INTRODUCTION:
At the Planning and Zoning Commission meeting of January 20, 1987, the Commission •
adopted Resolution 87-4, recommending Council approval of a Special Review Use to
allow Holy Cross Electric Association, Inc. to upgrade an existing 69 KV power
line to 115 KV. The Special Review Use was approved by the Planning and Zoning
Commission subject to several conditions. In this review, we are dealing with
condition No. 1 which reads "That a resonable and mutually agreeable landscape
plan for Lot 10, Block 1, Benchmark at Beaver Creek be approved by the Town of
Avon and all construction completed within a six month period".
Town Staff has worked closely with representatives from Holy Cross Electric and
we have arrived at what we feel is a mutually agreeable plan for the substation.
Improvements include:
1. Replacing the slats in the fence with a new colored plastic material;
2. Relocating parts of the existing security fence to accommodate truck
traffic within the yard;
3. Closing one drive and entrance on the west side of the substation, and
adding a drive and entrance on the north side of the substation;
4. A large berm is proposed along the north side of the property;
5. Numerous trees and shrubs are planned along Metcalf Road;
6. Most of the existing rocks that were previously placed for landscaping
will be removed.
Staff feels that the plan is acceptable. The Town has made a commitment to
maintain the landscaping, but we do not feel that sod, irrigation, etc. is
appropriate. The grass and plantings have been planned in such a way that they
can be maintained easily by the Town crews. Staff recommends approval of this
landscape plan.
Holy Cross Electric is also requesting approval of a long-term plan for the
substation which addresses further expansion of the substation to the east.
This does not constitute a large addition to the substation, but it will require
construction of a retaining wall and some regrading.

If the Commission feels it appropriate, they may also approve this long-range
plan, but the following conditions should be included:
1. Per the Planning and Zoning Commission Rules and Regulations, approvals
are only valid for a period of two years;
2. The applicant submit complete structural drawings of the retaining wall
prior to building permit;
3. The applicant submit a revegetation plan for those areas disturbed by
the construction.
RECOMMENDED ACTIONS:
1. Introduce project;
2. Presentation by applicant;
3. Commission review of submitted material;
4. Act on landscape plan;
5. Act on long-range substation plan.

INTRODUCTION:
At the Planning and Zoning Commission meeting of May 5, 1987, the Commission
tabled this application. The Commission adopted Resolution 87-10, app uving
the Special Review Use request for an auto body repair shop and storage lot
on Lot 36, Block 1, Benchmark at Beaver Creek. The motion was approved by two
aye votes and one abstention. A Special Review Use requires a minimum approval
vote by a majority of the total authorized membership of the Commission. Due
to the inability to meet this requirement, this vote was determined to be a
non -action and a motion was made to table the Special Review Use request.
At that meeting, the Commission did approve the design review of Rich's Auto
Body Shop to be located on Lot 36, Block 1. Conditions include the screening
fence be relocated to run east -west along the perimeter of the storage lot
rather than north -south across the site; that the stucco, wood siding, and flue I
colors be indicated on the plans; and a minimum 18" culvert be shown under the
driveway. These items are to be shown on the plans prior to issuance of a
building permit.
STAFF COMMENTS:
The Commission should refer to the attached Staff Report from the May 5, 1987,
meeting for the Special Review Use Approval Criteria and Findings Required.
Resolution 87-10 has been modified with the condition that no wrecked vehicles
will be parked on the site except in the designated storage yard.
RECOMMENDED ACTIONS:
1. Introduce project;
2. Presentation by applicant;
3. Commission review of submitted materials;
4. Adopt Resolution 87-10.

Avon Service Center - Sign Program Design Review
INTRODUCTION:
Peel/Warren Architects, on behalf of Philip Barshop, owner of the Avon Service
Center, have requested design review approval for a sign program for the project.
The proposed signage is comprised of an interior lit aluminum box with a dark
bronze anodized frame and a "Lexan" plastic formed face. A south elevation of
the building has been provided indicating proposed sign locations. The written
portion of the plan outlines sign criteria and specifications.
STAFF COMMENTS:
The written portion of this sign program requires that the tenant receive the
landlord's written approval for signage. Staff would like to have the following
wording added to Section I of the Sign Program:
"The tenant shall be responsible for obtaining the necessary sign permit-- from
the Town of Avon prior to installation of any signage."
Section II of the program outlines sign locations, type, mounting, light;ng, and
the number of signs allowed per tenant. Staff would like to have a maximum sign
size indicated in the program (i.e. 24 ,quare feet).
The landlord is not requesting any project identification signage in this
proposal. The total sign area allowed for the project is approximately 70 square
feet. Under this program, the total signage being requested is approxiamtely 48
square feet. Staff feels that this proposal is acceptable and recommends approval
with the addition of the following:
Section I - The tenant shall be responsible for obtaining the necessary sign
permits from the Town of Avon prior to installation of any signage."
Section II - "Signs to be a maximum of 24 square feet."

Satellite Dish Antenna
Roy Ricks, part owner of the duplex located on Lot 38, Block 3, Wildridge
Subdivision, has applied for design review of a satellite dish antenna that
he proposes to place on his lot. The proposed dish is of metal mesh construction
and will be black, dark bronze, or dark grey, depending upon the final selection.
Screening will be accomplished by use of the sloping terrain, color of the dish,
and mounting.
STAFF COMMENTS:
According to the Planning and Zoning Commission Design Procedures, Rules, and
Regulations, the Commiss",,i should consider the following items when reviewing
applications for dish antennaes.
1. All antennas shall be located so as to be screened from view from any
public right-of-way or neighboring property. Screening may be accomplished
by, or through the use of landscaping materials, fencing, existing structures,
subgrade placements or other means that both screen the antennae and appear
natural to the site;
2. All wiring and cable related to antenna installation shall be installed
underground or be incorporated entirely within the structure;
3. The use of mesh antennaes is encouraged:
4. Color selection for disn antennae should be made with respect to the
characterist,*cs of the site or structure. Unpainted surfaces and dish
antennas with reflective surfaces shall not be allowed. No advertising,
logos or identification shall be allowed on any dish antenna.
