VII, Sign Design - 1St Bank, Property Location: Lot 3, Sun Road Subdivision/0011 West Beaver Creek Boulevard, with the two conditions as listed by staff. Commissioner Trueblood seconded the motion and all Commissioners approved. Commissioner Savage commented that a neighbor asked if this building was going to be leveled and complimented its new look with the tree elimination. Commissioner Struve motioned for approval of Minor Project - Building and Landscaping Modifications, American National Bank, Lot 70, Block 2, Benchmark at Beaver Creek Subdivision, 71 Beaver Creek Place, with the 2 conditions as presented in the Staff Report. Commissioner Trueblood seconded the motion and it passed unanimously. VII Other Business A. Art in Public Places 1. Resolution 04-25 Description: Establisn location for public art within future Mountain Star Drive 'oundabout Eric Heidemann presented Resolution Nc. 04-25 to the Commission. Commissioner Evans questioned Resolution 02-58. Mr. Heidemann mentioned that Roundabout 2 was omitted from the previous resolution and Resolution 04- 25 was to cleanup the issue. Commissioner Savage asked why Roundabout 5 had such beautiful flowers. Norm Wood, Town Engineer, approached the podium to address this issue and noted that Beaver Creek Resort maintains care of that Roundabout. Mr. Wood commented that the flowers, due to drought conditions, were down sized in order to use water tolerant plant life on the Town of Avon Roundabouts. Commissioner Trueblood motioned to approve Resolution 04-25 and Commissioner Smith seconded the motion. All Commissioners were in favor. B. Minor Project Staff Approvals 1. The proposed building measures approximately 6,865 square feet with a maximum building height of 34'10" The proposed materials include a stucco finish with cedar board siding and asphalt shingles. The topography on the site slopes upward from Saddle Ridge Loop and does not contain slopes in excess of 40%. Staff Comments This design of the residence appears to be in conformance with the residential design guidelines with respect to material, architectural style, and building height. The proposed building materials include a stucco finish, stone veneer along the base of the structure, cedar wood siding, and asphalt shingles. The structure incorporates a unified design in terms of building material and architectural style, and contains roof ridgelines and wall planes on each elevation with subtle distinguishing characteristics to differentiate the two dwellings. These architectural features are most noticeable on the east elevation, which fronts Saddle Ridge Loop. The design features include three levels with wood decks on the middle level that would include wood railings and posts. The site would be accessed by a common access point off of Saddle Ridge Loop. The driveway grade depicted varies but is consistent with the appropriate grades outlined in the design guidelines. There also appears to be adequate area for snow storage and adequate maneuvering for vehicles on site. The proposed building height noted on the application and noted on the summary table conflict with the building height referenced on both the east and south elevations. The maximum building height of the structure is 34'10", which is within one foot of the maximum allowable of 35 feet. Staff would ask the applicant to correct the summary table prior to final design review. The limits of disturbance depicted on the site plan are not clearly defined, but it appears that the total area of disturbance has been minimized with minor encroachment into the Town of Avon Community Development (970) 748-4030 Fax (970) 949-5749 HEART of the VALLEY - Lot 19, Block 1, Wildridge Subuivision Sketch Design th Page 2 of 2 October 19 , 2004 Planning & Zoning Commission meeting side yard drainage easements. Staff would recommend the applicant clearly identify the area of disturbance at the time of final design review. The site plan also proposes three boulder retaining walls along the rear of the structure. A minor correction should be made on the site plan where the elevation of the upper retaining wall does not match the contour of the slope. It also appears that the proposed height of the wall in some locations exceeds 4' and will require structural engineered drawings at the time of final design, stamped and certified by a Colorado Registered Professional Engineer. The location and extent of the retaining walls along the rear of the structure appear to have been designed so that functional drainage is directed away from and around the building along the southern property line towards the drainage easement. One additional note is that the survey submitted with the application is stamped and dated July 24, 1998. Staff has advised the applicant that according to the design guidelines, "no survey will be accepted that is older than 3 years from the receipt date of design review submittal." The applicant indicated that a more recent survey would be submitted with the final design application. Design Review Considerations The Commission and Staff shall evaluate the design of the sketch plan utilizing the specific Design Standards, and by using the following general criteria: A. The conformance with setbacks, massing, access, land use and other provisions of the Zoning Code. B. General conformance with Residential Development Sections A through D of the Town of Avon Residential, Commercial, and Industrial Design Review Guidelines. Staff will prepare a memo to the Commission highlighting anticipated areas of discussion for the submittal materials. The Commission will take no formal action on the sketch plan application. Rather, direction on the design will be given to the applicant from Staff and the Commission to incorporate in the final design application. Staff will provide full plan sets for you to provide written comments and guidance to the applicant at your October 19,2004 meeting. This enables the sign administrator to approve specific signs that are in compliance with a MSP without requiring subsequent approvals by the Planning and Zoning Commission. A MSP allows design flexibility, and changes to a pi ogram can only be made by the owners of the building. The application under review is a new MSP for th.. future building tenant at 71 Beaver Creek Place (American National Bank) and includes sign criteria for four signs including: Monument Sign (Sign 1), Building Mounted Sign (Sign 2), Parking Lot Exit (Sign 3), and Parking Lot Entrance (Sign 4). At the previous Commission meeting various building and site modifications were approved for this property. Following is a summary of the proposed program: Monument (Sign 1): The monument sign would be located on an existing monument sign base used by Colorado Mountain Medical, the previous building tenant. As proposed this sign is internally lit and utilizes the brick base from the existing monument sign. Including the brick base, this sign stands approximately eight feet tall. Building Mounted (Sign 2): The building mounted sign in the program would measure 7'2" x 6'. This sign is centered on the brick wall between the new entry feature at main entrance (approved at your last meeting) and the exit from the parking lot and drive through area. This sign is also internally lit. Exit Only/Thank You (Sign 3): An "exit only" freestanding sign is proposed near the exit to the parking lot. This sign would be installed on an existing brick base from a previous directional sign. Material of this sign is aluminum, painted black. This sign is unlit. Material of this sign is aluminum and painted black like all others in the program. Design Review Considerations According to the Town of Avon Sign Code, Section 15.28.070, the Planning & Zoning Commission shall consider the following items when reviewing proposed sign designs: 1. The suitability of the improvement, including materials with which the sign is to be constructed and the site upon it is to be located. All proposed signage appears to be suitable in the proposed locations. The predominant material of the signs is aluminum, which appears appropriate for the site. 2. The quality of the materials to be utilized in any proposed improvement. As stated, the majority of sign construction would be custom aluminum cabinet boxes. The sign code encourages 'quality' sign materials "including anodized metal with interior lit individual plexi-glass faced letters, or three-dimensional individual letters with or without direct lighting." The acrylic lettering for the two interior lit signs would be 'push thru' and three-dimensional in appearance. The three freestanding signs would stand on brick bases, which is consistent with the main building material. 3. The visual impact of any proposed improveme it, as viewed from any adjacent or neighboring property. The proposed signs should not have any negatiL z visual impacts as viewed from adjacent or neighboring properties. All signs would be visible from the roadways and sidewalks. 4. The objective that no improvement will be so similar or dissimilar to other signs in the vicinity that values, monetary or aesthetic, will be impaired. Monetary and aesthetic values should not be impaired. 5. Whether the type, height, size, and/or quality of signs generally complies with the sign code, and are appropriate for the project. The sign construction and dimensions appear to be in compliance with the sign code and appropriate for this project. 6. Whether the sign is primarily oriented to vehicular or pedestrian traffic, and whether the sign is appropriate for the determined orientation. The signs are orientated to vehicular traffic, which is appropriate. Staff Recommendation Staff recommends approval of the Master Sign Program for American National Bank on Lot 70, Block 2, Benchmark at Beaver Creek Subdivision with the following conditions: 1. Landscaping must be incorporated at the base of the three freestanding signs as required by the Sign Code. Some of the proposed design changes have already been made to the single-family home. Staff conducted a number of site visits, and deviations from the approved plans were noted. This application was received after numerous submittal requests by the Community Development Department. Proposed design changes include: 1. Two berms on easterly property line ("surveyor to verify"), each with two 12' spruce trees. 2. Install 40' length of 3' high split rail fence ("property line delineation") on property line between Lot 45B and Lot 45C. 3. Install 20' length of 6' high cedar fence at north east corner of structure for hot tub screening. 4. New window location for the main level window on north elevation. 5. Omit bellyband detail from all elevations except for gable bumpout on north elevation and utilize continuous wood trim above windows in place of bellyband. 6. Omit deck on west elevation. 7. Two new firebox bumpouts with one on west elevation and one on east elevation. These boxes utilize shingle roofs and accent wood siding. 8. Cedar sided double garage doors in place of one single arched door. 9. New swale between duplex on Lot 45B and Lot 45C. Attached for your review are letters sent to the applicant in addition to a reduced copy of the applicant's current (approved) final design plans from your October 21,2003 meeting. The type and quality of materials of which the structure is to be constructed. 2. The appearance of proposed improvements as viewed from adjacent and neighboring properties and public ways, with respect to architectural style, massing, height, orientation to street, quality of materials, and colors. 3. The objective that no improvement be so similar or dissimilar to others in the vicinity that monetary or aesthetic values will be impaired. 4. The general conformance of the proposed improvements with the adopted Goals, Policies and Programs for the Town of Avon. Staff Recommendations After review ofthe required design review considerations and the Residential Design Guidelines, staff recommends the following motions in correspondence with the above-listed design changes: 1. Denied. After reviewing the survey stakes in the field, the two installed berms appear to exceed the property boundaries and must be removed immediately. Any disturbance to the adjacent lot should be restored to the pre-existing condition. No occupancy certificate will be issued for Lot 45C until this work is completed. 2. Denied. The Residentia Design Guidelines state "fences that delineate propert)' boundaries are not perni:tted." The Guidelines continue to say "fencing is discouraged, and will only be permitted where it complements the character of the property." This fence appears to violate the Guidelines. 3. Denied. It does not appear that this "hot tub screening" fence compliments the character o f the landscape or property. Additionally, the Guidelines clearly state that fences over 4' are not permitted. 4. Approved. 5. Denied. 6. Approved. 7. Approved. 8. Approved. 9. Approved. Positive drainage must be provided and maintained away from the structures.
