RECORD OF PROCEEDINGS
MINUTES OF PLANNING AND ZONING MEETING
DECEMBER 4, 1990
The regular meeting of the Planning and Zoning Commission was
held on December 4, 1990, at 7:30 PM in the Town Council
Chambers of the Town of Avon Municipal Complex, 400 Benchmark
Road, Avon, Colorado. The meeting was called to order by
Chairman Frank Doll.
Members Present: Frank Doll, Sue Railton, Jack Hunn.
John Perkins, Buz Reynolds, Pat Dixon,
Clayton McRory
Staff Present: Fick Pylman, Director of
Community Development;
Jim Curnutte, Planner;
Charlette Pascuzzi,
Recording Secretary
Chairman Doll stated that all members were present except
John Perkins.
Mr. Perkins arrived about three minutes later.
Chairman Doll then officially welcomed the new Commission
member, Pat Dixon.

Rick Pylman reviewed the concerns and suggestions the
Commissicn had voiced at the previous meeting.
Jim Curnutte stated that all concerns had been taken care of
with the exception of a new landscape plan. He stated the
applicant has provided a memo stating what they plan to do
with the landscaping and signage, however, since the
architect will be out of town until after December S, they
cannot provide the actual plans at this time.
David Marshall described the changes made, stating that he

has moved houses A and B five feet away from the easement,
and he has brought house C 15 feet back up so it cannot be
seen from below. He described how the wall will be placed.
He described the fenestration changes. He stated that they
have changed the brick to stone, and they have brought the
fireplaces all the way down to the ground. Mr. Marshall
provided samples of the wood to be used for the wall around
the property. The wall will be four Peet high. He stated
that more detail on the wall will be included in the
landscape plan that will be presented lat=_r. At that time,
also, they would like to present the project signage. He
stated that they plan to present the landscape plan and
signage plan to the Commission in January.
John Perkins moved to grant final design approval to Lot 2,
Block 1, Wildridge Subdivision, six unit residential complex,
excluding the landscape plan, or the project signage, which
must be presented for final approval before a temporary
certificate of occupancy is issued.
Jack Hunn seconded.
Hunn asked if the same colors as presented previously world
be used. The applicant stated that they would and would be
applied as presented previously.
Further discussion followed on the fence. It was suggested
that it be stained to match some of the other wood on the
project.
The motion carried unanimously.
While waiting for the next applicant to arrive, Chairman Doll
gave an update on the Railroad Crossing project.
Discussion then followed on the Town Christmas decorations.
Rick Pylman reviewed the proposed changes to the zoning code.
He stated the idea at this point is to move away from the
development right and fractionalization system and go to a
more traditional form of zoning where a zone district allows
a certain amount of units per acre. Discussion followed on
this concept.

Buz Reynolds moved to approve the minutes of the last meeting
as submitted.
John Perkins seconded and the motion carried unanimously.

Since a representative for the above described applications
was not present, Clayton McRory moved to continue the items
to the December 18, 1990 meeting.
Jack Hunn seconded.
The motion carried unanimously.
Other Business
Once again the Commission discussed some of the parking
problems in the industrial zone district.
The meeting was then adjourned at 8:10 PM.
