MINUTES OF PLANNING AND ZONING MEETING
NOVEMBER 19, 1991
The regular meeting of the Planning and Zoning Commission was
held -;n November 19, 1991, at 7:30 PM in the T,3wn Council
Chambers of the Town of Avon Municipal Complex, 400 Benchmark
Road, Avon, Colorado. The meeting was called to order by

1. The maximum sign area of the sign should not exceed 2u
square feet.
2. The sign should not be illuminated.
Mr. Rickert stated that they were trying to be as
aesthetically pleasing as they can with the blue and white
sign. Their goal is to let people know, as they drive the

foot sign would be readable from the highway. As far as they
lighting goes, their water vending machine services are open
24 hours a day, and the lighting is very important.
Considerable discussion followed regarding the size of the

Derek Pysher moved to grant approval for a 20 square foot
sign with no illumination.
John Perkins seconded. The motion failed with a vote of two
to four, with John Perkins and Derek Pysher voting aye.
Further discussion followed.
Clayton McRory moved to approve a 30 square foot sign with no
backlighting, but on sight lighting.
Buz Reynolds seconded. The approval failed wiL. a three to
three vote.
Additional discussion followed.
Derek Pysher moved to grant approval for a 20 square foot
sign with indirect lighting. The moticn died for lack of a
second.
Further discussion followed on the matter of lighting.
Clayton McRory moved to grant approval for a 30 square foot
sign, with staff approval of the indirect lighting.
Sue Railton seconded. The motion carried with a four to two
vote, John Perkins and Derek Pysher voting nay.
Lot 3, Wildridge Acres, Kola Residence. Final -De sign Review
Commission member Henry Vest stepped down as a voting member
of the Commission due to a conflict of interest.
Jim Curnutte stated that this is the last lot to be
constructed in Wildridge Acres. The building has

approximately 2400 square feet of floor area and the maximum
building height is about 35 and a half feet. The materials
are typical of the materials used in Wildridge Acres.
Curnutte stated that the Commission had tabled this
application at the last meeting to allow the applicant to
provide more accurate detail regarding the design of the
residence, the landscaping, the grading/drainage and the
accurate location of the Sheperd Ridge cil-de-sac.
Mr. Curnutte then reviewed the criteria for considering a
final design review. He stated that this proposal is in
conformance with Town regulations, the materials to be used
are suitable, the siting and landscaping appears to be
sympathetic to adjacent residential property. The "existing"
contour lines shown on the site plan do not appear to have
been updated recently to reflect the accurate topography of
the property. Also the quality of the site plan copies are
not clear enough to determine compliance. Curnutte stated
that although two other residences are similar, staff does
not feel that monetary or aesthetic values will be impaired.
He stated that Staff recommendation is for approval with the
fallowing conditions:
1. Final staff review of the grading/drainage plan and
driveway/Sheperd Ridge intersection prior to the issuance of

2. The building floor plans should be amended to add the

application submittal.

physical concerns the Commission had, had been met and the
only concern now is the use of this floor plan. Further
discussion followed on this matter. The changes to the
windows on the proposeu plan as compared with Mr. Vest's home
were discussed. Other changes regarding the dormers, and
fireplace were also discussed.
Buz Reynolds moved to grant final design approval for Lot 3,
Wildridge Acres with the following conditions:
1. Final staff review of the grading/drainage plan and
driveway/Sheperd Ridge intersection prior to the issuance of
a building permit.
2. The building floor plans should be amended to add the
east side second floor window prior to building permit
application submittal.
3. Staff approval of colors.
Clayton McRory seconded and the motion carried unanimously.

Shopping Center Sign Program Amendment,_Desian_Revi_ew
Jim Curnutte stated that Jan Ray, representing Cassidy's
Hole -In -The -Wall, is requesting an amendment to the sign
program at the Benchmark Shopping Center.
Curnutte stated that he had advised the applicant to make
this sign program generically, so that if another tenant
should take over the area in the future, they could just go
in there and only have to apply for a sign permit. ;4e
reviewed the proposed sign program as follows:
Sign type will be limited to wood, routed or sandblasted,
with raised letters.
One sign will be on the north side and one on the south side.
Signs will be located as shown on the attached exhibits.
South side sign size could go to a ma•.imum 60 sq. ft. North
side sign could be a maximum of 20 sq. ft.
Colors will be limited to 3 or 5 different colors and
lighting shall be indirect illumination.
