Bruce Kelly Single Family Residence
Design Revisions
INTRODUCTION
On June 5, 1990, Bruce Kelly received final design approval
for a single family residence. The original approval was for
a two story building with a gable roof. Approved exterior
building materials were 10" diameter peeled and stained logs
(silver oak) with mortar white chinking and window trim,
cedar shake shingles and all foundations covered with white
stucco.
On April 2, 1991, the applicant received approval for
architectural changes to the roof form and window/door
placements and also a change in the siting of the building to
allow for a shorter access drive to the house.
Mr. Kelly is now requesting the following revisions:
1. A change from cedar shake shingles to:
1st Alternative: A textured fiberglass shingle,
i.e., (a) Owen Corning "Oakridge Shadow"
(b) Heritage 30 from Tamko
2nd Alternative: A woodruf shingle
The color to be rustic cedar or weathered wood.
The applicant cites fire safety, lifespan, cost efficiency
and long range appearance as his reasoning for this request.
2. Change original silver oak log stain to an almond
aspen (lighter color), and change the window trim
from mortar white to a blue/green. The chinking and
stucco will remain white.
The applicant feels the silver oak color was too dark and
didn't leave the natural look and grain of the logs to show
through. The almond aspen is a silver color, but much
lighter- and doesn't cover the naturalness of the logs.
The window trim needs to be a darker color to give more
contrast with the log color. Samples will be brought to the

With a unanimous vote the Commission granted approval to the
color changes requested, however with a 3 to 3 vote they
denied the request to change the roofing material from wood
shake to asphalt.

Material Change Request
Design Review
INTRODUCTION
On February 8, 1991, Jan Livergood received final design
approval for a single family residence. One of the
conditions of that approval was that woodruf shingles be used
(the other two were related to the landscaping and driveway
width).
The applicant is now requesting a change in roofing materia
from the woodruf shingles to asphalt shingles. She ha;.
stated that she was informed that woodruf shingles have ar,
inadequate fire rating and is only guaranteed for five years.
Asphalt shingles have been tested and results show that fire
retardant ratings meet insurance guidelines. The applicant
states she would prefer to put a quality product on her new
home.
At the time of writing this staff report, no information has
been provided regarding the type or quality of asphalt
shingles proposed. Samples should be provided at the
meeting.

MINUTES OF PLANNING AND ZONING MEETING
OCTOBER 15, 1991
The regular meeting of the Planning and Zoning Commission was
held on October 15, 1991, at 7:30 PM in the Town Council
Chambers of the Town of Avon Municipal Complex, 400 Benchmark
Road, Avon, Colorado. The meeting was called to order by
Chairman John Perkins.

Chairman Perkins stated all members were present.
Lot 38-B Block 2 Wildridge Subdivision, SchneidermanSingle
Family Residence Material Chance Request
Jim Curnutte stated that Rhoda Sneiderman had received final
design approval for her log home on August 6, 1991. The
approved materials were 10" round logs, stained light oak
color, with dark brown windows. A woodruf masonite material
was approved for the roof.
The applicant is now requesting a change from the woodruf
shingles to an asphalt shingle. She is proposing the
Independance Shangle in a resawn shake color, 30 year
warranty. It is a minimum of 300 lbs per square.
Curnutte then reviewed the new policy adopted by the
Commission on October 1, 1991, regarding acceptable roofing
products in the Wildridge Subdivision. This policy being
that asphalt shingles would be an acceptable roofing material
in Wildridge, depending with the compatibility with the
building on which it is proposed to be installed. The
minimum standards shall be:
1. Weight - 300 lbs per square (minimum)
2. Texture - appropriate relief and shadow effect
3. Color - Darker earthtone colors with

appropriate color variation and pattern.
The Commission then considered three requests for asphalt
shingles. The first one was Jan Livergood who proposed a 400
lb per square Timberline Ultra shingle, which the Commission
approved on her stick built home. Another request approved
was the Wahl four-plex. The Commission denied Bruce Kelly's
request for an asphalt roof on his log home, stating that it
was not appropriate for a log home. This denial was appealed
to the Town Council and at their last meeting the Council did
overturn the denial and approved the request by Bruce Kelly.
Rhoda Schneiderman stated that she is requesting this change
for safety, durability and continued good looks reasons. She
feels that she has seen a few homes that have the woodruf and
they are already starting to bleach out in the sun. Also
since the woodruf is not now a fire rated product she really
doesn't want to use it. She feels that an asphalt roof is an
appropriate roofing material for a log home.
Discussion followed on the color variation of the proposed
shingle. Some of the Commision members voiced a concern
about the use of asphalt shingles on a log home.
Sue Railton moved to approve the material change from woodruf
masonite shingles to the Independence Shangle as submitted.
Patti Dixon seconded and the motion carried with a 4 to 3
vote, with John Perkins, Henry Vest and Derek Pysher voting
nay.
Since no representative was present at this time, the
Commission decided to move on to the next agenda item to
allow the applicant time to show uo.
Rick Pylman stated that the Town of Avon is developing an
affordable for sale housing project and received original
design review approval on May 7, 1991. At that time the
project had a wood shake roof. In July there were quite a
few design revisions made. One of the revisions was to
change to the woodruf product. They Hould like to put that
product on this project, but they can't. It is no longer

being manufactured in the class B rating required for a
townhouse project. The same problem as presented last week
on Wahl's four-plex. The Town is asking for approval for an
asphalt roof material. The Town is also going to the newly
formed Wildridge Covenants Committee on October 16, 1991.
He stated that the Town has tried to meet th,a standards that
were set in the new Planning and Zoning Commission policy of
weight, texture and color. They would like to use a
Timberline shingle, 30 year warranty that does meet the
weight standards, in the weathered wood color.
Chairman Perkins stated that this was the project that the
Commission unanimously turned down the asphalt shingles on
the first presentation. He went on to explain that this is a
project that this type of material is appropriate for,
however, at the time it was first presented, the policy was
to not allow asphalt shingles in Wildridge and the Commission
felt that they could not change that policy for a Town
project.
Clayton McRory moved to grant the requested material change
for Lots 5 and 11, Block 5, Wildridge Subdivision, Wildwood
Townhomes, as submitted.
Derek Pysher seconded.
The motion carried unanimously.
Other Business
Lot 63, Block 3 Wildridge Subdivision, Bruce Kelly
Residence.
Rick Pylman stated that the Commission denied the roof
material change requested by Bruce Kelly at the last Planning
and Zoning Commission meeting. Mr Kelly appealed to the Town
Council and the denial was overturned by the Council. The
Council did instruct Mr. Kelly to return to the Commission
for approval of the color selection. Mr. Kelly is present to
present the color at this time. Mr. Kelly stated that the
approval by the Council was on Heritage, 30 year, 340 lbs per
square. He stated that he is also here to change colors
again. He stated that they have chosen the Birchwood
shingle color. He also provided color samples of the colors
that they would like to use for the window and door trim and
for the fascia. The colors are: Cabot Stain, solid
Beechwood Grey #0542 for the windows and doors; Cabot stain,
semi -transparent Dark Grey #0347 for the fascia; and a
Heritage shingle, 30 year, Birchwood color.

Clayton Mcrory moved to approve the colors as submitted for
Lot 63, Block 3, Wildridge Subdivision.
Sue Railton seconded and the motion carried with Buz Reynolds
abstaining, due to a conflict of interest.
Clayton McRory stated that he feel that there is a need to
police the asphalt products that are going on these projects.
He feels that prior to the application of the product, the
Building Department somehow make sure that the approved
product is actually being installed. Rick Pylman stated that
he did not feel that this would be much of a problem. the
Building Official should be able to keep a check on thits
matter for conformance.
Lot 38-A. Block 2 Wildridge Subdivision Maroney Residence
Material Change Request.
Rick Pylman stated that Gayle Maroney, who is building a log
home on the lot adjacent to Rhoda Schneiderman, would also
like to request a roofing material change. This item is not
on the agenda, as her request came in after the agenda was
finalized.
Gayle Maroney stated she is building a log home right next to
Rhoda Schneiderman. The logs will be light in color. She
is proposing the same line as the Town of Avon in a color
called Burnt Sienna. She felt that it was not appropriate
that she have the same color of roof as the Schneiderman
home.
Sue Railton moved to grant approval for a material change for
Lot 38-A, Block 2, Wildridge, to a Timberline series GAF 30
year, Burnt Sienna color.
Clayton McRory seconded. The motion carried with a 4 to 3
vote, with John Perkins, Henry Vest, and Derek Pysher voting
nay.
The Commission took a 10 minute break to allow more time for
the representative for Lot 12, Block 2, Benchmark at Beaver
Creek, to arrive.
The meeting was re -called to order even though the applicant
had not arrived.

Lot 23 Block 1, Wildridge Subdivision�_ Todd Miller Residence
Material Change Request
Jim Curnutte stated that Todd Miller would like to propose a
material change for his single family residence that is now
under construction.
Mr. Miller stated t,at he has been considering this since he
heard about the change in policy by the Commission. He has
picked out two colors of the same brand as Bruce Kelly is
using. He stated that he just came to sit in on the meeting,
but would like the Commission to consider a change for his
residence. Discussion followed on the building colors and
what color of shingle would look the best on his house. The
Commission finally recommended that he use the weatheredwood
color.
Sue Railton moved to approve the material change for Lot 23,
Block 1, Wildridge from a woodruf masonite shingle to a
Heritage, 340 lb per square, weatheredwood color.
Clayton McRory seconded, and the motion carried unanimously.
