INTRODUCTION
Galloway, Romero and Associates, or behalf of Diamond
Shamrock, is requesting Special Review Use, Minor
Subdivision, and Design Review approval of a pr000sea
gasoline service station and convenience store on Lot 1 and
part of Lot 2, Nottingham Station Subdivision.
STAFF RECOMMENDATION
Staff has determined that all three of the above referenced
applications are incomplete at this time. We recommend that
the Planning and Zoning Commission table these applications
until the meeting of February 4, 1992.

Sign Design Review
INTRODUCTION
Dale Bonnet, representing All Phase Electric, is requesting
design review approval of a new sign on Lot 23, Block 1,
Benchmark at Beaver Creek Subdivision (Wolfe Warehouse. The
sign is proposed to be 2'6" x 6' (15 square feet) and located
on the east face of the building above the entry door. rhe
proposed sign will be an 8" deep cabinet sign with a 1/4"
lexan face. Although the sign specifications provided by
the applicant show an aluminum cabinet, Mr. Bonnet has
indicated that he will paint the cabinet black. The
background of the sign face will be black, the letters All
Phase" will be painted ruby red and the letters 'Electric
Supply Co", the company logo and some highlighting will be
white. The sign will be internally illuminated.
Since no comprehensive sign program exists for the Woiff
Warehouse, all proposed tenant signing must be reviewed and
approved by the Planning and Zoning Commission.
STAFF COMMENTS
Staff recommends that the Commission review this submittal in
conjunction with the following "Sign Design Guidelines" "rom
the Sign Code.
Section 15.28.060_Sign Design-Guidel-ines:
A. Harmonious with Town Scale. Sign location,
configuration, design, materials, and colors should be
harmonious with the existing signs on the structure, with the
neighborhood, and with the townscape.
B. Harmonious with Building Scale. The sign
should be harmonious with the ouilding scale, and snouid not
visually dominate the structure to which it belongs or call
undue attention to itself.
C. Materials. Quality sign materials, including
anodized metal; routed or sandblasted wood, such as rough
cedar or redwood; interior -lit, individual plexiglass -faced
letters; or three dimensional individual letters with or
without indirect lighting, are encouraged.

Sign materials, such as printed plywood,
interior -lit box -type plastic, and paper or vinyl stick -on
window signs are discouraged, but may be approved, however,
if determined appropriate to the location, at the sole
discretion of the Commission.
D. Architectural Harmony. The sign and its
supporting structure should be in harmony architecturally,
and in harmony in color with the surrounding structures.
E. Landscaping. Landscaping is required for all
free-standing signs, and should be designed to enhance the
signage and surrounding building landscaping.
1. A minimum of five lineal feet o_l..
from, and around the perimeter of, the sign shall be
landscaped.
F. Reflective Surfaces. Reflective surfaces are
not allowed.
G. Lighting. Lighting should be of no greater
wattage than is necessary to make the sign visible at night,
and should not reflect unnecessarily onto aa,lacent
properties. Lighting sources, except neon tubing, should not
be directly visible to passing pedestrians or vehicles, and
should be concealed in such a manner, that direct light does
not shine in a disturbing manner.
H. Location. On multi -story build ng, individual
business signs shall generally be limited to the grouna
lever.
SECTION 15.28.070 _ Desi-gn_Review Criteria
In addition to the sign Design Guidelines listed above, the
Planning and Zoning Commission shall also consider the
following criteria while reviewing proposed designs:

materials with which the sign is to be constructed and the
site upon which it is to be located:

COMMENT: The sign design guidelines encourage
anodized metal signs as well as individual plexiglass -faced
letter. The proposed size of the sign is acceptable.
B. The nature of adjacent and neighboring
improvements:
COMMENT: The Deep Rock Warehouse to the west (Loc
24) displa;s two back -lit anodized metal box signs, which are
36 square feet and 28 square fact in si_e.
The signage approved for the Avon Self Storage Building (Lot
25) to the west included white letters on a soft back -lit
strip. The approved size of individual letters was 1.5' x 1'
and extending 17' in length or approximately 25 square tees
in size.
The Mountain Center Building (Lots 26/27) signs are 2' x 14'
or 28 square feet each. These signs are back -lit, bronze
cabinet signs with frosted plexi -glass lenses.
Columbine Moving and Storage, which is in thF Wolff
Warehouse, has two (18 square feet and 24 square teet)
anodized metal box signs.
Lil' John's Water Mart, located right next to the All Phase
space, recently received design approval for a proposed 30
square foot lit cabinet sign.
C. The quality of the materials to be utilized in
any proposed improvement:
COMMENTS: The quality of the materials to be
utilized appears to be acceptable.
D. The visual impact cit any proposed improveme.,
as viewed from any adjacent or neighboring property:
COMMENT: The applicant is proposing an interior
lit, black, white and red plexiglass faced cabinet sign.
Staff has received several comments in the past few years
concerning the brightness of interior lit box signs in the
Metcalf commercial/industrial area. The Planning and Zoning
Commission's recent approval of the Lil' John's sign included
a provision that it be indirectly illuminated rather than

interior lit. Staff feels that the pr -dominantly red and
black interior lit All Phase Electric sign will not have a
detrimental visual impact on the surrounding neighborhood.
E. The objective that no improvement will be so
similar or dissimilar to ether signs in the vicinity that
values, monetary or aesthetic, will be impaired.
COMMENT: As mentioned above, it would not appear
that the red and black All Phase Electric sign would have the
same detrimental visual impact as the previously approved
white plexiglass faced signs.
F. Whether the type, height, size, and/or quantity
of signs generally complies with the sign code, and are
appropriate for the project.
COMMENT: The type height, size and quantity of
signs does comply with the Avon Sign Code.
G. Whether the sign is primarily orienLed to
vehicular or pedistrian traffic, and whether the sign is
appropriate for the determined orientation.
COMMENT: This sign is primarily oriented to
vehicular traffic.
STAFF RECOMMENDATIONS
Staff recommends approval of the proposed All Phase Electric
sign as submitted.

Conceptual Design Review
INTRODUCTION
Bill and Esther Jones have requested conceptual design review
of a single family home on Lot 58, Bloc;, 3, Wildridge
Subdivision. Lot 58 is 2.17 acres (94,525 sgL.xre feet) in
size, however, slightly more than half of the lot (49,500
square feet) is platted as "non -developable area" within
which no development is allowed. The size of the remaining
developable portion of the lot is 45,025 square feet. Lot 58
is located at the corner of West Wildridge Road_ and June
Point. The lot slopes toward the southwest at 30-40% on the
east side of the lot and 15-30% on the west side of the lot.
Existing grade in the area of the proposed residence appears
to be approximately 20%. The landscape and grading plan
submitted in conjunction with this house is very conceptual
in nature.
On May 21, 1991, the applicant received final design review
approval for a different single family home on Lot 58. The
building and grading costs associated with that approval
exceeded the applicant's construction budget. The applicants
have redesigned the house somewhat, and have moved its
location closer to the road.
The building is two stories high and includes an attached two
car garage. Exterior building materials include rustic
channel and board and batten cedar siding, cedar shingles and
aluminum clad wood windows.

As this is a conceptual review, no formal
recommendation will be presented at this time.

INTRODUCTION
Dan Karzen, on behalf of Covington Development Group, is
requesting conceptual design review of a proposed four-plex
building (townhomes) on Lot 46, Block 2, Wildridge
Subdivision. Lot 46 is 0.89 of an acre (38,768 sq. ft.) and
is located at 2530 Old Trail Road. The lot slopes toward the
southeast and has an average slope of approximately 25% over
much of the proposed building site.
The proposed four-plex building will house four four-bedroom
units of approximately 1600 square feet each. racr, ._snit will
include a two car- garage and a gas fireplace. The maximum
building height is approximately 35 Leet.
Exterior build ng materials include cedar siding, -edar shake
shingles, aluminum clad windows. The driveway and parking
spaces will be finished with asphalt. The conceptual
landscapinq, grading and drainage scheme is shown on the site
plan. Automatic irrigation will be provided to 1"ndscaped
areas. Although the site plan shows a trash dumpster on the
site, the applicants are considering individual unit trash
pickup.
