The following is a description of uses which are found
within the land use categories identified on the three mile
planning map.
Commercial Retail: Hotels, lodges, multi -family
apartments and condominiums, retail shopping, offices,
services, restaurants, entertainment, transportation, ski
base facilities, churches.
Commercial Industrial: Retail shopping, offices,
services, utilities, restaurants, entertainment, warehousing,
industrial, transportation, maintenance facilities, churches.
Residential: Single-family residences, duplexes, multi-
family apartments and condominiums, churches_.
Active Open Space: Golf courses, in -bounds ski terrain,
irrigated landscaped areas, ski base facilities, parks and
playground=_.
Passive Open Space: dative wildlife habitat and passive
recreation facilities.
PUbliC and QlUaSi—Public: Schools, firestations,
maintenance facilities, utilities, clubhouses and recreation
facilities, Stolport.
Isolated Federal Lands: Federal lands which are within
the boundaries of a municipal government or surrounded by
private lands.
Special Planning Areas: Contiguous undeveloped sites
capable of integrating a multiplicity of urban uses within
its boundaries.

Narrative:
The following information is a summary of subdivisions
and special districts on file with Eagle County and are
within a three miles radius of the boundaries of the Town of
Avon.
The information was compilation from land use master
plans and special district service plans which have
been submitted to Eagle County and other appropriate
authorities.
This document was prepared in order to satisfy the
provisions of Section CRS 31-12-105 e. The applicable
section reads in part:
"Prior to completion of any annexation with the three-
mile plan, the municipality shall have in place a plan for
that area, which generally describes the proposed: Location,
character, and extent of streets, subways, bridges,
waterways, waterfronts, parkway playground, squares, parks,
aviation fields, other public ways, grounds, open spaces,
public utilities, and terminals for water, light, sanitation,
transportation, and power to be provided by the municipality;
and the proposed lands uses for the area. Such plan shall be
updated at least once annually."
Section A: Identifies land use according to standard
planning criteria of acres, unit density, extent of
commercial space, general uses, parks, recreation facilities,
schools and roads.
The information also indicated that a master plan has
been completed which contains more detailed information.
Section B: Identifies the special districts and their
function as provided for in CRS 31-12-108.5 e.
Section C: Identifies public utilities which provide
services within the three mile area.
Appendix A is a map which generally describes the
proposed land uses as well as the location, character, and
extent of the items listed in CRS 31-12-105 e.

PROPOSED SIGN CODE REVISIONS
15.28.020 Definitions. for the purpose of this chapter, the following
words shall have the following meanings:
1. "Building front" means the lineal distance along the exterior face
of a structure housing a particular business or businesses, that is adjacent
to and most nearly parallel to a lot front. A building shall be considered to
have as may building fronts as the property upon which it is situated has
lot fronts.
5. "Lot front" means the portion or portions of a property line that
are contiguous to a public street or mall.
15.28.080 Sign allowance. Signs are permitted as follows:
3. Total sign allowance for an individual business may be increased by a
sign program approved by the Planning and Zoning Commission. Generally the
increased total sign allowance shall not exceed one square foot of sign area
per lineal foot of the portion of building front that is contiguous to the
interior space occupied by the individual business.

total area of all sides shall be included for sign area
purposes_ The sign area for signs with display area on more
than one side, shall be the largest total area of all sides
which could be visible from a single point.

A. Individual Business Lot Sign. Sign or signs shall

B. Multiple Business Lot Signs.
1. Total building or project identification sign

building front for the first thirty-two feet, and 1/3 square
foot per lineal foot of building front in excess of thirty-
two feet. Total building or project identification sign area
shall not exceed a maximum of sixty four square feet per lot
front, unless approved as part of a sign program by the
Planning and Zoning Commission.
In additionto building or gro. ct identification
signs, Each individual ground -level business shall be
permitted four square feet of sign area in pedestrian
oriented locations, or twelve twenty square feet of sign area
in vehicular oriented locations. The Planning and Zoning
Commission shall make the determination with regard to
orieritat:on and location.
3. Total sign allowance for a multiRig an individual
business I eroZect may be increased and/or reagnpt tioned by
a sign program approved by the Planning and Zoning
Commission.
M. Temporary Signs. Temporary signs are permitted,
;provided that:
1. one temporary sign, with a maximum size of
_six_te_en_ thirty-five square feet,is allowed to remain in place
for not more than one week for any one event;
2. Temporary signs may be displayed for only one
event in any one hundred twenty day period.
3. The sign administrator may issue a permit for a
temporary sign meeting this criteria without Planning and
Zoning Commission review.
4. Temporary sighs not meeting this criteria must be
reviewed and approved by t_he Planning and Zoning Commission
prior to issuance of a permit.
