PZC Minutes 031787^10M) RECORD OF PROCEEDINGS MINUTES OF PLANNING AND ZONING COMMISSION MEETING MARCH 17, 1987 The regular meeting of the Avon Planning and Zoning Commission was held on March 17, 1987 at 7:40 PM in the Town Council Chambers of the Town of Avon Municipal Complex, 400 Benchmark Road, Avon, Colorado. The meeting was called to order by Chairman Mike Blair. Members Present: Buzz Reynolds, Mart:: Donaldson, Jeff Maddox, Charlie Gersbach, Mike Blair, Tom Landauer - Members Absent: Pat Cuny Staff Present: Norm Wood, Director of Engineering & Community Development - Jim Lamont, Planning Consultant Ray Wright, Engineering Technician - Maggie Lach, Recording Secretary Lot 3" Blk. 1 B.S. - Design Review - Par4ing Lot Exp ansion - Avon service Center Wright stated that at the February 17, 1987, Planning and Zoning Commission meeting, the Commission adopted Resolution 87-7, recommending that the Town Council approve a Special Review Use to allow off-site parking on Lot 32, Block 1, to serve Lot 33, Block 1, Bencnmark at Beaver Creek. Council approved this Special Review Use at its meeting of February 24, 1987, with the condition that the applicant submit a detailed site, grading and drainage, and landscaping plan for Planning and Zoning Commission review and approval. Peel/Warren Architects, on behalf of the owner of Lot 32, Block 1, have submitted a site plan for the proposed parking lot for design review. The plan calls for construction of 37 parking spaces, runoff treatment facilities, and landscaping on Lot 32. This lot is proposed to link with the existing parking on Lot 33, and have a separate access off Nottingham Road. Kathy Warren, architect and representative of owner stated that due to -the time schedule, 'the engineer- had not been able to double-check the plans, therefore some dimensioning, pipe inverts, and back-up engineering data would oe available when the building permit is applied for. Lot 32's drainage will use an additional new filter gallery plus feed into the existing filter gallery on Lot 33. There are 2 filter galleries on Lot 33 because of the lay of the land, 1 each for the front and side of the building. Warren stated that the existing light pole had been relocated from the front of the building between the inlet to the parking and some parking spaces, to a central location to help light Lot 32. The light from the building helps light Lot 33. is located where cars can't back into it and snowplows can't damage it. Wood stated that one of the primary concerns is that the entrances be lit. Donaldson asked what type of irrigation system would be used. Warren stated it is a drip system and there is an existing culvert under the parking lot on Lot 33, and this can be tied into the existing drip system. Donaldson suggested that a notation be put on the plans regarding the 15% mixed-use parking reduction. The Commission was invited to come into the Town offices to review the plans if the Commission has additional comments. No formal action was taken. Other Business Wood stated that updates on the Eagle County 1041 permit process for Homestake II project include review of the 1041 permit application, along with other related documents. The approach that has been taken is looking for weal: spots in the application such as areas that they either have not addressed or have only partially addressed, or outright misleading information in addressing the issues, and trying to find ways to deal with the permit. Staff has also been in touch with the various metro districts, sewer districts, water districts, and other towns in the area. We have to have a letter into the County by March 20, 1987, requesting party status. Party status gives the right to cross-examine other witnesses for or against the applicant. Wood stated that points of concern include: 1) socio-economic impacts; 2) recreation impacts; 3) water quality impacts; 4) water quantity impacts; 5) impacts on aquatic habitat; and 6) potential impacts in other areas that may become apparent during further review of the application.
