The Planning and Zoning Commission approval did not include a review of proposed landscaping or building colors. These two items were required to be brought back to the Commission for their review. On May 7, Mr. Seibert received approval of the proposed landscape plan, but not the building colors. Discussion of building colors was continued to this meeting. Proposed building colors have not been submitted to Staff for review as of the writing of this report. They will most likely be presented at the meeting. STAFF REPORT TO THE PLANNING AND ZONING COMMISSION May 21, 1991 Lot 3, Filing 1, Eaglebend Subdivision Ben Kreuger Kreuger Duplex Review of Proposed Building Colors INTRODUCTION At the Planning and Zoning Commission meeting of May 7, 1991, Ben Kreuger received conditional approval of a duplex building on Lot 3, Filing 1, Eaglebend Subdivision. One of the conditions made by the Planning and Zoning Commission was that the final color scheme for the building must be brought back for review and approval. The proposed color scheme for the building has been submitted (color rendering and samples). The exterior siding and trim is proposed to be stained heritage blue (Olympic), window sash and soffits will be stained stonehedge. The "Bilt-Best" clad windows will be sand taupe. The buildings stucco will be an off white color and the deck railings will be black. STAFF RECOMMENDATION Approval of building colors. Lot 58 is 2.17 acres (94,525 square Leet) in size, however, slightly more than half of the lot (49,500 square feet) is platted as 'non -developable area' within which no development is allowed. The size of the remaining developable portion of the lot is 45,025 square feet. Lot 58 is located at the corner of West Wildridge Road and June Point. The lot slopes toward thje southwest at 30-40% on the east side of the lot and 15-30% on the west side of the lot. Existing grade in the area of the proposed residence appears to be approximately 20%. The landscape plan submitted in conjunction with this house is very conceptual in nature (no reference to limit of disturbed area, revegetation mixture, etc.) The building is two stories with a full basement and gable roofs. The living area of the building is approximately 3,000 square feet. An attached two car garage is located adjacent to, and midway between, the first and second levels of the living area. Maximum building height is approximately 30 feet. Exterior building materials include channel rustic wood siding and board and batten siding, cedar shingles and "EIFS" on the chimney flue. All exposed foundation walls will be painted. A railroad tie retaining wall will be utilized on the south side of the building. Proposed colors will be discussed at the meeting. Driveway grade is approximately 10%. STAFF COMMENTS The Commission shall consider the following items in reviewing the design of a proposed project: 6.11 - The conformance with the Zoning Code and other applicable rules and regulations of the Town of Avon. COMMENT: The project is in conformance with the zoning code and other applicable rules and regulations of the Town of Avon. COMMENT: The building materials appear to be suitable with Town Guidelines. 6.13 - The compatibility of the design to minimize site impacts to adjacent properties. COMMENT: The siting and landscaping of the building is sympathetic to the adjacent residential property. All grading will be contained within lot lines. This building is located on one of the most northerly lots in Wildridge and should not negatively impact solar and view corridors or the privacy of neighboring properties. 6.14 - The compatibility of proposed improvement with site topography. COMMENT: The proposed building appears to be compatible with site topography, however the railroad tie retaining wall is not reflected on the regrading plan. 6.15 - The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. COMMENT: The appearance of this residence from neighboring properties and public ways seems acceptable. 6.16 - The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. COMMENT: Staff sees no conflict with this criteria. 6.17 - The general conformance of the proposed improvements with the adopted Goals, Policies and Programs of the Town of Avon. COMMENT: The proposal is in general conformance with adopted Goals, Policies and Programs of the Town of Avon. STAFF REPORT TO THE PLANNING AND ZONING COMMISSION May 21, 1991 Lot 51, Block 3, Wildridge Subdivision Michael Ray Ray Duplex Building Addition INTRODUCTION Michael Ray has requested final design review of a proposed 350 scuare foot addition to the Ray duplex on Lot 51, Block 3, Wildridge Subdivision. The 13' x 26' addition is proposed to be added to the north side of Unit A. The siding, rooting and windows will be the same materials used on the existing duplex. All building materials will be stained/painted to match the existing building. This request should have a negligible effect on surrounding properties, however, it would appear that the addition will encroach into parcel C which is owned in common by the owners of both halfs of the duplex. No evidence has been provided to indicate that the east side property owner has agreed to this encroachment. Also, the site/grading plan shows work within the public right-of-way. STAFF RECOMMENDATION Approval of the proposed building addition with the following conditions: 1. Applicant must provide written authorization from the owner of the east half of the duplex regarding the encroachment into the common parcel. 2. The applicant must replat the property in order to extend the parcel B property line around the building addition. 3. A permit to perform work in the public right-ot-way (grading) must be obtained prior to the start of any work. 4. All disturbed areas must be reseeded and landscaped. STAFF REPORT TO THE PLANNING AND ZONING COMMISSION May 21, 1991 Lot 43, Block 2 Wildridge Mark Harrison Final Design Review INTRODUCTION Mr. Mark Harrison is proposing to construct four single family residences on Lot 43, Block 2, Wildridge Subdivision. Lot 43 is located at 2500 Old Trail Road and is zoned for four units. The lot is .70 of an acre in size and slopes up to the north at approximately 10%. This proposal was reviewed and tabled at the May 7, 1991 meeting because of the following concerns. 1. Overall driveway grade was excessive. 2. Driveway grade to the southeast unit was very -steep. 3. Amount of overlot grading. 4. Quality of landscaping. 5. Color of one of the buildings. 6. Metal roof forms at entry. The applicant has responded to these concerns. A revised grading plan has been submitted and substantial improvements have been made to the driveway grading. The amount of overlot grading has not been reduced. A new landscape plan has been submitted. This plan includes a formal sod area around each unit, defines tree planting areas, includes species number and size, and includes an underground sprinkling system for the sod area. The unit that was previously shown to be blue will be painted a muted green shade. The roof forms over the entry will be cedar shake. STAFF COMMENTS The Commission shall consider the following items in reviewing the design of a proposed project: 6.11 - The conformance with the Zoning Code and other applicable rules and regulations of the Town of Avon. COMMENT: Although the entire lot is sub,le,.t to regrading, it appears as though impacts to adjacent properties are minimal. 6.14 - The compatibility of proposed improvement with site topography. COMMENT: The grading plan is now in general conformance with Town standards. The d-iveway must be built to Town specifications. 6.15 - The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. COMMENT: The landscape improvements add a great deal to the visual appy-rance of this project. 6.16 - The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. COMMENT: The remaining multif-family lots surrounding this property are currently undeveloped. This type of development does have the potential to be very dissimilar to others in the vicinity. 6.17 - The general conformance of the proposed improvements with the adopted Goals, Policies and Programs of the Town of Avon. STAFF REPORT TO THE PLANNING AND ZONING COMMISSION May 21, 1991 Lot 9, Wildridge Bob Kedrowski Proposed Design INTRODUCTION Acres Subdivision Revisions For Huntoon Residence On December 18, 1990, Bob Kedrowski receoved final design approval of the Huntoon residence on Lot 9, Wildridge Acres. A building permit was issued shortly after the Planning and Zoning Commission meting and construction of this building began. Approximately two weeks ago, a final inspection was requested on the building so that :he Huntoons could occupy it. During the inspection it was discovered that numerous siding and fenestration changes had been made to the building (see plans). Since these changes have not received the necessary approvals, they are being presented tonight. Mr. Kedrowski has made unauthorized changes to every occupied unit in the subdivision so far. After the last unauthorized change the Planning and Zoning Commission asked the Staff to write a letter to Mr. Kedrowski explaining how the process works (see attached letter). The Huntoon residence was the first building built after the above mentioned letter was sent. STAFF RECOMMENDATION Although the unauthorized changes were made to the building without previous approval they do not in any way violate Avon's design review guidelines. Staff recommends approval of the proposed revisions. The applicant is again notified that .7ny changes to future buildings without written approval from the Planning and Zoning Commission or Staff will result in the immediate issuance of a stop work order.
