PZC Packet 031787STAFF REPORT TO PLANNING & ZONING COMMISSION - 3/17/87 Lot 32, Block 1, Benchmark at Beaver Creek Off -Site Parking Lot to Serve Lot 33, Block 1, Benchmark at Beaver Creek - Avon Service Center Design Review INTRODUCTION: At the February 17, 1987, Planning and Zoning Commission meeting, the Commission adopted Resolution 87-7, recommending that the Town Council approve a Special Review Use to allow off-site parking on Lot 32, Block 1, Benchmark at Beaver Creek to serve Lot 33, Block 1, Benchmark at Beaver Creek. Council approved this Special Review Use at its meeting of February 24, 1987, with the condition that the applicant submit a detailed site, grading and drainage, and landscaping plan for Planning and Zoning Commission review and approval. Peel/Warren Architects, on behalf of the owner of Lot 32, Block 1, have submitted a site plan for the proposed parking lot for design review. The plan calls for construction of 37 Parking spaces, runoff treatment facilities, and landscaping on Lot 32. This lot is proposed to link with the existing parking on Lot 33, and have a separate access off Nottingham Road. STAFF COMMENTS: The site plan has no dimensions, but it does show the parking lot, along with spot elevations that show drainage from the lot being directed to a filter gallery at the southwest corner of the site. Although these elevations are shown, there is no supporting documentation from the engineer showing anticipated flows or criteria for sizing the filter gallery. The existing parking on Lot 33 has 13 parking spaces served by two filter galleries. The proposed lot has 37 parking spaces served by one filter gallery. Staff would like to see the engineer's drainage study that justifies this configuration. Snow storage for the lot is adequate, and landscaping is composed of 13 cottonwood trees, 2 spruce trees, and 2 radient crab trees. The Commission should closely review the landscaping proposed to insure that adequate screening of vehicles will be accomplished. The type of irrigation system for the maintenance of the landscaping should be specified. The plan also shows a single light pole for the parking lot to be located in the landscaped area near the center of the lot. The Commission should be aware that this light pole is proposed to be relocated from the parking lot on Lot 33, next door. The Commission should determine if it is appropriate for this light, which was a part of the site plan approved for Lot 33, to be relocated, or if additional lighting should be provided on Lot 32. The applicant should be made aware that, at such time as an application for a grading permit for the parking lot is requested, the applicant will have to submit a dimensioned site plan, addressing any items agreed to by the applicant and the Commission, and detailed drainage information for Staff review and approval prior to issuance of the grading permit. RECOMMENDED ACTIONS: 1. Introduce project; 2. Presentation by applicant; 3. Commission review of submitted materials; 4. Act on application.
