MINUTES OF PLANNING AND
SEPTEMBER 3, 1991
ZONING MEETING
The regular meeting of the Planning and Zoning Commission was
held on September 3, 1991, at 7:30 PM in the Town Council
Chambers of the Town of Avon Municipal Complex, 400 Benchmark
Road, Avon, Colorado. The meeting was called to order by
Chairman John Perkins.
Members Present: John Perkins, Buz Reynolds, Clayton McRory
Sue Railton, Henry Vest, Derek Pysher

Chairman Perkins stated all members were present except Patti
Dixon and Sue Railton. Sue Railton arrived shortly after the
call to order.
Lot 7, Block 2. Benchmark at Beaver_Cr_eek_ Subdivision, _ Jack
Hunn for Beaver Bench Condo_Association._._Proposed, _Buildi_ng
Color Change, Design Review
Jim Curnutte stated that the Beaver Bench Condo Association
is requesting a change in the color of the two buildings. At
Ghis time each building is painted a different color. Jack
Hunn, representing the Association, presented photos of the
two buildings. One of their goals is to get them both
painted the same color and the other goal is to pick a single
color, rather than two colors that they think accentuates
some bad architectural detail. The color they have selected
is a solid body, sort of grey/beige color, #SCE7. They would
like to pick a trim color after they see this on the
buildings. It would be several shades darker of the same
color. The dumpster enclosure and entry sign will be painted
the same color.
After discussion, Clayton McRory moved to approve the color
change for Lot 7, Block 2, Benchmark at Beaver Creek
Subdivision.
Derek Pysher seconded.
The motion was amended to include the requirement that the
painting be done by the end of September.
Pysher seconded the amendment.
The motion carried unanimously.

Lot 45, Block 4, Wild -ridge Subdivisi_on, Sam_Ecker_, _5_ingle
Family Residence, Conceptual Design Review
Jim Curnutte stated that the applicant is requesting
.onceptual review on a single family residence. Lot 45 is
0.94 of an acre and has frontage on both Wildridge Road East
and Longsun Lane. The applicant is proposing to access the
property from Longsun Lane. The buildable portion of the
property slopes toward the southwest at approximately 24%.
The building is a two story stick built home with gable roofs
and a two car garage. Proposed building materials are 6"
masonite lap siding, woodruf shingles and triple pane
aluminum windows, flagstone walkway and an asphalt driveway.
The applicant has color and material samples. A site grading
and a landscape plan have been provided. The landscape plan
includes a proposed level lawn area in the back of the house
which utilizes a railroad tie retaining wall. Staff will
point out that the driveway grade appears to be excessive.
The applicant will be working on this problem.
Considerable discussion followed on all aspects of this
project, especially the use of masonite siding.
As this was a conceptual r -,view, no formal action was taken
at this time. The Commission suggested the applicant
consider the following when he comes in for final design
review:
- Exact color samples
- Be aware of application techniques on the hard
board siding.
- Review the window fenestration with respect. t.,
divided lights above regular windows
- Break the rigid lines of the lawn and landscape,
design - review the retaining walls
- Additional landscap-ng on the northwest corner of
the building and the bare garage elevation
- No used railroad ties
- Review the woodruf shingle product

Jim Curnutte stated that this is the lot that Greg Kraft
currently owns. He stated that the Commission had denied
final design review on the last version of this plan and that
denial was appealed to the Town Council and they chose to
approve the plan. The applicant, William Hein is requesting

some design revisions of the building and some site changes.
They revisions are:
- Removal of one of the five one -car garages. This
would eliminate some of the massing of the building.
- Change the roof form to better deal with snow
shedding and improve the look of the building.
- Eliminate the interior space previously proposed
to be used for storage/meeting/mechanical areas. This space
would be incorporated into the habitable area of the units.
- Redesign the interior floor plans of the units to
better utilize the building's habitable space. These changes
will be accompanied by the necessary fenestration changes.
The applicant has indicated that he has no intention of
changing the exterior building materials or landscape plan.
William Hein stated he would answer any questions the
Commission might have. He stated that they feel that these
changes would make the project more cost effective, make the
units work better and therefore more marketable, and to deal
with some of the snow discharge problems.
He stated that at final they may want to look at using the
hard board siding. They are looking at possibly using some
vertical shingle applications also on the gable ends.
Considerable discussion followed on all the proposed changes.
It was the general concensus that the proposed changes would
greatly enhance the project. Also discussed was the
considerable amount of parking area. The applicant was asked
to work with the Staff to try to reduce the amount of asphalt
area if at all possible, and add more landscaping in that
area. Discussion followed on the possible colors to be used.
It was suggested that they be earth tone colors. The
landscaping and irrigation system was discussed. The use of
sod on the south side of the building was discussed. It was
felt that there should only be small areas of sod. Also
discussed was a potential deck system along the back side.
Since this was a conceptual review, no formal action was
a taken at this time. However, the Commission urged the
applicant to consider the following:
- Finalize the siding material
- Detail at gable ends with respect to possible
vertical shingles

- Colors re -presented - earth tones are suggested
- Drip irrigation system and for sod a regular
irrigation system is recommended

- Decks or patios at grade would be a recommended

- A reduction of the asphalt area and verification
of the parking -equirements, and with the
reduction, more landscaping be provided on the
north side

Sandstone Development Proposed_ Building _Design __and _Roof
Material Changes Design Review
Jim Curnutte stated that Mark Harrison had submitted a letter
requesting administrative approval for some proposed changes
on the 4 unit project. Four of the changes were items were
acceptable to Staff and they were approved administratively.
They were essentially window changes. However, another'
request was a change of the roofing material from cedar
shakes to woodruf shingles and Staff felt that the Commission
should decide this matter. Another request is to, on
building #2, enclose a 7' x 7' deck area and make it a part
of the habitable area and add a new deck along the entire
front of the building.
Mark Harrison stated that these changes are a request from a
potential buyer.
Discussion followed on the proposed changes regarding the
decks. It was the general consensus that these changes were
suitable. However, during discussion regarding the change of
the roofing material, it was felt that the woodruf shingles
would not be appropriate for this particular project.
Sue Railton moved to approve the changes to the design,
enclosing the deck and adding a new deck on the front and
adding a door to the east elevation to house #2, but denying
the change of roofing material from cedar shakes to woodruf
shingles.
Derek Pysher seconded the motion.
The motion carried unanimously.

Reading and Approval of Planningand Zoning_ Commission
Meeting of August 20, 1991_
Buz Reynolds moved to approve the minutes of the August 20,
1991 meeting as submitted.
Clnyton McRory seconded and the motion carried unanimously.
Other Business
Sue Railton had a question regarding the south elevation of
City Market. She stated that this seems to be different than
any renderings that have been posted. On the renderings the
entrance to the library has some detail over the dor-. In
actuality there are only sliding doors. She asked that Staff
check this out. Jim Curnutte stated that he intended to
check on the landscaping being done anyway and will check out
the concern voiced by Ms. Railton.
Clayton McRory stated that the allocation for signage area
for the Avon Beaver Creek Resort is not adequate. It is
proposed for the south side which cannot be seen from the
street and he would like to see it be allowed for the front
so that it can be seen from the street. It is an information
center, but if it is not marked well, then you may as well
not lave it. Jim Curnutte will check on all or these
concerns.
Derek Pysher asked about the painting of the breezeways at
Sunridge. Jim Curnutte stated that the Sunridge Board will
be discussing this issue at their next Board meeting on
September 7th. It was suggested that if they do not have the
money to do it this year, they be allowed to do it next year.
John Perkins stated that Ben Krueger has made some very
positive improvements to the landscape down to the river. He
has built a natural stepping stone path down the hill and has
introduced landscaping in between the rocks, etc., which is
nice. He has made a jetty into the river and have put a
swing from one of the trees by }he river. None of these
improvements were on the plans and Perkins asked what the
procedure is for this. Jim Curnutte stated that usually
Staff can appruva this type of landscape improvements.
Perkins stated that they also like the arches that were put
over the garage door and would like to repeat a smaller arch
on the street elevation and side elevation o the walkway.
Jim Curnutte stated that Mr. Krueger should provide a written
request for administrative approval if these changes.
