INTRODUCTION
Wayne Townsend, General Manager of Benchmark Village Mobile
Home Park, is requesting a Special Review Use for the
conversion of the existing Benchmark. Mobile Home Park
Clubhouse to a day care center for the exclusive use of the
Park inhabitants.
Concurrent with this review is a public hearing as required
by the Administrative Procedures for a Special Review Use.
The existing facility needs a number of upgrades that are
necessary in order to meet building code and state
requirements. Mr. Townsend is aware of these and has
discussed them with the Avon Building Ufficial, Joe McGrath.
Generally it appears that required upgrades are economically
feasible.
Existing facility does have a large grassed area and
approximately b pullin parking spaces, key elements to a
successful day care center. The ownership rents the lots to
the park dwellers, so there is no homeowner's association, as
such, from which to seek additional approval. No expansion
of the existing facility is proposed.
STAFF COMMENTS
When reviewing this project, the following should be taken
into consideration.
17_.20.020 Grantinn of Special Review Use. Whenever
a use has been designated a special review use, a permit for
such Use may be issued only upon approval of the design
review board and town council.
A. All applications for approval of a special
review use shall be processed pursuant to the provisions of
Section 17.20.0.30.
B. In considering the suitability of the special
review use, the board shall determine;
1. Whether the proposed use otherwise
complies with all requirements imposed by the zoning code;
_. Whether the proposed use is
consistent with the objectives and purposes of this zoning
code and the applicable zoning district; and

3. Whether the proposed use is designed
to be compatible with surrounding land uses and uses in the
area.
C. No. approved special review use may be
modified, structurally enlarged or expanded in ground area,
unless such modification, enlargement or expansion receives
the prior approval of the design review board and the town
council, which approval shall be obtained by repetition of
the granting procedures provided in this chapter. (Ord. 79-12
3.3)
17.20.040 Special Review Criteria. Whenever it is
indicated on the intent and use chart in subsection D of
Section 17.20.010 that an application is subject to special
review, the zoning administrator shall forward the
application for development permission to the design review
board shich shall approve or deny the development after
consisering certain factors, including but not limited to:
A. The adequacy of access to the site with respect
to the width of the adjacent streets, their grades,
intersection safety, visibility and entrance into the lot to
be developed;
B. Whether there exists safe access and sufficient
water pressure to provide fire protection;
C. The existent water pressure in the area and the
ability of the water system to supply domestic needs;
D. Whether there will be provided sufficient off
street parking as determined by (1) the intended use of the
property, (2) walking distance to the downtown are&, and (3)
the availability of public transportation.
E. The impact of the development, considering the
potential for stream and air pollution, the availability of
public transportation and other public or private services,
and any other factors affecting the overall development and
the surrounding areas, including but not limited to building
height, view plane, drainage and other physical and
aesthetical features. (Ord. 79-12 - 3.5)
CONCLUSION
Day care within the park setting is a desirable asset to the
neighborhood in that many of the residents have young

children. Limiting the use to the park residents would
insure that there would be no excessive vehicular traffic
introduced. The facility does not require unreasonable
improvements to meet and exceed state standards for day care
centers.
STAFF RECOMMENDATIONS
Staff recommends that the Special Review Use be granted with
the following conditions to be incorporated into Resolution
No. 88-7 " A Resolution From The Town Of Avon Planning And
Zoning Recommending The Avon Town Council Approve A Special
Review Use To Allow A Day Care Center On Lot 1, Block 2,
Benchmark At Beaver Creek, Benchmark Mobile Home Park"
1. Building Permit and Certificate of Occupancy be
obtained before initiating the use.
2. Day Care Center operation comply with all State
a.rd Local codes.
3. Day Care use be restricted to Park residents
ONLY.
4. Granting of Special Review Use is specific to
existing clubhouse facility located within the
park as designated in the application.

Planning and Zoning Commission Recommending the Avon Town Council Approve a
Special Review Use to Allow A Day Care Center on Lot 1, Block 2, Benchmark at

this approval is subject to final design.

Color Change Request
Design Review
INTRODUCTION
The Christie Lodge is seeking final approval for the
restaining and/or repainting of the entirety of their
building. They have submitted stained wood samples and a
partially rendered elevation to describe the new color
scheme.
STAFF COMMENTS
The following Design Review Considerations should be taken
into account when reviewing this project:
6.15 - The visual appearance of any proposed
improvement as viewed from adjacent and neighboring
properties and public ways.
STAFF RECOMMENDATIONS
If the Commission finds that this application conforms with
the Design Criteria or can be modified to be brought into
conformance, Staff recommends approval with the following
condition:
1. Verbal and/or written assurance by an authorized
representative of the Christie Lodge that the entire building
be similiarly stained in a timely manner.

The Commission approved the color change as presented with the conditions
that the painting contractors be bonded; that the work be completed no
later than October 30, 1988; and that if the work is not initiated in
time to be finished by the October 30, 1988 date, the portion of the
building that is now painted grey and green be returned to the original color.

Signage and Canopy
Design Review
INTRODUCTION
Iron Horse Restaurant and Pizza, located in the Christie
Lodge is proposing a new awning with signage at the entrance
to their restaurant. The awning will be dark green and
letters will be white. Total length of canopy is 49'-3" and
the depth of the canopy is 4'-V". Purpose of the canopy is
to protect walkway/patio and parking access in front of entry
elevation; create more visual interest and integrate signage
with a permanent improvement. Applicant has received
approval from Christie Lodge representative Tom Adamson for
the proposed canopy and signage. Please refer- to letter and
drawings.
STAFF COMMENTS
The following Design Review Criteria should be taken into
account when reviewing this project:
6.15 - The visual appearance of any proposed
improvement as viewed from adjacent and neighboring
properties and public ways.
CONCLUSION
Dark green canopy would be an asset to building appearance
and fit in well with new muted blue green and grey staining
proposed. Signage integrated with awning is preferrable to
freestanding or applied signage. Lighting of signage has not
been addressed.
STAFF RECOMMENDATIONS
If the Commission finds that this application conforms with
the Design Criteria or can be modified to be brought into
conformance, Staff recommends approval with the following
condition:
1. Incorporation of indirect lighting for signage.

Ralph Schomp Chevrolet
Avon Market Center Parking Lot
INTRODUCTION
Ralph Schomp Chevrolet has gained permission to park and
display cars in the Avon Market Center Parking Lot. A tent
as depicted in their drawing, with an attached conforming
sign, will be erected on August 3rd, 4th, and 5th in two of
their allotted parking spaces.
STAFF RECOMMENDATION
It is my recommendation that this be a Staff approved item.
