PZC Minutes 011988RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING MEETING JANUARY 19, 1988 The regular meeting of the Avon Planning and Zoning Commission was held on January 19, 1988, at 7:30 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairwoman Pat Cuny. Members Present: Bisz Reynolds, Frank Doll, Mark Donaldson Pat Cuny, Tom Landauer and Mike Blair Members Absent: Charlie Gersbach Staff Present: Norm Wood, Director of Engineering and Community Development - Ray Wright, Engineering Technician - Charlette Pascuzzi, Recording Secretary Lots 23/75, Block 2. Benchmark at Beaver Creek, Wal-Mart Store Community Shopping Center Placement of Satellite Dish Antenna - Design Review - Continued from January 5. 1988 Regular Meeting Wright stated that this item was continued from the January 5, meeting, where the Commission had directed the Applicant to consider some other location for the dish or some screening. Wright stated that the architect was present to discuss this matter. The staff report from the previous meeting was provided for review. Mike Chreitzberg of Pouw & Associates, original architects on the Shopping Center, provided a site plan showing the Commission that there was no site on the ground that would accomodate the satellite dish antenna. All sites that would possibly handle the satellite are designated for snow storage. The only other site available is not practical because the building would shadow the satellite. Discussion followed on putting an enclosure around the satellite an the roof, however it was felt that this would act as a snow well. Reynolds stated that he had checked out the site and he could not see any site where the satellite could be installed on the ground. He asked if the satellite had to be a solid dish. Chreitzberg stated he didn't know if it had to be solid, however this satellite differs from others in that it not only receives but also transmits. Doll stated he had driven up on the hill by City Market and looked down on the roof of the building and noted that the air handling units will dwarf the antenna. Discussion followed an making the antenna the same color as the air handling units. Regular Meeting - continued_ handling units on the roof. Landauer seconded. The motion passed unanimously. Chreitzberg also showed the Commission various colors that could be used for the inserts in the fence around the trash compactor, as requested at the January 5th meeting. The Commission decided that they preferred the dart: brown color for the inserts. Lot 71, Block 2 Benchmark at Beaver Creek Commercial Federal (formerly Empire Savings) Sign Program. Design Review Continued from January 5 1988 Regular Meeting Wright stated that this item was also continued from the January 5, 1988, regular meeting. Commercial Federal, formerly Empire Savings, has applied for Design Review of a sign program for the building located on Lot 71, Block 2, Benchmark at Beaver Creek. They are proposing to change the two building mounted signs to reflect the new name of the bank, as well as adding a monument sign with a time -temperature readout. Wright provided one set of plans for the sign program showing the monument sign and building signs. He stated that a representative from Gordon Sign was present. Jerry Wood stated he was present to answer any concerns the Commission might have. Discusssion followed on the placement of the monument sign. Donaldson stated that he felt that the monument sign is an attractive landscape feature and he would like to see them have the free standing sign. Cuny stated that she was concerned that it might block the sight of traffic when coming out of the drive. Wright stated that there was room to place the monument sign without blocking sight of trai-fic. Cuny stated the fa:_tors and findings regarding a variance if said variance is to be granted. Discission followed on the applicable findings far this matter. It was decided by the Commission that finding two would apply. Blair stated that in consideration of the request and findings, he would move that the variance request be approved and that the applicant work with the Staff for placement of the monument sign. Doll seconded. The motion passed unanimously. Cuny asked Mr. Wood if he was aware that the Commission had approved the temporary banners for a period of thirty days. Continued from January 5. 1988 Reaular Meeting - continued Wood stated that they were aware of this and that they needed to request an additional 45 days from this date as it will take at least that long to make the permanent signs. Discussion followed on getting the building mounted signs up as soon as possible. It was decided that there need be no rush to install the monument sign. Doll moved that they be granted until the first of March to put the permanent signs up on the building. Landauer seconded. The motion passed unanimously. W nfield Inn Falcon Point Beaver Creek West - I-70 Business Signs Wright stated that on December 1, 1987, the State of Colorado, Division of Highways adopted Rules and Regulations pertaining to specific information and business signs for the Interstate Highway system. These signs are placed along the Interstate Highways to provide directional information for businesses offering services for gas, food, lodging, and camping. As a part of the State's permit system for these signs, the Applicant is required to get local approval for the sign prior to turning the application over to the State for review. At this time, Wynfield Inn, Falcon Point, and Beaver Creek West are requesting approval from the Commission to have their names and logos placed on one of these Interstate Business signs. Wright stated that the Commission should look at this matter from the standpoint of rather than these three businesses seeking approval, but to consider whether these are or are not an allowed sign. The State controls time, place and manner on these signs. Wright stated that one of the signs would be in the Town limits and one in the County and the County has already given approval. Discussion followed on the type of signs used by the State. Duane Sternholm of Wynfield Inn stated that because of the restriction of no billboards along I-70, they felt that this was the only practical alternative that could be used to draw people in off the highway, especially during the summer. He stated the life span of these signs is approximately 10 years. Cuny asked who maintained the signs. Sternholm stated that the State did. Discussion followed on whether these signs are prohibited signs or exempted signs. Blair stated that he would say that they are not prohibited signs because they are not private signs, but governmental agency signs and are exempted signs because they are directional and for other purposes other than strict traffic Planning and Zoning Meeting Minutes January 19, 1988 Page 4 of b Wynfield Inn Falcon Point. Beaver_ Creek West - I-70 Business Signs control. He stated that he could find no conflict with our code. He also commented that he noticed that the Wynfield Inn sign showed "Wynfield Inn Vail/Beaver Creek" and he feels that it should say "Avon/Beaver Creel:". The Commission felt that this was very misleading. The Wynfield representative stated that this could be eliminated. Donaldson moved that the Commission direct the staff that any future inquiries regarding these types of signs be included under the exempted signs category - Reynolds seconded. The motion passed unanimously. The Commission requested that Wynfield Inn leave the Vail/Beaver Creek portion of the sign off. Since this application included the Wynfield Inn, Falcon Point, and Beaver Creek West, all three applications are automatically approved. The Commission then directed the Staff to handle any future applications of this type as exempted signs. Reading and Approval of P Qu Z Minutes of January 5. 1988 Regular Meeting Doll moved that the minutes of the January 5, 1988 Planning and Zoning Regular Meeting be approved. Reynolds seconded. The motion passed unanimously. Other Business Donaldson stated that the Commission had directed the Staff to loot: at some of the specifics on the satellite dish antenna ordinance. Discussion followed on screening and the suggested requirement for mesh dishes. Donaldson stated that he felt that satellite dishes are going to be more and more a part of buildings and better guidelines will be needed. Wood stated that he did not have a problem with the way that the ordinance is worded or what was approved at this meeting. He felt that it mPt the intent. Blair suggested that if satellite dishes were going to be a part of the building facilities, i.e. air conditioning and heating, on top of a building, why couldn't they be considered as part of a building and not be considered as a design. Some sort of parameter, such as height, etc., as the other units should be included. Cuny stated that the Commission should continue to look at each application because a dish on one building might not be appropriate, where an on another it would be. Cuny asked the Staff if they had prepared any ideas of how the sign code could be revised. Wood asked what type of revisions the Commission would like to see in the sign code. Cuny stated that temporary signs had been discussed. Planning & Zoning Meeting Minutes January 19, 1988 Page 5 of 6 Other Business continued Discussion followed on the types of temporary signs, i. e. change in business names as opposed to promotional temporary signs. Blair stated that some clarification in the code needs to be made. Cuny stated that the Commission felt that the size of business signs in the code should be changed as all sign requests are usually larger than the 12 square feet designated in the sign code. Wood stated that probably that section should be changed to show a larger maximum to either 18 square feet or 20 square feet. Twenty square feet was discussed. Cuny stated that the temporary sign category needs to be broadened or different categories of temporary signs shown. Wood asked for some direction on the temporary sign changes. The Commission suggested that they be designated as either temporary business signs or temporary promotional signs. Wood asked how long the Commission wanted to allow the temporary business sign to be up. Thirty to sixty days was discussed and the Commission decided that thirty days would be appropriate and if an applicant needed longer they would have to come to the Commission for an extension. The Commission decided that banners should be no more than 35 square feet and that the time limit on promotional banners should be as currently written in the sign code. Blair stated that two sided signs and free standing or monument signs should also be addressed. Landauer suggested that sandwich boards should also be considered. Blair moved to adjourn. Donaldson seconded. The meeting was adjourned at 9 PM.
