PZC Minutes 040489RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING MEETING APRIL 4, 1989 The regular meeting of the Planning and Zoning Commission was held on April 4, 1989, at 7:35 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairwoman Pat Cuny. Members Present: Frank Doll, Denise Hill, Clayton McRory, John Perkins, Tom Landauer, Pat Cuny, Buz Reynolds Staff Present: Lynn Fritzlen, Department of Community Development; Charlette Pascuzzi, Recording S-.retary Lynn Fritzlen stated that John Appleby is requesting final design review for a single family residence located on Lot 17, Filing No. 3, Eaglebend Subdivision. She stated that a xerox copy of the plan is provided. She stated that Filing No. 3 is currently platted for 19 townhouse units. Of those 19 units 12 have been developed and are commonly known as the Stonebridge Townhomes. She stated that there is one residential development right assigned to each of the lots. She stated that Lot 1 through 19 as platted represent the area directly beneath the existing and proposed townhouses. The area outside of the lots is Tract B and is owned in common by the Stonebridge Condominium Association. Fritzlen stated that at the March 21, 1989 meeting a front yard and sideyard setback variance was approved, in conjunction with the replat of Lot 17 and 18. The newly platted lots allow for two detached residences with a common driveway, rather than the townhouses as originally proposed. Fritzlen then described the colorzd elevations as provided. Fritzlen stated that the application does appear to be in 2 Planning and April 4, 1989 Page 2 of 4 Zoning Commission Meeting Minutes conformance with all applicable regulations. She stated that the architectural style and massing is complimentary to the Victorian character of Stonebridge Condominiums and the similar development on the adjacent Lot 19 Filing No. 1. She stated that the design of the driveway access is integral to the development of both properties. Regarding the compatibility of the improvements with site topography, she stated that the site and building design incorporate minimal regrading and the rear deck is suspended over the bank that slopes to the river. She stated that all elevations of this residence have an equal level of architectural detail and interest. She stated that the architectural design is not identical to any other in the vicinity but similar in style. She stated that Eaglebend Subdivision has no applicable goals. Fritzlen stated that the staff recommendation for this project is that if the Commission finds that the application is in conformance with .he applicable goals, final design review approval is recommended subject to the following: 1. Approval of the replat of Lots 17 and 18, Filing No. 3, Eaglebend Subdivision as presented with the r.pplication for final design review. 2. Any further conditions imposed by the Stonebridge Condominium Association in regard to the design of the driveway access and site improvements on Tract B as presented with the application for final design review. Fritzlen stated that the second recommendation is similar to the recommendation that was made on the Jamieson residence, that the design review of one would be subject to the adjacent property owner if it is considerably different. John Railton stated that the second building is established in its footprint already. Discussion followed on the colors to be used. John Railton stated that the roof will be a cedar shingle, not heavy shake. Doll asked if the applicant anticipates any problems with the Stonebridge Homeowners Association regarding the driveway. Eaglebcnd Subdivision Appleby Single Family Residence, Final Design Review (coni) Board of Directors of the Association and they do not have a problem with it and they have a letter from the Board of Directors stating this. The Commission commended Mr. Railton on the quality of his work. Perkins moved to grant approval to the Appleby residence as presented with th. staff comments and recommendations. Hill seconded. The motion carried unanimously. Minutes McRory moved to approve the minutes of the 3/21/89 Regular Meeting as presented. Doll seconded. The motion carried unanimously. Go-- Business r,../l en reminded the Commission of the conference in Frisco on April 21st and stated that she would be attending and anyone that would like to go was welcome to ride with her. McRory stated that he would like to go and Denise Hill and John Perkins stated they would like to go. Denise Hill stated that there are three apartments across from the fire house in Wildridge that have all the trash bins sitting out on the road. She stated that the dogs keep getting into the trash etc. and it is pretty ugly. Clay McRory stated that he has received enquiries about the amount of vehicles parked around town with advert. -sing on them. J. P. Carpet, Sport Pak and Vail Discount tires were mentioned. He asked what could be done? Fritzlen stated that the Town had no regulations that limit signage on a mobile vehicle. Discussion followed on this matter.
