PZC Minutes 120192[�] RECORD OF PROCEEDINGS PLANNING AND ZONING COMMISSION MEETING MINUTES December 1, 1992 The regular meeting of the Planning and Zoning Commission was held on December 1, 1992, at 7:35 PM in the Town Council Chambers, Avon Town Municipal Building, 400 Benchmark Rd., Avon, Colorado. The meeting was called to order by Chairman John Perkins. Members Present'. John Perkins, Patti Dixon, Buz Reynolds, Sue Railton, Henry Vest, Jack Hunn, Rhoda Schneiderman Staff Present: Rick Pylman, Director of Community Development; Tom Allender, Town Planner Charlette Pascuzzi, Recording Secretary All members were present. Lot 13 Filing 1 Eaglebend Subdivision Design & _Construction Services Duplex Final Design Review. Rick Pylman stated that the Commission has looked at this lot previously when the applicant presented a proposal for four units on Lots 13/14, which the Commission denied. Lot 13 is the eastern of the two lots. The proposal is for a duplex. The smaller unit is about 3450 sq. ft., and the larger unit is 3,700 sq. ft. which includes what will originally be constructed as an unfinished basement space. There is a lower level walkout and then two floors above. Roof form is gable roofs and hips. Wood shakes, stucco and some cedar siding are the materials to be used. Colors will be green for the cedar and the trim, the stucco will be white. Pylman stated that there is one problem with the house that has not been resolved at this time, therefore, he did not go through the criteria yet. He stated that he did not believe that there are any basic problems with the architecture, but there is one concern that needs to be resolved before final approval. He stated that the house comes over the bank a little bit. The architect did not draw a topo over the break of the bank, therefore, an engineered stamped topo of the lot needs to be provided. Also, the ridge height needs to be known, to make sure there is no problem there. The house will need to be moved forward. Tony Seibert stated that the west half of the duplex is virtually identical to others that have been built before, the east half is completely different in that a three car garage has been added. The main siding will be 8" channel lap siding. The color scheme will be identical to the Bridgewater Terrace. Basically a dark grey body, a teal trim and white frame windows. Seibert stated that the height question was an easy change to crake. They will move the building back. Discussion followed on the parking areas and the amount of asphalt and how screening could be accomplished. Pylman stated that he would prefer bringing this back to the Commission for review, once the site corrections are made. Seibert stated that he had no problem with that. Further discussion followed on the design of the building, and also on the amount of asphalt. Jack Hunn moved to table Lot 13, Filing 1, Eaglebend Subdivision, until the December 15, 1992 meeting. Rhoda Schneiderman seconded and the motion carried unanimously. Sue Railton stepped down due to a conflict of interest. Rick Pylman stated that since it is getting dark so early, it is difficult to do site visits, which would have helped with this proposal. He stated it is about a 1700 sq. ft. single family home. The owners are planning a 992 sq. ft. addition to the home. John Railton designed the home and has designed the addition. This is a two phase proposal. The applicant would like to do the addition first and then some site improvements as kind of a phase two option if funds allow. They are some landscape, driveway alignment, and guest parking improvements. Pylman stated that the building materials all match the existing building materials and building color. It is a grey metal roof, blue grey cedar siding, and a stone chimney. It will be an EPA approved wood burning fireplace. He stated that the addition does meet all the zoning code requirements. The addition is very compatible with the existing architecture, with the site topography and with the neighborhood. Staff recommendation is for approval. Pylman described on the plans the proposed second phase improvements. John Railton stated that this house was designed to be a phase one of a duplex program. Therefore, the positioning of the house was towards one side. The location of the existing driveway addressed that initial concept. Tim Swift has decided that he enjoys the single family concept and does not want to build the second duplex side. He would like to expand this side. In building the addition they would undertake to restore any disturbed landscaping to the existing condition that it is now and add a little more to the landscape. It would be desirable to improve the car parking situation and improve the driveway. They would like to have both phases approved at this time. The Commission all agreed that this was an excellent proposal. Jack Hunn Moved to approve the final design for Lot 17, Filing 1, Eaglebend, Swift residence addition, as submitted. Henry Vest seconded and the motion carried unanimously. Sue Pailton returned as a voting member of the Commission. Rick Pylman stated that the drawings for this application are the last few pages attached to the Staff Report. He stated that the applicant was not present, but he would go over this with the Commission. Pylman stated that he had meant to take a picture of the house, but did not have time. He described the location of the duplex. The applicant did the drawings and are a little deceptive, and they are not drawn tc scale. The post supports, and the riser system to the door would be unacceptable. Rhoda Schneiderman moved to table this application until more complete information is provided. As comments Jack Hunn stated the door needs trim, the window that he says is an alternate is pretty essential to the design and he neeas fascia on the overhangs. If he wants to set it up on posts he should have some sort of facade that makes it appear to match the house. The risers should be handled in a more substantive fashici.. Jack Hunn seconded the motion, and the motion carried unanimously. Other Business Sue Railton moved to approve Resolution 92-18, approving the height variance for Lot 35, Block 3, Wildridge, which was actually approved at the November 17, 1992 meeting. Henry Vest seconded, and the motion carried with Buz Reynolds abstaining due to a conflict of interest. Rhoda Schneiderman moved to approve the minutes for the November 17, 1992 meeting as submitted.
