PZC Packet 121989STAFF REPORT TO THE PLANNING AND ZONING COMMISSION December 19, 1989 Lot 4, Filing 1, Eaglebend Subdivision South Harbor Development Corp Single Family Residence Design Review INTRODUCTION South Harbor Development Corporation is proposing to construct a single family res,dence on Lot 4, Filing 1, Eaglebend Subdivision. Lot 4 is 16,703 square feet in size, the proposed building footprint is 1980 square feet for a building area ratio of 11%. The building is sited on the western edge of the property and given a roof overhang of 18", meets all required setbacks, including floodplain. The building does encroach 5 feet over the riverbank to the south, with a deck extending an additional 8 feet. The maximum building height is 32 feet, within zoning requirements. Although the site plan does not specifically indicate usable open space or snow storage, there is sufficient area to meet these requirements. The architecture is similar to existing South Harbor developments. Exterior materials are: cedar siding, cedar fascia, and aluminum clad windows. The elevations do not appear to match the site plan for this proposal. The south elevation does not match the grade lines indicated on the site plan. STAFF COMMENTS The Commission shall consider the following items in reviewing the design of a proposed project: 6.11 - The conformance with the Zoning Code and other applicable rules and regulations of the Town of Avon. COMMENT: The project, as designed, is in conformance with the Zoning Code and other applicable rules and regulations. COMMENT: The type and quality of materials is consistent with Town guidelines. 6.13 - The compatibility of the design to minimize site impacts to adjacent properties. COMMENT: The residence is sited on the extreme western edge of the parcel and will present a relatively long unbroken expanse to its neighbor, however, ail setback requirements are met. 6.14 - The compatibility of proposed improvement with site topography. COMMENT: The Staff is concerned with the encroachment of this structure over the bank of the river. This encroachment is the result of a pre-set architectural program. A more creative aporoach to site planning could easily eliminate this encroachment. The proposed deck on the south elevation should be eliminated or dramatically reduced in size. 6.15 - The visual appearance of any proposed improvement as viewed from adjacent and neighboring properties and public ways. COF.MENT: Staff is concerned with the visual appearance of this proposal from the river and from properties on the south side of the river. The building elevations do not accurately portray the appearance of this elevation, as it is sited on the property. 6.16 - The objective that no improvement be so similar or dissimilar to others in the vicinity that values, monetary or aesthetic will be impaired. COMMENT: The proposal is in general conformance with adopted Goals, Policies and Programs for the Town of Avon. STAFF RECOMMENDATION Staff recommends that the applicant submit a more unified proposal; elevations should relate to the proposed site planning; the encroachment over the river bank should be eliminated or reduced; driveway material needs to be specified, as does the method of landscape irrigation. Staff suggests that this application be continued until such time as all of the above recommendations have been submitted. No action was taken regarding this application at this time. STAFF REPORT TO THE PLANNING AND ZONING COMMISSION DECEMBER 19, 1989 Lot 8, Block 1, Benchmark at Beaver Creek Sonnen Halde Condominimums Roof Material Change Design Review INTRODUCTION The original design review approval for the Sonnen Halde Condominimums included wood cedar shakes as the roof material. At a Design Review hearing on July 18, 1989, Sonnen Halde requested, and received, approval to substitute an asphalt shingle material for the wood shakes, with the condition that the applicant return to a future Design Review hearing to specify color and quality of shingles. At the Design Review hearing of November 7, 1989, the applicant appeared before the Commission to present a specific color of asphalt shingle. During the ensuing discussion the applicant decided to amend his request and utilize wood shakes as his roof material. This request was approved by the Planning and Zoning Commission The applicant is now requesting to amend the approved roof material (cedar shakes) to a Tamko asphalt shingle of a "weathered shake" color. STAFF COMMENTS The Staff reviewed an identical request on November 7, 1989, and presented comments pertaining to the request. As we feel those comments are still valid, please refer to the attached Staff memo dated November 7, 1989.
