Box 975 One Lake Street Avon, CO 81620 Re: Proposal for Engineering Services during Construction Basin 4 Sediment Mitigation Dear Ms. Wilson, This letter presents Verdantas’ proposal for engineering services during the construction of the Basin 4 Sediment Mitigation Project. Background Tetra Tech Inc. prepared the conceptual design for Basin 4 sediment mitigation in February 2022 and Verdantas submitted the final design for the weirs in the Basin 4 sediment mitigation project in October of 2022. The project includes the following improvements to Basin 4 sediment catchment basins and outlet channel: •Regrading the two sediment catchment basin berms; •Realigning and regrading the outlet channel; •Installing Flexamat erosion protection matting; and •Installing reinforced concrete weirs to slow and capture sediment. These improvements are intended to prevent future erosion of the outlet channel from Basin 4, and to reduce sediment loads reaching Nottingham Road. Verdantas will provide engineering services during construction (ESDC) as detailed in the scope of work below. Internal Project Management and Meetings with Town Engineers 3. Site Visits and Periodic Inspections 4. Construction Submittal Review 5. Requests for Information (RFIs) and Design Modifications The following sections describe the specific tasks that will be performed as part of the ESDC of the Basin 4 Sediment Mitigation project. Verdantas level of effort presented for the construction of this project. Task 1 - Bid Support Provide support to the Town of Avon during the bid phase of the project to answer questions related to the Basin 4 Sediment Mitigation project and to provide aid in contractor selection. Verdantas has assumed $2000 of support. Task 2 - Internal Project Management and meetings with Town Engineers This task includes internal project management for the assumed six weeks of construction and one month for project documentation and closeout. Project management includes project setup, communication, and invoicing. Invoices will be sent monthly and will not be tied to construction milestones. This does not include management of the Town’s construction project. This task also includes participation in telephone meetings, as needed with Town engineers. Verdantas has budgeted up to 14 total person hours for virtual meetings with Town Engineer to support construction. Task 3 - Site Visits and Construction Meetings This task includes five (5) site visits for periodic inspection of the construction. The periodic inspections will focus on the following key items: • Coordinate and discuss construction steps • Channel alignment • Coordinate with Flexamat representative for installation • Weir site preparation, rebar placement, and concrete pouring • Address Contractor questions and conditions encountered in the field • Final inspection/walk-through (develop final punch list of items to be completed by the Contractor) DocuSign Envelope ID: 15B09173-3007-479D-82BC-FCD04F68C027 - 3 - Brief summary notes (approximately one-page in length) will be sent to Avon summarizing the construction observations. Task 4 - Construction Submittal Review Verdantas will review construction submittals for the project. The anticipated submittals to be reviewed by Verdantas include: • General plan with sequence of construction • Access plan • Concrete mix design and accessories • Concrete placement plan • Procedures for hot/cold weather concrete placement • Concrete construction joint plan • Concrete reinforcement shop drawings • Curing methods • Concrete bonding agent product data • Plan for compaction and Flexamat seams • Contact grouting plan • Review 3rd party field test results and inspection reports Task 5 - Requests for Information (RFIs) and Design Modifications Due to the unique nature of the design and site and the unknowns for the project, additional engineering is anticipated during the bidding phase. Verdantas has budgeted $3,180 to address Contractor’s Requests for Information (RFIs) related to the design. If additional engineering support is needed, Verdantas will provide mutually agreed upon additional services on a time and material basis. Assumptions The work will be conducted in accordance with the following general assumptions: • All construction submittals, RFIs, and responses will be electronic (in PDF format). • Avon will lead the construction meetings, including preparation of the agenda and meeting notes for the construction meetings. • Verdantas will attend construction meetings in person if they coincide with scheduled visits. • Construction will be from April through June 2024. Project closeout will be completed by the end of October 2024. DocuSign Envelope ID: 15B09173-3007-479D-82BC-FCD04F68C027 -4 - •Verdantas will participate in virtual meetings with Town engineer as needed to support construction (up to 10 total hours). •Avon will contract Special Inspections and testing. •Up to the equivalent of eight (8) site visits for periodic inspection of the construction. •Verdantas support of RFIs is limited to a budget of $3,180. •Invoices will be sent monthly. •Verdantas will bill at current year rates. Schedule The project schedule will be directly related to the Contractor’s construction schedule. Construction is anticipated from April 2024 through June 2024. Project closeout will be completed by the end of October 2024. A detailed construction schedule will be available after the Contractor is selected. Cost Estimate Our estimated cost for performing engineering services is summarized in the table below. The work will be completed on a time and materials basis in accordance with contract terms that are consistent with recent projects that Verdantas has performed for the Town of Avon.
