INTRODUCTION
The applicant seeks the approval of two Satellite Dish
installations near the Northwest ccrner of the site.
Diameter approximately 8 feet, earth tone color.
STAFF COMMENTS
Before acting the Commission shall consider the
following items in reviewing the proposed use.

Section 6.24 Miscellaneous Items:
C. Communications & Satellite Dish Antennae:
1. All antennas shall be located so as to screened from
view from any public right-of-way or neighboring prcperty.
Screening my be accomplished by, or through the use of
landscaping materials, fencing, existing structures, subgrade
placements or other means that both screen the antennae and
appear natural to the site;
2. All wiring and cable related to antennae
installation shall be installed underground or be
incorporated entirely within the structure;
3. The use of mesh antennas is encouraged;
4. Color selection for dish antennae should be made
with respect to the characteristics of the site or structure.
Unpainted surfaces and dish antennas with reflective surfaces
shall not be allowed. No advertising, logos or
identification shall be allowed on any dish antenna.
Section 6.00 Design Guidelines:
6.11 The conformance with the Zoning Code and other
applicable rules and regulations of the Town of Avon.

Comment: The following additional information should be
provided prior to making a final design review determination.

determine precise layout, location, and dimensions of
proposed and existing improvements. Information should be
provide to determine height of fence relative to top of
Satellite Dishes.
Section 2.47 Landscape Plan showing:
Comment: Submittal of sufficient information to
determine existing plant materials to be removed and to be
retained; location and design of proposed landscaped areas;
varieties and approximate sizes of plant materials to be
planted therein; type of irrigation or underground sprinkler
systems to be used.
Screening should be accomplished by the placement of
coniferous landscape materials.
Section 2.49 Special Submittal Requirements:
Comment: Submittal of sufficient information to
determine actual height, color, materials, supporting
structure, screening or landscaping to determine impact of
proposed project on view corridors of adjacent properties.

Design Review of Fence for Parking Area
INTRODUCTION:
Upper Eagle Regional Water Authority seeks to construct
a six foot high security fence surrounding a portion the
parking lot on the West side of its facility on Tract P.
STAFF COMMENTS:
Before acting the Commission shall consider the
following items in reviewing the design of a proposed
project:
6.11 The conformance with the Zonina Code and other
applicable rules and regulations of the Town of Avon.
Comment: The project appears to meet applicable rules
and regulations of the Town of Avon. No unusual conditions
occur.
6.12 The suitability of the improvement, including type
and quality of materials of which it is to be constructed and
the site upon which it is to be located.
Comment: The type and quality materials are compatible
with the existing structures and fences in the vicinity.
6.13 The compatibility of the design to minimize site
impacts to adjacent properties.
Comment: A wood screen fence would diminish the visual
impact of a vehicle storage yard which the parking lot
functions as during certain periods of the day. A solid
screen fence would not diminish the security aspect of the
fence.
6.14: The compatibility of proposed improvements with
site topography.
Comment: The fence is compatible with site topography.
6.15 The visual appearance of any proposed improvement
as viewed from adjacent and neighboring properties and public
ways.
Comment: The visual appearance of the fence does not

neighboring properties and public ways. Increased
landscaping around the perimeter of the fence would be an
improvement to the vicinity. A fence bisecting the middle of
a paved parking lot gives a less than desirable aesthetic
appearance.
6.16 The objective that no improvement be so similar or
dissimilar to others in the vicinity that values, monetary or
aesthetic will be impaired.
Comment: The improvement is functional in nature and is
not so similar or dissimilar to others in the vicinity that
values, monetary or aesthetic will not be impaired.
6.17 The general conformance of the proposed
improvements with the adopted Goals, Policies and Programs
for the Town of Avon.
Comment: The proposal is in general conformance with
adopted Goals, Policies and Programs for the Town of Avon.
STAFF RECOMMENDATIONS:
If a wood screen fence is deemed appropriate it shoula
conform in design and material to the screening fence being
constructed along the .youth boundary of Nottingham Park which
is in the vicinity of the proposed fence location.
Snow storage areas should be designated on site plan.
The applicant has not submitted color or material
samples for review.
