PZC Minutes 120391RECORD OF PROCEEDINGS PLANNING AND ZONING COMMISSION MEETING MINUTES DE' -'EMBER 3, 1991 The regular meeting of the Planning and Zoning commission was held on December 3, 1991, at 7:30 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairman John Perkins. Members Present: John Perkins, Henry Vest, Sue Railton, Derek Pysher Buz Reynolds, Clayton McRory Patti Dixon Staff Present: Rick Pylman, Director of Community Development Jim Curnutte, Planner; Charlette Pascuzzi, Recording Secretary Chairman Perkins stated.all members were present, except for Sue Railton. Ms. Railton arrived at 7:32 PM. Lot 109, Block 1. WiIdridge. Subdivision. Front Yard $9tback Variance Request Public Hearing Jim Curnutte stated that the owners of Lot 109 are requesting a front yard setback variance from the required 25 toot front yard setback. The applicant is is requesting fifteen feet of relief from that requirement to allow a portion of the building to encroach up to ten feet from the front property line. Actually the encroachment involves the garages. The steep nature of the lot has required the design of the building to have the garages to be as close as possible to the same elevation of the road. There are extraordinary slope conditions with this particular lot that necessitate the variance request. The steepness of the lot closest to the road is obviously a result of the construction of the road. The fill slope of the road, before it hits natural grade is very steep. It is about 60 to 70% off the edge of the road before it hits natural grade and that is about 35%. Curnutte then reviewed the criteria for considering a variance request, stating that the variance will allow the residence to be built with a lesser amount of disturbance of the lot and a lesser amount of retaining walls. Public_Hearina (cont. following reasons: 1. The strict, literal interpretation and enforcement of the specified regulation would result in practical difficulty or unnecessary physical hardship inconsistent with the objectives of this title; 2. There are exceptional or extraordinary circumstances or conditions applicable to the site of the variance that do not apply generally to other properties in the same zone; 3. The strict or literal interpretation and enforcement of the specified regulation would deprive the applicant of privileges enjoyed by the owners of other properties in the same district. McRory moved to approve Planning and Zoning commission Resolution 91-7, granting a variance of 15', reducing front yard building setback from 25' to 10', for the proposed duplex residence on Lot 109, Block 1, Wildridge Subdivision, generally conforming with schematic drawing submitted with application, and the variance shall be subject to any further limitations which may be imposed as a result of the reouired design review process. Sue Railton seconded and the motion carried unanimously. Jim Curnutte stated that even though this was not on the agenda, the applicant would like to present a conceptual design to the Commission for their comments. He stated that the building has been designed to "step down" with the topography of the lot. The garages and unit entries are actl,�ally the highest floors in the units. Exterior building materials appear to be stucco, cedar shake shingles and large wrap around decks. A portion of both units appears to be held up above grade (approximately 8-10') on stilts. Curnutte stated that this application is very conceptual in nature. No grading/drainage or landscaping information has been provided for review. As this is a conceptual review, no formal staff recommendation will be presented at this time. This solution for the building will do very little to the grading and drainage of the site. The landscaping will be presented at the next step of design review. The house was designed for the views and the southern exposure. The units are about 2100 square Leet each. The piers are used to keep it from looking like a three story building before you get to the eave line. Considerable discussion followed on the pier construction and the height and design of the piers. Also discussed was the parking situation. There was some concern about possible parking on the street, even though the applicant has provided an extra parking area for each side. Also discussed was the entries. It was felt that this possibly could be strengthened. The general consensus of the Commission was that this was possibly the best solution to building on this property. As this was a conceptual review, no formal action was taken at this time. Wildwood Road Bus Shelter. Final Design Rey7_ew Rick Pylman stated that this is something that has come from the Contractor of the Wildwood Townhomes. The Colorado First Construction employees have observed school children standing in the roadway while waiting for the school bus. The employees have volunteered to build a bus stop for these children, to provide a safe area, out of traffic and out of the elements. They will do this on tneir own time, using scrap material from the Wilwood Townhome project, and then donate it to the Town, who in turn will maintain it. The shelter will be 12 feet tall, 8 feet wide and 6 feet deep. The architecure and trim detail will reflect the design of the Wildwood Townhomes. The siding will be a masonite 8'• lap siding, with cedar trim and cedar shake roof. The shelter will sit on a concrete pad. Pylman stated that the road right-of-way at this portion of Metcalf Road is 100 feet in width and allows adequate room to locate the bus shelter within the road right-of-way, but well out of the flow of traffic. Also, the location of the shelter will not block the Wildridge monument sign. Pylman stated that this application meets the criteria for considering a final design review and Staff recommends approval. -y PLANNING AND December 3, Page 5 of 6 ZONING COMMISSION MEETING MINUTES 1991 Wildwood Road Bus Stop, Final -Design Review. (cont Discussion followed, on the matter of others wanting a bus stop shelter in the Wildridge area and how maybe at some point in time they will be needed. All Commission members expressed their gratitude to Colorado First Construction and asked Mr. Pylman to pass it on to the Contractor. Clayton McRory moved to grant approval for the proposed bus stop shelter. Buz Reynolds seconded and the motion carried unanimously. Reading and Approval of Plannin_gandZ_o_nng_ Commission Meeting of November-19_,_1991- Derek ovember19_,_1991.Derek Pysher moved to approve the minutes of the Planning and Zoning Commission Meeting of November 19, 1991 as submitted. Buz Reynolds seconded and the motion carried unanimously. Other Business Rick Pylman reminded the Commission members of the Town of Avon Christmas Party on December 13, 1991, at the Bristol.
