PZC Minutes 091791RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING MEETING SEPTEMBER 17, 1991 The regular meeting of held on September 17, Chambers of the Town of Road, Avon, Colorado. Vice -Chairman McRory, Secretary Patti Dixon. the Planning and Zon!ng Commission was 1991, at 7:30 PM in the Town Council Avon Municipal Complex, 400 Benchmark In the absence of Chairman Perkins and the meeting was called to order by Members Present: Bu_- Reynolds, Sue Railton, Henry Vest, Derek Pysher, Patti Dixon Staff Present: Rick Pylman, Director ,f Community Development.: ,;harlette Pascuzzi, Recording Secretary Acting Chairman Dixon stated all members were present wits the exception of John Perkins and Clayton McRory. Lot 45. Block 4-.—Wildridge Subdiv si_on.,_ Sam and __A_L_l-1son Ecker, Single Family Residence, Final Deslgn _Review Rick Pylman stated that Lot 45 is about an acre in size. It has two frontages, on Wildridge Road East and Longsun Lane. The lot is very steep from Wildridge Road East and the applicants have chosen to access the property from Longsun Lane. The area where the building is located is slopeO about 24%, so it is relatively steep. The Commission has seen this at conceptual review and questions that came up were: 1. Exact color samples. 2. Concern on application techniques on the hard boara siding. 3. The question of using divided lights above the larger windows. 4. A request to break up some of the lines of the lawn, soften the landscape plan a little bit. 5. Additional landscaping at the northwest corner of the building and one of the garage elevations. 6. Also, request the removal of railroad ties from use on the project. 7. A review of the woodruf shingle product. Single Famil�Residencey_Final__Desi _n_Review��cont.l, The house is two story, gable roofs, two car garage, about. 3,000 square feet, not including the garage. It meets maximum building height requirements of 35 feet. The materials are a 6" masonite lap siding, woodruf shingle and a triple pane thermal window. The applicant will provide samples of the building colors. Staff recommendation is for approval with the conditions that the landscape plan should be amended to better define where the automatic irrigation will be provided and where drip irrigation will be provided to tree groupings. Also there is a retainage problem with the driveway grade. Sam Ecker stated that he has repainted the sample board that he had provided at conceptual review and it is cioser to the colors proposed. The railroad ties have been removed, the landscaping has been changed so that it is not so square. He stated that he, just today, got the latest plans from the engineer on the grading and the driveway is now for the most, part at 10%. There is one small section that 'is about 10-1/2%. The slope grading that needed a ret,aining wall has been adjusted and is not to exceed a 2-1 grading. He stated that they want to use the windows above the larger windows. Discussion followed on the windows and on the colors to h, used. Discussion followed on the grade and the driveway. The landscaping pian was then discussed. Reynolds asked if the siding material was masonite or hard board. The applicant stated that it is hard board. The applicant was reminded that the wood burning fireplace would require a $1500.00 fee. Henry Vest asked if the applicant is still planning on using the woodruf shingle. The applicant stated that they were. Discussion followed on trie painting of the exposed metal chimney. Sue Railton moved to grant final design approval for Lot 45, Block 4, Wildridge, with the conditions that the grading and drainage plan be approved by the Town Engineer and that the applicant paint the exposed metal chimney flues. Derek Pysher seconded. The motion carried unanimously. PLANNING AND ZONING COMMISSION MEETING MINUTES September 17, 1991 Page 3 of 5 e Subdivisirjn�__F_our_Unit._Residenti_al or Sandstone Developme_nt,__Conceptual_ Rick Pylman stated that this is a conceptual desig,. review of a fourplex. He stated since there will be no formal recommendation from staff, he will just let Mark Harrison explain the project. Mark Harrison provided a handout showing the elevations, general landscaping and floor plans. He stated that the lot is located at the west end of Old Trail Road just north of the Kedrowski project. The lot is zoned for a fourplex. The units range from about 1000 to 1300 square feet. They are proposing using smooth lap siding. He will provide a color rendering at final design review. It will be a grey or grey/tan, not dark brown. The units will face southwest. There will be sod in front, then native grasses, evergreens, aspen and cottonwoods. There will be gas log fireplaces, clad windows( double pane). He also provided a general site plan. Discussion followed on the grade of the let. Considerable discussion followed on the location of the guest parking. It was suggested that the applicant locate the guest parking in a more convenient area. Discussion followed on the type of roofing the applicant plans to use. He stated he is waiting for more information and a sample of the new roofing material that he had shown to Commission last meeting. As this was a conceptual review no formal action was tarsen. The Commission did encourage the applicant to continue with the project, as they were pleased with the concept and the design. Lots 1, 2, and.3 Sunroad Subdi_vislon_,__Prellmma_ry__ _Plat Review Rick Pylman stated that this is a request for a resubdivision of the Sunroad property. This is the property that surrounds the 1st Bank of Avon. The way the Subdivision Regulations read, this type of request, technically goes straight to the Town Council. However, the Council has requested an informal Planning and Zoning Commission review and recommendation. The Staff has received this and have started to look aL it. The staff does not have a recommendation at this time. Right now there are 3 lots that make up the subdivision. The 1st Bank of Avon property; there is a small lot just to the west of that; and then a larger lot that surrounds those two lots. Plat Review, (cont) The Sunroad Developers are working with the postal service to purchase a part of the property. They are interested in purchasing Lot 1 of the resubdivision. There is a new public road involved that will come off of Avon Road. Due to the median on Avon Road, no left turnswill be allowed. This is really at a preliminary plan stage, most of the issues are pretty much engineering concerns. There is really one planning issue to be dealt with and that is, is the lot layout appropriate with our Master Plan, with the zoning, and with the transportation master plans. Pylman stated that he thinks it probably is. Some of the engineering questions have to be answered before the other questions can be answered and that is where they are at this time. Uses are not an issue in a subdivision plat, however this parcel is zoned Town Center. Considerable discussion followed on possible uses, however, since there was much concern about egress and ingress. Concern was voiced regarding the lot sizes, since the one lot is so large and the others are so small. Pylman stated that the post office is probably doing some long range planning, with the purchase of this large lot. More discussion followed on the traffic that the post office would generate. Considerable discussion followed on the conformance of this project with the Comprehensive Plan. Rick Pylman stated that he would incorporate all comments made by the Commission into his report to the Town Council. ssion Buz Reynolds moved to approve the minutes of the September 3, 1991 meting as submitted. Henry Vest seconded and the motion carried unanimously. Other Business Rick Pylman reminded the Commission members of the breakfast meeting with the Council at 7:45 AM, Wednesday and again Wednesday evening at 7:30 PM. The Streetscape will be presented to the public at these meetings. Discussion followed on the new Avon Center sign. Reynolds stated that he felt it was pretty bright. Discussion followed on City Market. City Market will be upgrading the landscaping. Sue Railton stated she did not feel the finished project looked as well as the renderings. She suggested that the Commission require a model in the future. Considerable discussion followed on this matter. The meeting was adjourned at 8:40 PM.
