PZC Minutes 030387r^ RECORD OF tkOCEEDINGS MINUTES OF PLANNING AND ZONING COMMISSION MEETING MARCH =, 1987 The regular meeting of the Avon Planning and Zoning commission was held on March 3, 1987 at 7:30 PM in the Town Council Chambers of the Tnwn of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was callec to order by Chairman Mike Blair. Members Presenia Hark Donaldson, Mike Blair, Tom Landauer, ouzz Reynolds, Pat Cuny, Charlie Gersbach, Jeff Maddox: Members Absent: None Staff Present: Norm Wood, Director of Engineering and Community Development - Jim Lamont, Planning Lcnsultant Ray Wright, Engineering Technician - 0aggie Lach, Recording Secretary Informal Discussion - Avon Road Access Flans Wood stated that this was an informational item on the Avon Roy. Access Plans. This is for access immediately north of the bank site to Avon Road to the remainder of the Sunroad property. This approval would be issued through the State Highway Department zince Avon Road is a State Highway. Wood explained from plans submitted that improvements would run from the interstate to Benchmark Road. He explained that improvements start at south end of Benchmark Road and entrance to Benchmark building, and widens out to 5 lanes coming up to the intersection and stop light, and carries on north up to the on/off ramps on the south side of the interstate. Wood 'then reviewed plans with Commission. Discussion followed an plans submitted. No formal action was taken. Review of planning & "Zoning Commission Rules & Regulaticens Typical Submittal Drawings Wood stated that the typical submittal drawings are a =_upp ement to the appendix of the Rules and Regulations. This was designed to help with submittals to the Commission. Wood asked that the Commission review the plans regarding the level of information provided on the plans. Wright explained that these drawings would be used as a handout to give apolican'ts an idea of the level of detail that should be included in a submittal, as a minimum, for design review. He stated the intent is not to suggest any design, styles, materials or layout, the objective is to show the level of detail for size plans, grading and drainage, landscaping and building design plans. Review and discussion followed on plans submitted. No formal action was taken. Review of Proposed Zoning Code Revisions Wood stated that Mark Donaldson, consultant for the proposed revisions to the Zoning Code, submitted a letter addressing items regarding John Dunn's review of the code. Donaldson suggested that there was a problem with lot lines and setback lines, and that the definition from the existing code be used. Wood stated that the code still needs furthp- review and revisions before any action can be taken. Donaldson seconded. Passed unanimously. Other business Wood stated that 4 Commission members, Cuny, Donaldson, Maddox and Landauer's terms would be expiring as of May 1. Council has requested that those members wishing to continue on the Commission submit a letter of continued interest to the Town Clerk. Council will be interviewing potential candidates on April 14th and 28th. Blair reminded Commission of upcoming Town Cup Races to be held on March 21. Wright mentioned the Land Use Law Seminar he and the recording secretary attended in Breckenridge on February 27. Topics covered in the 1/2 day seminar included sign issues, government liability issues, a„d First Amendment rights as it relates to signs. Discussion followed.
