Dear Mr. Donaldson:
Thank you for your presentation to the Planning and Zoning Commission on
May 7, 1991.
The following is the action taken by the Commission regarding the two above
described applications:
LOT 5, BLOCK 5 - The Commission granted final design approval with the following
conditions:
1. Entryway have dryscape treatment and the project sign be incorporated
into the landscaping and be approved by Staff.
2. Playground of 200 square feet be added.
3. Type and final locations of the lighting for the driveway and entry
be approved by Staff.
4. Sample of masonite siding and fastening technique be provided for
review by Staff.
5. Final drainage is to be approved by Town Engineer.
LOT 11, BLOCK 5 - The Commission granted final design approval with the following
conditions:
1. Entryway have dryscape treatment and the project sign be incorporated
into the landscaping and be approved by Staff.
2. Playground of approximately 400 square feet be added.
3. Type and final locations of the lighting for the driveway and entry be
approved by Staff.
4. Driveway be widened to a minimum of 22 feet of backup space.
5. Sample of masonite siding and fastening technique be provided for
review by Staff.
6. Final drainage is to be approved by Town Engineer.

INTRODUCTION
The Town of Avon is proposing to bu -•Id i ;ownnouse units ,one
five -plexi on Lot 5, Block 5, wildridge Subdivision. cot 5
is 0.64 of an acre In size and slopes toward the west at
approximately 10%. The building consists of 2 three bedroom
units and 3 two bedroom units. The three bearoom units are
located on the ends of the building. The two bedroom units
are approximately 970 square feet in size and the three
bedrooms units are approximately 1200 square feet. Maximum
buildings height is aDoroximately 40'
A landscape plan has been submitted for the Commission's
review. All disturbed areas will be revegetated with
grasses. Automatic irrigation will be provided in accordance
with soils engineers recommendations.
The structure is a 3 story buildings with a combination
roof form of steep gables with a small Shea than ilrnps ro the

STAFF COMMENTS
The Commission shall consider the fc1iowing itens in
reviewing the design of a proposed project:
6.11 - The conformance with the Zon-ng Code and other
applicable rules and regulations of the Town of Avon.
COMMENT: This proposal 15 in conrormance with the Aver
Zoning Code and other aopllcable rules and regulations ortown. Avon's parking code requires a minimum or IZ spaces cobeprovided. The site plan Shows 17 parking spaces.

COMMENT: The siting and landscaping of the builaing is
sympathetic to the adjacent residential property. All
grading will be contained within lot iines. Addit.onal
landscape clusters along the rear of the buildings would be
beneficial to future Lot 6 property owners. The rear area
may also serve as a childrens play area.

the south.

Conceptual Design Review
The Town of Avon and the Avon Housing Authority are proposing
to build a total of 17 townhouse units on Lots 5 and 11,
Block 5, Wildridge Subdivision.
Lot 5 will contain a 5 unit townhouse structure and Lot 11
will accommodate two 5 unit buildings.
The architectural form for all three buildings is similar, so
for the purposes of conceptual review the two lots will be
presented together. The architecture consists of 3 story
buildings with a combination roof form of steep gables with a
small shed that drops to the rear of the structure. The
lowest level will consist of garage and entry areas with the
upper two floors comprised of living areas. Building
materials will be a wood siding material and shake shingle
roofing.
Conceptual site and grading plans are available for review
and comment although no landscape plan will be presented for
conceptual review.
STAFF COMMENTS
As this is a conceptual review, no formal Staff
recommendation will be presented

INTRO D CT ON
On May 7,1991, the Town of Avon received final design review
approval for the Wildwood Townhomes project located on Lots 5
and 11. Block 5, Wildridge Subdivision. Lot 5 is a five -unit
townhome project and Lot 11 has two six -unit buildings. The
Wildwood Townhomes are a for sale affordable housing project
being developed by the Town of Avon. The objective of the
project is to allow 17 local families the ability to own
their own housing in a high quality, affordable project that
will be compatible with the neighborhood and the Town of
Avon.
On July 16, 1991, the Planning and Zoning Commission approved
a number of design revisions to the previously approved
project. One of the revisions approved by the Commission was
a change from wood shake shingles to woodruf masonite
shingles. The Town had originally requested asphalt
shingles, but the Planning and Zoning Commission policy at
that time did not allow asphalt shingles to be used in
Wildridge.
At the Planning and Zoning Commission meeting of October 1,
1991, the Commission re-evaluated their policy regarding
acceptable roofing materials in Wildridge. The Commission
determined that asphalt shingles will be considered an
acceptable roofing material in the Wildridge Subdivision
depending on their compatibility with the particular
building(s) upon which they are proposed to be installed.
The Commission decided that requests for the use of asphalt
shingles on a building would be reviewed for compliance with
the following minimum standards:
Weight - 300 lbs per square (minimum)
Texture - Appropriate relief and shadow effect
Color - Darker earthtone colors with appropriate
color variation and pattern.
With these minimum standards in place the Commission went on
to consider three requests for changes from previously
approved roofing materials to asphalt shingles. The
Commission approved the use of the 400 lb per square

Timberline Ultra shingle on Jan Livergood's Stick built home
and the 300 lb per square (minimum) Tamko shingle on a
manufactured unit fourplex being built by Richard Wahl and
Tad Degen. The Commission denied Bruce Kelly's request to
change from wood shakes to a 300 lb. per square iminimum)
asphalt shingle on a log home.
The Town has recently discovered that it is no longer
possible to obtain the woodruf product with a type 8 fire
rating. A type B fire rated product (minimum) is required
to be installed on the Wildridge Townhomes in order to meet
Uniform Building Code for a multi -unit structure. The Town
of Avon is requesting an approval for a roof material change
from woodruf to a Timberline 360 pound per square asonalt
shingle.
Staff feels that this particular shingle does provide a
texture that is compatible with the architecture of the
buildings. The proposed shingle color (weathered wood) has a
good color variation and meets the standard set by the
Planning and Zoning Commission.
STAFF RECOMMENDATION
Staff recommends approval of the proposed roof material
change as described above.
