RECORD OF PROCEEDINGS
MINUTES OF PLANNING AND ZONING MEETING
APRIL 16, 1991
The regular meeting of the Planning and Zoning Commission was
held on April 16, 1991, at 7:30 PM in the Town Council
Chambers of the Town of Avon Municipal Complex, 400 Benchmark
Road, Avon, Colorado. The meeting was called to order by
Chairman Frank Doll.
Members Present: Frank Doll, Sue Railton, Jack Hunn,
Pat Dixon, Clayton McRory, Buz Reynolds

Chairman Doll stated that all members were present except
John Perkins.
Since the first applicant, Al Connell, was not present at
this time, Chairman Doll called for the second item on the
agenda.
Lot 23, Block 1. Wildridgey__Mi_ller.Resdence,._Final_ Design
Review
Chairman Doll stated that this particular project has been in
twice before for conceptual design review.
Jim Curnutte reviewed the lot size and building coverage and
height. He stated that the landscape plan shows that the
larger plant species will be provided with drip irrigation.
He stated that the building is a two story with basement,
wood frame building with gable roofs and a prow front
elevation. The roof pitch flattens out toward the back to
accommodate a third story loft. Exterior building materials
include tongue and groove cedar siding, stucco, wood decks,
and cedar shake shincies. There is a stone walkway wrapping
around the building and the driveway will be covered with
asphalt, but the applicant would like to delay paving for a
period of up to a year to allow for proper compaction.
Curnutte then reviewed the previous comments made by the

Commission regarding this project.
He then reviewed the criteria for considering a final design
review.
Curnutte stated that Staff recommends approval with the
following conditions:
1. The driveway entrance must be moved so that it
lines up with Beaver Creek Point and that it comply with the
applicable requirements of the Town of Avon.
2. A more detailed drainage plan must be submitted
for Staff review at the time of building permit application.
The applicant, Todd Miller, asked Commissioner Jack Hunn to
step down because he felt that he had a conflict of interest
since he will be building below Mr. Hunn.
Jack Hunn stated he did not feel that he had a conflict and
declined to step down.
Discussion followed on whether the applicant has considered
and included any o" the suggestions the Commission had
previously voiced. Discussion followed on the colors. Jack
Hunn had problems with the prow and with the stone shown on
the building. He did not feel that the landscape plan was at
a level of information that warrants a final review and he
would like to exclude landscaping from any motion for
approval and have the applicant come back with a more
professional landscape plan.
The general consensus of the Commission was that this
presentation is much better than the previous plans.
Buz Reynolds moved to grant final design approval with the
exception of the landscaping, which will have to come back
for approval, and compliance with the Staff recommendations I
and 2.
Sue Railton seconded
The motion carried with Jack Hunn voting nay.

Design _Review
Jim Curnutte stated that this project was presented last
September 18, 1990 at which time the Commission tabled this
item, stating several concerns they had with the project.
Curnutte then reviewed the lot size, the building size and
height. He stated that the landscape plan does not show the
size of the plants, any proposed irrigation or any
distinction between native or more formal landscaped areas,
or snow storage areas. He stated the buildings are two story
with loft, wood frame buildings with gable roofs. Each unit
contains a one car garage and a fireplace. Building
materials are cedar grain lap -siding, stucco, redwood decks,
and woodruff shingles. Material samples and colors will be
provided at this meeting. The applicant would like to leave
the drive for about one year for compaction.
Curnutte then reviewed the criteria for final design
approval.
Staff recommendation is for approval with the following
conditions.
1.

The plan should include a detailed

The applicant provided a sample of the proposed siding.
Considerable discussion followed on the matter of the siding
being a similar product to masonite. Discussion foll3wed on
the fact that one elevation has no windows. The applicant
stated that that elevation is into the side of a bank and it
would be a waste of money to put in windows. Discussion
followed on there being only one door in each unit.
The applicant stated that the retaining walls will be
terraced. The applicant stated that the snow storage would
be behind the parking area. Considerable discussion followed
on the possible problems this could cause. Discussion
followed on the roof forms. Discussion followed on the
retaining walls. Further discussion followed on the siding
material. Buz Reynolds stated that the proposed material is

intermittent with chips cf wood. He stated that he has never
seen this product installed and he would like some more
information on it before he approves it for use. This was
the general consensus of the Commission.
Sue Railton moved to grant final design approval to Lot 2,
Block 5, Wildridge, with the following conditions:
1. The driveway entrance must comply with the
applicable requirements for the Town of Avon.
2. A more detailed drainage and grading pian must
be submitted for staff review at the time of building permit
application. The plan should include a detailed design of
all retaining walls.
3. A more detailed landscape plan must be provided
to the Commission.
4. The paving be allowed to be postponed for a
period of one year to allow for compaction, with the posting
of a bond.
5. More information on

Review
Jim Curnutte stated that the applicant is requesting to build
a duplex on about 1/3 of an acre. It is a fairly flat,
buildable lot. The building is two stories high with a hip
roof. Total living area is about 4,000 sq. ft. Each unit
has a two car garage and first floor decks. The decks have
been cantilevered out over the bank of the Eagle River. The
maximum building height is approximately 31 feet. Exterior
building materials include, stucco, cedar siding; masonite
shingles. As this is conceptual, there is no formal staff
recommendation and no formal action will be taken.
Discussion followed on the colors and materials to be used.
Discussion followed on the possible encroachment in to the
setback on one side of the building. The applicant stated he
feels they can avoid that encroachment.
The Commission had no undue concerns regarding this project
and encouraged the applicant to proceed.

Jim Curnutte reviewed the site information. He stated that
no grading or drainage or landscaping plans had been received
to date. He stated that the building is a two story
southwestern style home, oriented toward the west, southwest.
He stated that it appears that stucco is the prominent
material to be used. As this is conceptual, no staff
recommendation is made at this time.
The applicant stated that they are trying to nestle the house
into the side of the hill. He described the materials to be
used. Discussion followed on how the windows will be
installed. Discussion followed on the roofing materials to
be used. The use of the awning was discussed. The Commission
would like to see a color rendering. Discussion followed on
the placement of the water and sewer lines. Discussion
followed on the diveway. Discussion followed on the
landscaping. The applicant stated that they do not want a
plot of lawn. They prefer the natural vegetation.
Discussion followed on the guest parking and turnaround.
The applicant was asked to consider some of the comments
provided by the Commission when considering the final design.
Lot 58 Block 3_,_.Wildridge, Jones_Resi_dence� Conceptual Design
Review
Buz Reynolds stepped down due to a conflict of interest.
Jim Curnutte stated that this lot is 2.17 acres, however,
slightly more than half of the lot is platted as
"non -developable area". He described the location of the lot
and the slope of the lot. He stated that the landscape plan
is very conceptual at this point. The building is two
stories with a full basement and gable roofs. A two car
garage is located adjacent and mid -way between the first and
second floor. Exterior building materials include board and
batten siding, cedar shingles and stucco on the exposed
concrete. Driveway grade is currently shown as about 10%.
Discussion followed on the areas where the stucco and siding
will be used. It was suggested that FDme sort of trim or
band be used to make the transition from the stucco to board
and batten. Discussion followed on the grade of the
driveway. Discussion followed on the type of windows to be
used. Discussion followed the colors. Discussion followed
the landscaping. The applicant stated that they will use
considerable natural vegetation.

The applicant was urged to consider the above comments in
considering the final design.
Lot 17,___Block_1_,_ Wil.dridge,_ 4 Unit Residential Project,
Discussion_ Item _Only__
Jim Curnutte stated that MPH Partnership is considering
another project similar to the Claivin and would like to
obtain the Board's opinion on such a project.
David Marshall described the units that they would like to
construct on this site.
Chairman Doll stated that he would rather see a project like
his than see a massive fourplex. This was the general
consensus of the Commission.
Discussion followed on the proposed guest parkinq. It was
felt that four units for this lot would be excessive. Three
would work well on this lot.
It was felt that a policy needs to be developed as this is
becoming a popular trend in Wildridge. It was felt that some
of the zoning in Wildridge needs to be reconsidered.
Some changes to the plans that are proposed were suggested
for the applicant's consideration.

Due to other pressing priorities, the minutes for April 2,
were not completed at this time.
Other Business
Discussion followed on requiring bonds for paving and
landscaping, etc.
Discussion followed on the two drives that have been in more
than a year and are still not paved.
Since this is the last meeting for Frank Doll Jack Hunn
extended his thanks for all of his years of service. This
was echoed by the rest of the members and staff.
