MINUTES OF PLANNING AND ZONING MEETING
MARCH 15, 1988
The regular meeting of the Avon Planning and Zoning
Commission was held on March 15, 1988, at 7:34 PM in the
Town Council Chambers of the Town of Avon Municipal
Complex, 400 benchmark Rd, Avon, Colorado. The meeting
was called to order by Chairwoman Pat Cuny.
Members Present: Buz Reynolds, Pat Cuny, Frank Doll
Mark Donaldson, Tom Landauer
Members Absent: Charlie Gersbach, Mike Blair

Land Use Plan/Per Senate Bill #45 (Annexation Law
Revisions)
Jim Lamont, Town Planning Consultant stated that the
reason this legislation came about is over some
annexation battles that have taken place on the front
range. The State Legislation has caused the County and
the Municipality to have some sort of transition plan
from the County use to a Municipal use. He stated that
a long range planning effort is something that has been
long overdue.. The three mile planning map shows all
subdivisions that have taken place within the three mile
boundary. All the Metro Districts are also identified.
Forest Service lands are also shown, as are open space
designations. Lamont stated that the information on the
map has been compiled from land use mastr-r plans and
special district service plans which have been submitted
to Eagle County and other appropriate authorities.
Lamont proceeded describing uses which are found within
the land use categories identified on the three mile
planning map, as follows:
Commercial Retail consisting of hotels, lodges,
multi -family apartments and condominiums, retail
shopping, offices, services, restaurants, entertainment,
transportation, ski base facilities, churches.
Commercial Industrial which includes retail shopping,
offices, services, utilities, restaurants,

entertainment, warehousing, industrial, transportation,
maintenance facilities, churches.
Residential - single family residences, duplexes,
multi -family apartments and condominiums and churches.
Active Open Space consisting of golf courses, in -bounds
ski terrain, irrigated landscaped areas, ski base
facilities, parks and playgrounds.
Passive open Space such as native wildlife habitat and
passive recreation facilities.
Public and Quasi -Public lands which includes schools,
firestations, maintenance facilities, utilities,
clubhouses and recreation facilities, Stolport.
Isolated Federal Lands which are within the boundaries
of a municipal government or surrounded by private
lands.
Special Planning Areas which are contiguous undeveloped
sites capable of integrating a multiplicity of urban
uses within its boundaries i.e. Nottingham Ranch,
Stolport, the Miller Ranch and Homestead.
Lamont stated that one of the tasks for the Planning
Commission to critically evaluate the general concepts
of this plan. He described the conceptual plan for the
Stolport area as being to take the first part of the
property and have it standard commercial retail, and
take another third and have it c=ommercial industrial and
in the latter third have residential. He proceeded to
describe various other areas which could be used as
residential or commercial areas. He then went through a
subdivision summary which included Cliffside, Eagle
Vail, Beaver Creek, Arrowhead, Edwards, Berry Creek,
Reserve, Scottsville, South Scottsville, South Forty,
Montgomery Pit, Avon Stolport, Nottingham Ranch and
other unidentified parcels north of Arrowhead. This
summary included acres, units, type of area (commercial,
residential etc.), schools, parks and recreation, and
streets.
A summary of the Special Districts was the next item
described along with the Public Utilities Districts.
Lamont stated that he also had maps of the domestic
water system and domestic sewer system.
Lamont cautioned that one concern to be considered was
the ratio of skiable terrain and commercial development.
Considerable discussion followed regarding this
presentation.
Lamont stated that between now and mio-summer they hope
to improve on this plan and have a wildlife plan
completed and a river front park plan completed.

Sign Code Revisions
Wood reviewed the changes covered at the past meeting.
One in particular was on development signs. It was
decided that this type of sign would not have to come in
for design review unless they did not meet the criteria
of no more than 16 square feet etc. As long as they
meet the criteria, a permit can be issued by staff.
Cuny stated that she would still like to see a copy of
the sign in the Commission packets, even though they
would not be reviewing the design.
Wood stated that the other area that needed more
discussion was on temporary signs. He stated the
current code. The addition to this code is "Temporary
signs not meeting the criteria must be reviewed and
approved by the Planning and Zoning Commission prior to
issuance of a permit." Wood asked if there were any
further changes the Commission wished to make at this
time?
The Commission members stated that there were no more
changes to be made.
Wood stated that the Staff would work on getting an
ordinance drafted.
Reading and Approval of Minutes of March 1 1988 Regular
Meeting
Donaldson moved that the minutes of the March 1, 1988
meeting be approved.
Landauer seconded.
The motion passed unanimously.
Cuny asked for any other business.
Doll moved to adjourn.
Donaldson seconded.
The meeting was adjourned at 9 PM.
